RESOLUTION
WHEREAS, pursuant to Article 8.07 of the Code of Ordinances of the City of Lubbock,
Texas, which establishes and outlines the procedure for a party seeking an Oil and Gas Well
Permit within the city limits, Texland Petroleum, L.P. has requested an Oil and Gas Well Permit
for an additional well on the production unit, located at 2333 FWL and 2350 FNI, of Section 6,
Block A, T.T. RR. Co. Survey, Lubbock County,Texas; and
WHEREAS, Texland Petroleum, L.P. has agreed that each provision of Article 8.07 of
the Code of Ordinances of the City of Lubbock, Texas and any other applicable local, state, or
federal law or regulation will be complied with, in connection with this Oil and Gas Well Permit.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LUBBOCK:
THAT in accordance with the provisions of Article 8.07 of the Code of Ordinance of the
City of Lubbock, Texas, the City Council hereby approves Texland Petroleum, L.P.'s application
for an Oil and Gas Well Permit, and that the City Manager of the City of Lubbock and is hereby
authorized and directed to execute for and on behalf of the City of Lubbock, said permit between
the City of Lubbock and Texland Petroleum, L.P. Said permit is attached hereto and incorporated
in this resolution as if fully set forth herein and shall be included in the minutes of the City
Council.

OIL WELL DRILLING PERMIT
THE STATE OFTEXAS
KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF LUBBOCK §
The City Manager of the City of Lubbock, Texas, hereby approves and grants
permission to Texiand Petroleum, L.P., hereinafter referred to as Permittee, for the
drilling of an oil well known as Teal-Lubheirs Coop Unit #2H, to be located on a tract
located approximately at 2333 FWL and 2350 FNL of Section 6, Block A, T.T. RR.
Co. Survey, Lubbock County, Texas, more particularly described on the application
submitted and filed in the Planning Department, Room 107, Municipal Building, 1625
13`" Street, Lubbock, Lubbock County, Texas, and made a part hereof by reference for all
purposes of this permit.
Permittee hereby agrees that the governing provisions of Article 8.07 of the Code
of Ordinances, City of Lubbock, Texas, and any other applicable local, state, or federal
law or regulation, will be complied with, and that this Permit is issued contingent upon
such compliance. Article 8.07 of the Code of Ordinances, City of Lubbock, Texas, is by
reference, incorporated herein, for all purposes and shall have the same force and effect as
if copied herein.
This Permit is granted for a period of one hundred eighty (180) days from date
of issuance and as long thereafter as the Permittee is engaged in drilling operations with
no cessations of such operations for more than ninety (90) days, or oil is produced in
commercial quantities from the well drilled. If at any time after discovery of oil or the
production thereof in commercial quantities shall cease, the Pen -nit shall not expire if the
Permittee commences additional reworking operations within one hundred eighty (180)
days thereafter as oil is produced in commercial quantities from such well.
This Pen -nit is granted subject to the following conditions
I The total depth of the well shall be less than or equal to nine thousand
thirty-four (9,034) fect.
2. No hydrocarbon lubricant (waste oil) shall be used to free -up the hole
during drilling until after the first series of surface casing has been set to
1,700 feet (which, as noted, is significantly greater than the required 400
feet in the current Lubbock Ordinance)..
3. The Permittee shall require that a first series of casing be set when drilling
reaches a depth of 1,700 feet. The Permittee shall notify the Lubbock
office of the Texas Railroad Commission for the intended dates for casing
the well.
4. The first, and if used, the second series of' casing of the well shall be in
compliance with applicable portions of Rule 13 of the Texas Railroad
Commission.
5. The Permittee shall meet all other conditions of Article 8.07 of the
Lubbock Code AND those specifications indicated within the application
of TexIand Petroleum for Teal-Lubbheirs #2H.
Permittee agrees to save harmless the City of Lubbock from and against all
claims, Suits, damages or losses in any manner arising out of or connected with the
drilling and/or operation of this oil well.
