HomeMy WebLinkAboutResolution - 2022-R0012 - Downtown Permittable Grant to Aqua OneResolution No. 2022-R0012 Item No. 7.20 January 11, 2022 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Permittable Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to AquaOne, Inc., is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Market Lubbock DT Permittable Grant—AcquaOne 12.16.21 Resolution No. 2022-R0012 RE 21-77 RESOLUTION APPROVING AQUAONE, INC 2201 Avenue J DOWNTOWN PERMITTABLE GRANT THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, December 15, 2021, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to AquaOne, Inc., owned by Craig Brewton. AquaOne is making interior improvements to the building at 2201 Avenue J, located within the downtown TIF. In 2007, AquaOne acquired Clearwater Bottled Water Company in Lubbock. This acquisition made Lubbock the company's largest branch with branches in Amarillo, Lubbock, Abilene, Wichita Falls and Forney serving customers in a 120-mile radius from each hub city. AquaOne chose their downtown Lubbock location because it was the most centralized location for their routes. The company has already cleaned up some of the external issues with the building, including replacing all of the skylights and repainting the outside of the building. The scope of permittable work will include plumbing, structural and electrical totaling $63,842 in expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant AquaOne, Inc. a Downtown Permittable Grant totaling $6,384 for the project at 2201 Avenue J, which is located within the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Mr. Barry Orr and Seconded by Director, Dr. John Opperman. IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with AquaOne, Inc., for improvements to the building at 2201 Avenue J, Lubbock, Texas. This Economic Development Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all documents related to the Economic Grant and Contract. AquaOne started in 1998 in Tulia, Tx. It started as a bottled water delivery service but has continued to grow into other areas over the years. Their headquarters were moved to Amarillo, TX in April of 2000, which is also the first -year operations began in Lubbock. In 2007, AquaOne acquired Clearwater Bottled Water Company in Lubbock. This acquisition made Lubbock the company's largest branch. AquaOne currently has hub branches in Amarillo, Lubbock, Abilene, Wichita Falls and Forney. They deliver water and coffee to customers in a 120-mile radius from each hub city. Over the years, AquaOne has added other segments to the business and now include water, coffee, vending and filtration divisions. AquaOne chose their downtown Lubbock location because it was the most centralized location for their routes and the value per square foot was much more attractive to them. The lower rates per square foot will allow AquaOne to make additional upgrades to their building. The company has already cleaned up some of the external issues with the building, including replacing all of the skylights and repainting the outside of the building. Other projects planned for the future include construction of office space and bathrooms, new fencing to secure the dock area, construction of a ramp on the dock, upgrading security lighting and warehouse lighting. The scope of permittable work will include plumbing, structural and electrical totaling $63,842 in expenses.
