RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council hereby adopts the recommendation of the City of Lubbock Parks and
Recreation Advisory Board to rename the Lakewood Development Area, located at 5901 99tn
Street, Lubbock, Texas, the "Gary Ward Basin", with such name becoming effective upon the
execution of this Resolution.

Suggested Name: Gary Ward Basin
Please provide a written narrative that supports the nomination for consideration. If proposing to name a park,
park area, or facility after an outstanding person, a biography must also be attached and include material that
identifies the individual's significance and notable reputation in the City of Lubbock. Attach additional pages
if needed.
Gary Ward grew -up on his family's farm in Memphis, TX
where he quickly learned the value of hard work and how to
live a life of service to his family and others. He developed a
relentless work ethic while both working on the farm and
attending Memphis High School, but always kept an eye out
for anyone needing his help.
After graduating from Memphis High School in 1984, Gary
received vocational and advanced training in mechanical
electronics in 1985, and then went on to earn his associates
degree in business from Clarendon College in 1986. Gary
then moved to Lubbock to attend Texas Tech University and
graduated with a bachelor's degree in Business in 1989. He
was licensed in worker's compensation that same year.
Gary started his career here in Lubbock, TX at Crum and
Foster Insurance from 1989-1999, and continued to excel at
Texas Municipal Insurance from 1999-2001. In 2001, Gary
took his leadership and knowledge to Texas Municipal
League, where he worked until the time of his death in 2020. Gary was very proud that the last case he
completed, and acquired full compensation for before his cancer diagnosis, was The City of Lubbock's
own firefighter Matt Dawson who was involved in a tragic traffic accident on January 11, 2020.
At Texas Municipal League, Gary attained many awards and accolades such as a Ten Years of
Meritorious Service Award, the Helping Hand Award from the Texas Worker's Compensation Insurance
Fund in 1993, many Employee of the Quarter awards, and he recently received an award for Twenty -
Five Years of Perfect Attendance. Ector County, one of the counties Gary covered through his Worker's
Compensation work, awarded him with an Honorary Ector County 9-1-1 Emergency Communications
Badge in 2020.
Gary had a heart for helping others. While his daughters were young he volunteered as a coach for
youth soccer and basketball through the Lubbock Soccer Association, Upward Soccer and Lubbock
Girls' Basketball Leagues. He was also a very active member of both the Whiteside Elementary and
Irons Middle School PTAs. Gary was both the Secretary and Chief Event Cook for the Coronado
Volleyball Booster Club. He served on the Missions Committee for Change for Children, a non-profit
that raises money to provide food for middle school children and their families. Some of the funds
provide backpacks that children can take home over weekends that will afford enough food for
themselves and their families. The supplies for these are gathered by the counselors at each school.

January 24, 2022

Chris Lonngren, Brent Hodges, Craig Wells, Daniel Bunye, Gwen Titus, Jeff Lansdell, Jonathon Graves, Margarita Olivarez, Bit

Item 1: Call to Order:
• At 12:02 p.m., Chris Lonngren, called the meeting to order
Item 2: Citizen Comments - None
Item 3: Approval of Minutes:
• Craig Wells made a motion to approve the minutes of the December 20, 2021 regular meeting
• Bit Anderson seconded the motion
• Unanimous vote to pass
4. Action Items:
4.1 Consider a recommendation of City Council to change the name of Lakewood Development Area to Gary Ward Basin —
Presentation - Avery Cunningham
• The Board discussed the naming and location of the basin
• Bit Anderson discussed signs with history of individual's at each basin
• Avery Cunningham expressed that she would be happy to raise money for signs
• Bit Anderson motioned to move
• Brent Hodges second the motion
• Unanimous vote to pass
Item 4.2: Consider a recommendation to City Council for the replacement of four playgrounds — Colby VanGundy
• Colby VanGundy discussed the 4 parks with the lowest scores from 69 to 72 — Azdan, Ribble, Strong and Wheelock. Atzlan
and Wheelock have drainage issues that will be a little more expensive. Discussed the scoring system and how this list will be
used for future park replacement
• Gwen Titus requested an overview of the questions and discussion to be included in the minutes
• Bit Anderson motioned to move
• Jonathon Graves second the motion
• Unanimous vote to pass
Item 4.3: Consider a request to send a letter of support from Parks and Recreation Advisory Board for the Dog Park located
in McAlister Park — Councilmember Randy Christian
• Timing of the letter is up to park staff
• Proposed that levels and sponsorships are rough and will be firmed -up, will take any donation for any amount
• Craig Wells asked if there are naming rights opportunities coming, starting part for the letter and levels. Include FOMP
• Chris Lonngren coordinated effort with FOMP 501 C 3
Item 5.1 Work Session: Discussion of Outdoor Advertising — Councilmember Randy Christian
• Artwork in Parks made out of junk/repurposed items. McAlister has two major arteries and is large, adding fancy artistic
pole with digital board can become a revenue generator for parks and recreation
• Berl Huffman would be another location to look at
• Could do a lease agreement with Sign Company
• Final approval would go through Council. State right of Way requirements and permits
Item 5.2 Work Session: Update on City of Lubbock Annexations — Councilmember Randy Christian
• Brooke Witcher gave totals from 19-21 and proposed acres for 2022
Item 5.3 Work Session: Update on American Rescue Plan Act (ARPA)— Councilmember Randy Christian
• Updated on ARPA $3 million possible for Parks
• Asked staff to work with the City grant writer to look at possible projects and grants
Item 5.4 Work Session: Update on Parks and Recreation Master Plan — Colby VanGundy. Parks and Recreation Director
• Master Plan Advisory meeting tonight, Halff Associates team arrives today
• Invite Aaron Tuley with Halff to attend a ZOOM call during the February meeting
