Naturally, 18th atreet at eve R is some 6 or 8 inches hither than 17th St on the saimAvenua but the amity has changed it all. I signed up f c7r the 18th 8t paving, but I w11 not fbr paving R. n city has a right to "establish drains and grades" but that right does not extend to surface water taking other than its natural course.
