FILED ON THE 22nd DAY OF OCTOBER, 1936, FOR THE ADDI*
TION OF NEW STREETS AND CHANGES OF ROUTES AND SCI=T)LES
AS PROVIDED FOR UNDER FRANCHISE GRANTED BY THE CITY OF
LUBBOCK UNDER ORDINANCE NO. 354, py1;D UNDER POeVERS
VESTED IN THE CITY UNDER ORDINATCE NO. 313.

LUEBOCK, TEXAS:
Now comes R. E. L. Farmer and Ray Farmer, partners
doing business under the firm name of Lubbock Bus Company, assignees
and owners of the original franchise heretofore granted to W. A.
Izard by city Ordinance Ivo. 354, and under the powers vested in
the city under Ordinance No. 313, said applicants being the
legal owners of such original franchise above referred to, and
make this their application for the addition of certain new
streets to said franchise rights and a change of their present
routes and schedules as provided for in said franchise ordinance
in caring for the necessary needs of the traveling public, and
for cause of such application they would respectfully show to
your Honorable Cony: -:fission:
1.
That a necessity now exists for the proposed bus
service applied for herein, in order to meet the needs of the
citizens of the city of Lubbock and in order to serve the parts
of the city now unserved.

That there is now a large portion of the city of
Lubbock that is without bus service, as shown by the routes out-
lined in the proposed resolution and plat attached hereto and
made a part hereof and here referred to.
That because of the increase in population in the city
of Lubbock and the increase in the student body of Texas Tech-
nological College and a great increase in the volume of general
business in the city of Lubbock, a public necessity* exists for
the extension of adequate bus line service as applied for
heroin.
IV.
That your applicants herein have faithfully operated
a city bus service within the city of Lubbock for the past two
years, in a first class, safe, adequate and efficient manner,
meeting the needs of the public during said time as provided for
under Fr--_nchise Ordinance Zo. 354, which franchise is owned and
has been operated by your applicants.
V.
That your applicants have complied with the teres and
conditions of said franchise and the regulations provided by
law for the operation of street busses within the city of
Lubbock during this period of two years; that such applicants
are now carrying and have carried public liability insurance
made in favor of any person who mi"ht or ma.y suffer damages
through negligent operation of said bus service, as required by
the ordinance and by the city of Lubbock, and that all taxes,
including their franchise tax, have been paid, and that during
said time your applicants have expended the returns from such
operations in giving a more adequate service to the public.

amour applicants show that by reason of the facts set out above,
they are in a position to give a better service to the public
and a more extended service to the general public than heretofore,
and if this extension is granted, your applicants will give a
more adequate and a more extended service by reason of the
public necessity now existing.
VII.
Your applicants show that under the existing franchise
right, they are unable to adequately serve other portions of
the city of Lubbock without the permission of the city by resolu-
tion of the City Commission permitting them to extend their
lines and giving them the right of operation under such extension,
by the addition of certain new streets to said franchise, as pro-
vided under Ordinance No. 354.

Your applicants show that with the granting of such
rights and privileges of extension and the permitting of these
applicants to add new streets to such bus line service now in
existence, in order to better serve the public and to meet the
general public's demands for such service, it will be necessary
to change the present boutes and schedules as shown by the
routes outlined in the proposed schedules and plats attached
hereto marked as exhibits and here referred to and made a part
hereof.
Your applicants further show that if such extension
as applied for herein is granted by the City Commission of the
city of Lubbock, such applicants arefinancially able to procure
and will procure additional equipment and facilities to operate
said extended service in a first class, safe, adequate and
efficient manner, as the public necessity arises, and such
extension so permitted by the City will enable these applicants
to give a better and more adequate service on the lines now
permitted to be operated.
WHEREFORE, applicants pray the Cormnission that it
pass a resolution providing for the addition of streets and
changes of schedules and routes as set out in the order attached
hereto and here referred to; or, in the alternative, that such
permission be granted as the Commission may, after a hearing,
deem best and proper in meeting the public needs of the citizens
of the city of Lubbock.
