Be it Resolved by the City commission of the City of Lubbock, ,
County of Lubbock,State of Texas, that its City Manager, Mr.W.H.
Rodgers, is hereby authorized and empowered to execute and deliver
to the State Advisory Board Federal Emergency Administration of
Public Works under the National Industrial Recovery Act of 1933,
an application for a load under the provisions of said Act, the
funds from said loan to be used for the extension and improvement
of the applicants' Electric Light and Power System in and for the
City of Lubbock, Lubbock,Texas, that such application be executed
and delivered in the exact form in which it is submitted, and
that the said City Manager, Mr. W.". -Rodgers, is further authorised
to supply the Administration of Public Works with any other instru-
ments, documents or data that it may request in connection with
said application.
Be it Further Resolved that accredited representatives of the
Public Works Administration shall be allowed access to all property
and records of said City at all reasonable hours for the purpose
of securing sulch data and making such inspections as may be
necessary for the purpose.
Be it Further Resolved - (1) That no convict labor shall be
employed on said project; (2) that (except in executeve, administrative
and supervisory positions) so far as practicable and leasable, no
individual directly employed on said project shall be permitted to '
work more than 30 hours in any one week; (3) that all unskilled,
or common labor shall be paid a minimum wage of 40¢ per hour and
that all skilled labor shall be paid a minimum wage of $1.00 per
hour as rescribed by the Wage and Labor Board for the Southern
Zone; (4 that in the employment of Labor in connection with said
project, preference shall be given, where they are qualified, to
exservice men with dependents, and then in the following order:
(a) to citizens of the United States and aliens who have declared
their intention of becoming citizens, who are bona fide residents ,
of this City and/or this County; (b) to citizens of the United
States and aliens who have declared their intentions of becoming
citizens, who are bona fide residents of the State of Texas; pro-
vided that these preferences shall apply only where such labor is
available and qualified to perform the work which the employment
relates; (5) that the maximtun of human labor shall be used in
lieu of machinery wherever. practicable and consistent with sound
economy and public advantage; (6) that no official of the applicant
shall have any financial interest in the project and (7) that the
construction work shall be done by the applicant and all materials
shall be bought by comparative bidding.
No further business coming up for consideration, upon motion
by Mr. Roach, seconded by Mr. Royalty, carried unanimously,
the City Commission Recessed to meet Nov. 13, 1933, at 9 A.M.
