Gentlemen: In accordance with the proceedings of your Honorable Body, I hand you herewith estimate showing cost of improvements on portions of 17th Street and sundry other streets and alleys, and avenues, desig- nated in the proceedings as Units Nos. 312 313 314 315, 3i6, 317, 318, 324, 325, 326, 327, 32 .9 329, 30, 3 1, such 333, 334, 337, 338, 339, 34o, 341, 342, 3�7, 3 estimates are attached hereto and show all matters and things required to be shown by the Law and Charter with amendments in force in City and by the proceedings of your Honorable Body. Units, 312, 313, 314, 315, 316, 317, 318, 324, 325, 326, 327, 328, 329, 330, 331, 332, 333, 334, 337, 338, 339, 340, 341, 342, 347, 348• RESOLUTION .ADOPTING AND APPROVING ENGINEER'S ROLLS OR STATEIENTS FOR PORTIONS OF 17th STREET AND SUNDRY OTHER STREETS AND ALLEYS AND AVENUES, FIXING TIME AND PLACE OF HE:LRING,AND DIRECTING THE CITY SECRETARY TO GIVE NOTICE. 7HERE-LS, the City of Lubbock has heretofore ordered that the hereinbelow mentioned portions of streets and alleys and avenues be improved by raising, grading and filling and paving, and by installing concrete curbs and gutters on Units Nos. 312, 313,3 14, 3'S, 3i6, 317, 318, 324, 325, 326, 327, 328, 32g, 330, 331, 332, 333, 334, 337, 338, 339, 34o, 341, 342, 347, 34 and otherwise; and, WHEREAS, arrangements for the making and construction of said improvements has been made and entered into by the City of Lubbock, as Contractor, and the City Engineer has made and prepared and filed with the City his rolls or statements showing the amounts to be assessed against parcels of abutting property and the owners thereof, and showing other matters and things, and said statements have been examined and corrections made where necessary; THEREFORE, BE IT RESOLVED BY THE CITY OF LUBBOCK, TEXAS; THAT, I. Said rolls or statements be and the same are hereby adopted and approved. II. That a hearing be given and held by and before the City Commission of Lubbock to the owners of property abutting upon said streets and alleys to be improved, and to all others in any wise interested or affected, concerning said improvements, the amounts of the pro- posed assessments against abutting property and the owners thereof, concerning the apportionment of the cost of said improvements and the descriptions of property, names of owners, regularity of pro- ceedings, and concerning all other matters and things in connection with which anyone is entitled to be 'heard under the Law and Charter with amendments in force in said City, and the proceedings of the City with reference to said improvements. The portions of streets and alleys so to be improved and in connec- tion with such rolls or statements are adopted being set forth in the form of notice herein below prescribed. III. Said hearing shall be held in the regular Commission meeting room of the City Hall in the City of Lubbock, Texas, on the 11th day of April , 19�.0, at 1:30 P. M and may be continued from time to time until the purposes thereof are in the opinion of the Commission fully accomplished and such hearing shall in all respects be conducted in accordance with said charter and amend- ments, law and proceedings. IV. The City Secretary is directed to give notice of the time, place and purpose of such hearing by causing notice in substantially the form hereinbelow prescribed to be published at least three times 032940E Prior to the date of said hearing in a newspaper published in and of general circulation in the City of Lubbock, Texas, the first of which publications shall be at least ten days before the date for such hearing, and th4 form of which notice shall be substantially as follows: NOTICE TO THE OWNERS OF PROPERTY ABUTTING UPON THE HEREINBELOW MENTIONED PORTIONS OF STREETS, AVENUES AND ALLEYS, AND TO ALL OTHERS .AFFECTED: The Governing Body of the City of Lubbock has heretofore ordered that the following portions of streets, avenues and alleys in said City of Lubbock, Texas, be improved by raising grading and filling and paving and by installing concrete curbs and gutters on Units Nos. 312, 313, 314, 315, 316 317, 318 324, 325, 326, 327, 328, 329, 330, 331, 332, 333, 33�+, 337, 33A, 339, 340, 341, 342, 347, 348 and otherwise, to -wit: Avenue R from its intersection with the South Property Line of 5th Street to its intersection with the :North Property Line of 6th Street, known and designated as Unit or District No.. 312. 27th Street from its intersection with the Test Property Line of Avenue X to its intersection with the East Property Line of College Avenue, known and designated as Unit or District No. 313. 24th Street from its intersection with the 'nest Property Line of Jefferson Avenue to its intersection with the East Property Line of Monroe Avenue, known and designated as Unit or District No. 314. 22nd Street from its intersection with the East Property Line of Monroe Avenue to its intersection with the East Property Line of Van Buren Avenue, mown and designated as Unit or District No. 315. Jackson Avenue from its intersection with the South Property Line of 21st Street to its intersection with the North Property Line of 22nd Street, known and designated as Unit or District No. 318. and arrangement for the making and construction of such improve- ments with pavement of quadruple course asphalt surface treatment (Inverted Penetration Type) on a Six (6) inch compacted caliche base has been made and entered into by the City of Lubbock, Texas, and rolls or statements showing the proposed amounts to be assessed against abutting property and the owners thereof have been filed with the City, such rolls or statements showing other matters and things, and have been approved, and the City Commission of said City has fixed a time and place for hearing to the owners of pro- perty abutting upon said portions of streets, avenues and alleys, and to all others affected, at which hearing the amounts to be assessed against the respective parcels of abutting property and the owners thereof for improvements in the units upon which the C>3zq4o Lo Particular parcels of property abut, the amounts of benefits to the respective parcels of property by means of the improvements in the unit upon which the,particular property abuts, the regular- ity of the proceedings with referenme to such improvements, the apportionment of the cost of such improvements, and other matters and things will be determined, and after such hearing assessments will by ordinance be made and levied, and such hearing will be had and held by and before the City Commission of the City of Lubbock, Texas, in the regular Commission meeting room in the City Hall, in the City of Lubbock, Texas, on the day of , at o'clock. The rolls or statements showing the proposed amounts of such assessments are on file in the office of the City Secretary and copies thereof are in the office of the City Engineer of the City of Lubbock and open to inspection of any interested parties at any time, and of all said matters and things all such owners of property, as well as any and others in any wise affected or interested, will take due notice. No notice other than that hereinabove provided for shall be necessary, but publication of such notice shall be due and suffi- cient notice to any and all persons, firms, corporations and other parties.
