RESOLUTION
WHEREAS, the City Council of the City of Lubbock (the "City Council") adopted a
revised Comprehensive Plan (the "Plan") for the City of Lubbock on December 17, 2018
through Ordinance No. 2018-00141 in order to promote the public health, safety, and
welfare of the citizens of Lubbock, Texas and to promote sound, long-range planning and
development; and
WHEREAS, the City Council created a committee on February 25, 2019 through
Resolution No. 2019-RO061, named the Comprehensive Plan Oversight Committee (the
"Committee"), that works with city staff, consultants, and leaders to ensure effective,
thorough, and timely administration of the newly adopted Plan; and
WHEREAS, the Committee is informed by staff and consultants concerning the progress
of Plan implementation throughout the various stages and projects that comprise the Plan;
and
WHEREAS, the Committee reports to the City Council on an annual, or otherwise
regularly scheduled, basis regarding the progress and accomplishments of the Plan
implementation, as well as any other relevant matters regarding Plan implementation; and
WHEREAS, the Committee met on December 6, 2021 to hear staff updates and
recommendations for ongoing work of various Plan items in order to prepare its annual
report for the City Council, attached exhibit as Exhibit A and incorporated herein; and
NOW, THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Annual Report of the Comprehensive Plan Oversight Committee is hereby
accepted by the City Council. Said Report is attached hereto and incorporated within this
Resolution as if fully set forth herein and shall be included in the minutes of the City
Council.

SUBJECT: Year -End Report, Year Three
In 2021, the Comprehensive Plan Oversight Committee (CPOC) convened seven times in public forum. These
meetings occurred on March 8, April 4, May 3, June 14, July 12, September 13, and December 6, 2021. Each
featured a staff presentation on the status of various projects identified as priorities within the Comprehensive
Plan, PlanLubbock 2040. Generally speaking, the Committee finds that they are somewhat satisfied with the
progress of the City in implementing the goals and objectives of PlanLubbock 2040, and encourage the
Council to continue to support staff in doing so.
The following is a report of the business covered in the meetings held thus far.

March 8, 2021:
Presentation and discussion by Planning Department staff regarding Module One of the Unified Development
Code, covering topics such as transitional provisions, mixed use zoning, and the land use matrix. Additional
discussion surrounding parking requirements, established neighborhoods, limited use standards, and specific
use standards was held.
Wilson Bowling was introduced as the new Neighborhood Planner. He discussed plans to meet with
neighborhoods to determine current and future needs.
The committee requested to meet more than quarterly to be more involved in the oversight of the
Comprehensive Plan in relation to the Unified Development Code.
April 4, 2021:
Presentation and discussion by Planning Department staff regarding Module Two of the Unified Development
Code, covering topics such as zoning districts and land uses, mixed -use districts, building materials, and
building and site designs.
Committee discussions included expanding downtown design requirements to North and East Lubbock and
industrial areas adjacent to neighborhoods.
May 3, 2021:
Committee discussions included industrial areas adjacent to neighborhoods and neighborhood planning
reports.
Presentation and discussion by Planning Department staff regarding the Neighborhood Planning program.
Staff presented on items that are of concern to the neighborhoods, data collection, neighborhood wants, and
contacts made with Neighborhood Associations.
Presentation and discussion by Development Engineering staff regarding the status of the impact fee program
including the effective date, status of plats received, and grace periods.
Presentation and discussion by Planning Department staff regarding Module Three of the Unified
Development Code, which covers landscaping / buffering, illumination, signs, parking, stacking, playa lakes,
and subdivision regulations.
The committee requested to hear updates on additional items for the next meeting.
June 14 2021:
Presentation and discussion by Planning Department staff regarding the Comprehensive Plan, Future Land
Use Map, Unified Development Code, and the zoning map. Scope of contract with Kendig Keast
Collaborative was also provided.
Presentation and discussion by Parks and Recreation Department staff regarding the Parks Master Plan. Items
discussed included information gathering, grants, development incentives, park inventory, and overall Parks
goals.
Presentation and discussion by Planning Department staff regarding Mixed -Use districts and their benefits.
Presentation and discussion by Planning Department staff regarding the Neighborhood Planning program.
Items discussed include meetings with other Neighborhood Planning organizations and information gathering
techniques. Staff indicated a need to hold a kickoff meeting once the Neighborhood Planning program was
underway.
The presentation and discussion of Module Four was postponed until the next meeting.
The committee requested to hear updates on additional items for the next meeting.
July 12, 2021:

A subcommittee comprised of John Zwaicher, Billie Russell, and Dan Wilson was created to discuss the
committee's concerns related to the Unified Development Code with the City Council UDC subcommittee.
September 13, 2021:
Parks and Recreation Department staff was unable to present on updates to the Parks Master Plan due to an
unforeseen emergency.
Presentation and discussion by Business Development staff regarding the Downtown Master Plan. Discussion
topics included one-way streets changing to two-way streets, angled parking conversion, and Downtown
project updates.
Presentation and discussion by Planning Department staff regarding the Neighborhood Planning program.
Items discussed included partnership between Planning Department and Health Department, matching grants,
mini grants, and the neighborhood block party/pop-up parks trailer.
Presentation and discussion by Planning Department staff regarding module review of the Unified
Development Code. Staff presented on carports, landscape regulations, community gardens, and infill mixed -
use districts. Staff also presented an updated adoption timeline.
The Committee discussed their third annual update to the City Council on December 6, 2021.
