RESOLUTION -- CITY OF LUBBOCK
WHEREAS, there are being irrigated by pumping approximately a million
acres of land in the PEnhandle and South Plains area of Texas, end in addi-
tion such ground waters are supplying the municipal and domestic requirements
of the City of Lubbock as well as other cities and towns in -the area, and;
WHEREAS, such demands upon that ground water table hold a potential threat
of inadequacy to support the now existing economy of the area, under present
urban and rural populations, sad a serious threat to both the urban and agri-
cultural economy of that area under trends of population increase projected a
reasonable period of time into the future; and;
WHEREAS, the Bureau of Reclamation to the end of alleviating the serious
situation confronting that area has made engineering and economic studies and
investigations to provide a surface water supply through storage in the South
Canadian River, to attain multiple uses and benefits among which is the primary
one of supplementing the ground water supply now being drawn upon exclusively
to meet the irrigation and domestic needs of the urban an d rural population of
such Panhandle and South Plains area, and;
WHEREAS, such investigations and studies by the Bureau of Reclamation
have been submitted in its report to the Secretary of the Interior recommen-
ding works -for the conservation, diversion and distribution of surface waters
of the South Canadian River, to supply this City and other cities of the Pan-
handle area with a surface water supply for domestic and municipal uses and
purposes, and for the irrigation of lands within that area in preservation of
the existing ground water supply, and for multiple additional benefits which
will accrue, by the construction, operation and maintenance of the proposed
project, and;
WHEREAS! the benefits of such project will accrue to the nation, to the
locality and particularly to the City of Lubbock providing it with a greatly
needed surface municipal water supply to supplement its existing inadequate
pumping supply; and to conserve ground water for irrigation pumping in the
vicinity of Lubbock and thus preserve the economy of the area tributary to
this City, and upon which it depends.
NOVI THEREFORE BE IT RESOLVED: That the City recommends and urges the
construction, operation and maintenance of said CanadianRiverProject, as
submitted in the report of the Bureau of Rec2imation, and
BE IT FURTHER RESOLVED That it is the will and intent of this City to
organize itself ad its adjacent territory, into a body politic under the laws
of the State of Texas with powers adequate to obligate itself to pay its
proportion of the reimbursable costs of construction, operation and main—
tenance of such project, and to urge such corporate entity to aggressively
negotiate an appropriate contract with the United States to that end, in pur-
suance of the Federal Reclamation Laws; and,
BE IT FURTHER RESOLVED: That copies of this resolution be supplied to
Aa Secretary of the Interior and to the members of the Texas Congressional
