AN ORDINANCE ANNEXING AN AREA OF LAND TO THE CITY OF LUBBOCK, WHICH AREA
IS DESCRIBED HEREIN AND IS ADJACENT TO AND ABUTS THE EXISTING CITY LIMITS OF
THE CITY OF LUBBOCK, TEXAS; PROVIDING FOR CORRECTION OF CITY MAP TO INCLUDE
THIS ADDITIONAL TERRITORY; PROVIDING A SAVINGS CLAUSE.
WHEREAS, the City Council has determined that it would be in the best
interest of the citizens of the City of Lubbock and also the best interest of
the citizens of the area described hereinbelow, to annex such area to the City
of Lubbock; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the area of land described herein, which abuts and is
+� adjacent to the existing corporate limits of the City of Lubbock, Texas, BE and
the same is hereby annexed to and included within the corporate limits of the
Fi City of Lubbock, Texas. Such area is described as follows:
BEGINNING at a point in the present city limits line, as established
by City of Lubbock Ordinance No. 2533, said point being approximately
839 feet south and approximately 150 feet east of the northwest
corner of Section 4, Block A.
THENCE north 45°44' east approximately 1200 feet to a point 1010
feet west of the northwest corner of Section 4, Block A.
THENCE east approximately 4030 feet along the section line to the
southeast corner of Section 25, Block A.
THENCE north approximately 5280 feet to the northeast corner of
Section 25, Block A.
THENCE west from the northeast corner of Section 25, Block A
approximately 489 feet.
THENCE south 45*44' west approximately 6425 feet, along a line
600 feet from and parallel to the center line of U.S. Highway
62, to a point within the existing city limit line, said point
being approximately 838 feet north and 150 feet east of the
southwest corner of Section 25, Block A.
THENCE south along the existing city limit line approximately
1676 feet to the point of beginning.
Contains 394 acres more or less.
SECTION 2. THAT the City Engineer is hereby directed to immediately
correct the map of the City of Lubbock by adding thereto the additional ter-
ritory annexed by this ordinance, indicating on the map the date of annexation
and the number of this Ordinance. The City Secretary -Treasurer and the City
Engineer shall each keep in their respective offices an official map of the
City of Lubbock showing the boundaries of the municipal corporation including
this annexation.

second reading.

5 of the Voting Rights Act of 1965, as amended. Your sub-
mission -was received -on May 5, 1980.
The Attorney General does not interpose any objec-
tions to the changes in question. However, we feel a respon-
sibility to point out that Section 5 of the Voting Rights
Act expressly provides that the failure of the Attorney
General to object does not bar any subsequent judicial
action to enjoin the enforcement of such changes.

Erskine Avenue and west of Wood Avenue. The area is adjacent to the existing
corporate limits of the City of Lubbock, and more specifically described as

I. Municipal Annexation Policies
A. Lubbock shall exercise protective annexation measures to'preclude strips
and pockets of urban blight adjacent to the city. Such annexation will
avoid enclosure of unincorporated pockets.
B. Extension of m aicipal utilities outside the city shall be prohibited,
except in emergencies or when annexation can be completed within 90 days.
C. Developers and/or land owners requesting annexation must bear the major
costs of public, -service facilities when existing land within the corporate
limits can support anticipated growth for a 10-15 year period.
D. Iacation and amounts of land to be annexed must provide maxim= efficiencies
of municipal services such as police, fire protection, water, sewer, street
maintenance, and solid waste collections. Disproportionate costs to tax
revenues shall be discouraged.
E. Prior .to public hearings on annexation, the Planning and Zoning Cxanfssion
shall forward an opinion to the City Council, stating the impact of the
annexation on long range growth patterns and rate of growth.

In response to your request for information regarding the ground-
water quality in the vicinity of Lubbock Children's Home, please be
advised that the Railroad Commission of Texas has received many pollution
allegations and made numerous field investigations commencing in the
mid-1950's and continuing to date in the subject area. Copies of analyses
made of water samples collected from wells on the subject property reveal
mimeral concentrations far in excess of those recommended by the U.S.
Public Health Service for human consumption. Enclosed herewith are copies
of three analyses made of water samples collected by the Railroad Commission
in June 1979.
We hope this information will satisfy your needs. If we can be
of further assistance, please do not hesitate to contact our office.

The Children's Home of Lubbock and Family Service Agency, Inc. is
hereby requesting annexation to the City of Lubbock. As you know,
the Children's Home campus is located approximately 0.8 percent
miles east of the City limits' boundary on Highway 62-82.
The Children's Home is in need of this consideration to improve
its ability to assure, not only the service of water and sewage,
but more especially that of our police protection.

I. Municipal Annexation Policies
A. Lubbock shall exercise protective annexation measures to'preclude strips
and pockets of urban blight adjacent to the city. Such annexation will
avoid enclosure of unincorporated pockets.
B. Extension of municipal utilities outside the city shall be prohibited,
except in emergencies or when annexation can be completed within 90 days.
C. Developers and/or land owners requesting annexation must bear the major
costs of public-service facilities when existing land within the corporate
limits can suplArt anticipated growth for a 10-15 year period.
D. Location and amounts of land to be annexed must provide maximn++efficiencies
of municipal services such as police, fire protection, water, sewer, street
maintenance, and solid waste collections. Disproportionate costs to tax _
revenues shall be discouraged.
E. Prior :to public hearings on annexation, the Planning and Zoning Commission
shall forward an opinion to the City Oouncil, stating the impact of the
annexation on long range growth patterns and rate of growth.

water quality in the vicinity of Lubbock Children's Home, please be
advised that the Railroad Commission of Texas has received many pollution
allegations and made numerous field investigations commencing in the
mid-1950's and continuing to date in the subject area. Copies of analyses _
made of water samples collected from wells on the subject property reveal
mineral concentrations far in excess of those recommended by the U.S.
Public Health Service for human consumption. Enclosed herewith are copies
of three analyses made of water samples collected by the Railroad Commission
in June 1979.
We hope this information will satisfy your needs. If we can be
of further assistance, please do not hesitate to contact our office.
