ORDINANCE NO. 2000-00064
AN ORDINANCE AMENDING CHAPTER 24 OF THE CODE OF
ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, WITH REGARD TO
DESIGNATING THE NEW EASTIWEST FREEWAY TO BE CONSTRUCTED
FROM INTERSTATE HIGHWAY 27 TO SOUTHWEST LOOP 289 IN LUBBOCK,
TEXAS, AS THE MARSHA SHARP FREEWAY AND DIRECTING THE CITY
ENGINEER AND TRAFFIC ENGINEER TO COORDINATE WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION TO INDICATE SUCH NAME ON
OFFICIAL MAPS AND INSTALL APPROPRIATE SIGNAGE TO REFLECT SUCH
NAME AS NEEDED; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR
PUBLICATION.
WHEREAS, Marsha Sharp has been the Texas Tech University Lady Raider head
coach for the past nineteen years and through her efforts has established the Lady Raiders
as one of the premiere basketball programs in the nation; and
WHEREAS, Marsha Sharp has been honored as Conference Coach of the Year
eight separate times and has twice earned National Coach of the Year honors while
coaching the Lady Raiders to numerous conference titles, tournament victories, and the
Women's National Collegiate Basketball Championship; and
WHEREAS, Marsha Sharp exemplifies public service through the giving of her
time, money and effort to numerous charitable organizations and worthwhile community
events that benefit the residents of Lubbock and West Texas; and
WHEREAS, Marsha Sharp believes in excellence both on and off the court, as
her players have a unprecedented 99% graduation rate and have further distinguished
themselves as Olympians, professional basketball players, coaches, businesswomen,
teachers, and community leaders; and
WHEREAS, the new freeway to be constructed between Interstate Highway 27
and Southwest Loop 289 will be a vital and highly visible part of Lubbock's thoroughfare
system and will pass through and serve the Texas Tech University campus; NOW
THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the Code of Ordinances, City of Lubbock, Texas, is hereby
amended by adding a section to be numbered 24-40, which said section reads as follows:
Sec. 24-40. Marsha Sharp Freeway.
SECTION 2. THAT the City Engineer and Traffic Engineer are hereby authorized
and directed to make necessary application for memorial highway designation to the
proper State and Federal agencies and to coordinate with the Texas Department of
Transportation for the design and timing of sign installations to properly mark the Marsha
Sharp Freeway and to update all official maps to recognize this designation.
SECTION 3. THAT should any paragraph, section, sentence, phrase, clause or
word of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
SECTION 4. THAT the City Secretary is hereby authorized and directed to cause
publication of the descriptive caption of this Ordinance as an alternative method of
publication as provided by law.
AND IT IS SO ORDERED.

Passed by the City Council on second reading this 7th day of November , 2000.
