', HERE_AS, the _.dri,inistrator of Civil aeronautics of the united States Department of Commerce (herein called the "Administrator") considers the public airport facilities available in and near the City of Lubbock inadequate for national defense, and is therefore contemplat- ing expenditure of 1 ederal funds, under Public Lader No. 812, 76th Cono-ress, to remedy this condition; and 'iERE,�S, the development of additional public airport facilities in or near the City of Lubbock would be in the public interest and to the advantage of the City of Lubbock, Texas. ivTO"', THEREFORE, BE IT RESOLVED BY THE City Commission of t_`ze City of Lubbock, Texas: Section 1. That the City %manager be and he is hereb, autorized to write to the .Administrator, on behalf of the City of Lubbock, advising that the City of Lubbock is greatly interested in the possi- bility of obtaining Federal aid in financing the development of public airport facilities in or near the City of Lubbock, and in this connection, is prepared to furnish all engineering surveys of air- ports and proposed airport sites in or near the City of Lubbock,Texas, that the administrator may wish to make, and will be willing, if an offer of aid in financing the development of public airport facili- ties in or near the City of Lubbock is made, to enter into an agree- _nent with the Cnited States, through the administrator, u:�d^rtaking, among such other things as may be agreed upon: (1) that all `.title to property and other property interests necessary to prosecution of the project will be acquired by the City of Lubbock; (2) that the City of Lubbock will cooperate with the Government in the prosecution of the project; (3) that the aerial approaches of the airport will be protected against obstruction to the fullest extent possible; (4) ti7at the airport will be operated as an airport during the useful life of the facilities thereof established or improved with Federal aid; (5) that the airport and all its facilities l,iill be maintained in reasonably good condition and kept in .good repair; and (6) tilat the airoort will be operated and managed for the use and..benefit..of the public, on reasonable ter, -_s and without unjust discrimination. Section 2. That the City :Lttorney and the City 'L.anager be and they are directed to make such studies as may be necessary to deter- mine what obligations the City of Lubbock could assume, practically, financially, and legally, in entering into an agreement such as twat referred to in Section 1 hereof, and report thereon to this City Commission as soon as possible. section 3. D. 1940, at 7 akx P. Tui., at the City hall in the City of Lubbock, Texas, the City of Lubbock will receive competitive bids on proposal to deliver F. 0. B. Cars, Lubbock, Texas, the following type engine and equipment: 1 - Diesel engine generating unit minimum H. P. Z'IP Kaximum H. P. 06,040 with direct connected generator of suitable size therefor, with necessary auxiliaries, (or) 1 - vertical natural gas engine minimum. H. P. Maximum H. P. 736e6 J. with direct connected generator of suitable size therefor, with necessary auxiliaries. Bids shall be accompanied by certified check of the bidder in the amount of five per cent, of the bid price, unconditionally payable to the Mayor of the City of Lubbock, Texas, to guarantee execution of contract, if same should be awarded to the bidder. The purchase price of said engine and equipment to be paid in cash. Said contract shall be let to the lowest responsible bidder on the respective type of construction selected but the City of Lubbock reserves the right to reject any and all bids.
