HomeMy WebLinkAboutResolution - 2022-R0013 - Downtown Permittable Grant to Ramar CommunicationsResolution No. 2022-R0013 Item No. 7.21 January 11, 2022 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Permittable Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to RAMAR Communications, Inc., is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Market Lubbock DT Permutable Grant —RAMAR 12.16.21 Resolution No. 2022-R0013 RE 21-76 RESOLUTION APPROVING RAMAR COMMUNICATIONS, INC 612 AVENUE O DOWNTOWN FACADE & PERMITTABLE GRANT THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on 'Wednesday, December 15, 2021, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to RAMAR Communications, Inc., owned by Brad Moran and the RAMAR Family Trust, who is renovating the interior and exterior of the property located at 612 Avenue O, located within the downtown TIF. RAMAR Communications was founded in 1972 with the startup of radio station KTEZ-FM 101.1 by Ray Moran. In 1986 RAMAR moved into the building at 98th and University under the helm of the founder's son, Brad Moran. RAMAR Communications will move into its new studios in downtown Lubbock at 612 Avenue 4. The scope of facade work will include landscaping, new fencing and gates totaling $79,250 in fagade expenses. The scope of permittable work will include demolition, plumbing, HVAC, electrical and structural work totaling $1,124,054. Total expenses for this project total $1,203,304. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant RAMAR Communications, Inc. a Downtown Facade Grant of $25,000 and a Downtown Permittable Grant totaling $100,000 for the project at 612 Avenue O, which is located within the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Mr. Barry Orr and Seconded by Director, Dr. John Opperman. IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with RAMAR Communications, Inc., for improvements to the building at 612 Avenue O, Lubbock, Texas. This Economic Development Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all documents related to the Economic Grant and Contract. RAMAR Communications was founded in 1972 with the startup of radio station KTEZ-FM 101.1 by Ray Moran and was originally housed in the Plains National Bank Building. It was sold in 1983 to help fund the startup of KJTV-TV, which was established in 1981 as an independent television station. The station's success eventually gave way to the FOX network, founded in 1986. That same year, RAMAR moved into its 33,000 sq. ft. building at 98th and University under the helm of the founder's son, Brad Moran. In 1993, two radio stations, AM 950 and FM 93.7, were added back into the operation and by the end of the decade, RAMAR added FM stations 97.3, 106.5. 2016 and 107.7. RAMAR sold the TV business in 2020 but retained its land and towers at 98th and University. RAMAR now operates Double T 97.3, Magic 106.5, 93.7 The Eagle,107.7 YES! FM,100.7 The Score, Oldies 97.7, 96.9 The Bull, 93.1 Texas FM and 92.3 The Vibe. In 2022, RAMAR Communications will move into its new studios in downtown Lubbock at 620 Ave 0.
