paved, and now that 18th is paved, and tl� level is some.
eight inches lower that the 17th at intersection, the
water Which sometime: stands on R between 17th an 18th
is "made" water, and runs from 17th down this
unit into 18th street; as a matter of f act I am injured
in a way by the grade of 18th being out too much. I get
the idea t Yat 18th was made "low" as a drainage
proposition, but I do not want t --.e street adjacent to
my property be made into a storm sewer, then I have to
pay fcr paving to o t rid of the storm sewer business;
it is s iriply making me pay fcr the drain -age, which was
created by the City. Naturally, 18th atreet at eve R is
some 6 or 8 inches hither than 17th St on the saimAvenua
but the amity has changed it all.
I signed up f c7r the 18th 8t paving, but I w11
not fbr paving R.

city has a right to "establish drains and grades"
but that right does not extend to surface water taking other
than its natural course.
I cannot be presentat the hearing next week.
good deal of the trouble comes A-om what appe ars,
to be adesign in paving 17th that at R the water run south
as the intersection is raised, and the natural drain changed.
