' The City Commission of the City of Lubbock, lexes, met at 1:30 P.I.I. in Regular -ession at the Regular Meeting ?lace in the City Hall, the following matters thereof being present, to -wit: Mayor J.J. Clements, Commissioners Jno. - Roach, Geo. B. Eenson, D.N. Leaverton, J.F. bacon, "ity Kanager J. Bryan :.filler, -ity Attorney L.L. Klett and 'oit:- Secretary ...H. Rodgers. Absent: None. the Minutes of Regular I`eeting of February 12, 1931, were read and upon motion b_ Bir. Bacon, seconded bs Mr. Benson, they were unanimously approved. the matter regarding long distance telephone calls or messages sent by the ?olice Department in various lines of duty was discussed and City Manager J. Bryan 2'iller was instructed to look into this matter and work out Do' -icy with the Chief of Police and report back to the "ity Commission. ' Motion by Mr. Leaverton, seconded by I!r. Benson, the following Resolution passed unanimously. RES GLUT IC N CVH-:,�REAS, the tate Highway Department of the �-tate of 'Texas is desirous of constructing State Highway Yo. 9 through the amity of Lubbock, Texas, over Avenue F, and, 7,TERFAS, the -tate Highway Department is desirous of receiving Federal Aid for the improvement of said Highway; and, ':1'HF'REAS, the Eureau of Public Roads of the Department of Agri- culture of the United States of America will not participate in the construction of said Highway until and unless the city of Lubbock, 'Texas, will agree to refrain f rom permitting encroach- ments upon the right-of-way of said above mentioned streets, and until and unless the amity of Lubbock, Texas, will agree to refrain from passing ordinances or laws fixing a speed limit of under twenty-five miles per hour on said above mentioned streets, and until and unless the city of Lubbock, Texas, will agree to re- frain from erecting signs, semaphores, and signals that will give preference to local routes or that will hinder or delay traffic on said above mentioned streets. THEREFORE, be it resolved by the City Council of the "it,- of Lubbock, Texas, that, for and in consideration of the State Highway Department of the state of 'Texas and the Eureau of Public Roads of the Department of zgriculture of the United States of America constructing said highway Number 9 through the city of Lubbock, Texas, over Avenue F, it hereby agrees with the State Highway Department of the tate of Texas and the Bureau of Public Roads of the Department of A riculture of the United States of America that it will not, in the future, permit encroachment on the right-of-way of said above mentioned streets; nor will it pass an ordinance or laws fixing a speed limit on the above mentioned streets of under twenty-five miles per hour; nor will it allot; the erection of signs, semaphores, and signals that will give preference to local routes which intersect with said above menticned streets nor that will slow up, hinder, or de]W traffic on said above mentioned streets.
