, EREAS, a number of years ago the people of the State of
Texas approved a Home Rule Amendment to the State Constitution
which provides that cities and towns of over 5,000 people could
adopt their own Charter and govern themselves according to their
own needs , and
WMUIREAS, The State Legislature has, on occasions, assumed
the responsibility and authority for passing legislation which
would partially nullify various local City Charters by putting
on the Statute Books certain laws that take away certain phases
of the City's right of local self-government.

, THEREFORE, BE IT RESOL-rED BY TLE CITY COIi11123SION OF
CITY OF LUBBOCK, ^I.S:
A. The people of Lubbock, acting thru their duly elected
City Officials, feel quite capable of exercising the rights of
local government given to them by the State Constitution, and
B. That the State Legislature should not pass any law that
deprives a City of any of the rights of local government guaranteed
to it by the Constitution of the State of Texas.
C. That copies of this Resolution be sent to Senator
Sterling J. Parrish and representative Preston E. Smith and to
the League of Texas 1funicipalities.
