the following Resolution, as adopted by the LUhbock
Civil Service Commission in their meeting held October 5,
1951l be hereby in all things adopted by the City Commission
of the City of Lubbock, Texas, and made a part of the Lubbock
Civil Service rules and regulations,

WHEREAS as a result of the comparatively short period of operation
under Civil Service by the Fire and Police Departments of'the City of Lubbock,
and also due to the somewhat abnormal growth of and demands upon the depart-
ments during the same period, the Commission feels that certain modifications
are desirable with regard to the rules governing eligibility for promotional
examinations in the departments, and
WHEREAS, it is the considered opinion of this body that the modification
of said rules as hereinafter proposed will facilitate the work of this Com-
mission and promote the interests and efficiency of the departments with
regard to such promotional examinations,
NOW, THEREFORE, BE IT RESOLVED AND RECOM ENDED by the Civil Service
Commission of the_City of Lubbock that Section 96A of Rule %V, Firemen's
and Policemen's Civil Service Rules for the City of Lubbock, be deleted

and repealed, and the following text be substituted therefor*.
Section 96A - Eligibility for Promotion:
1. Promotional examinations in the Fire Department shall be open
to all employees who have held a position for two (2) years or
more in the classification immediately below in salary of the
classification for which the examination is to be held; except
where there is not a sufficient number of employees in such next
lower classification with two (2) years of service in same to
provide an adequate number of persons to take the examination in
question, then the Commission may, at its option and discretion,
(1) waive the 2 -year minimum service requirement with regard to

to the next lower classification and extend eligibilityNo eApoyee�
currently holding positions in such classification, or (2) extend

eligibility to employees in the second lower classification in
salary to that for which the examination in question is to be held,
or (3) permit and authorize the provisions of both items (1) and
(2) of this paragraph.
2(a). Promotional examinations for all classifications in the Police
Department up to and including those of Sergeant.in the Uniform Di-
vision and Detective in the Detective Division shall be open to all
classified employees who hate had not less than two (2) years' service
in the department.
(b) Promotional examinations for all classifications in the
Police Department above those of Sergeant in the Uniform Division
and Detective in the Detective Division, and except as provided in
item (c) of this sub -section, shall be open only to employees who
have had not less than two (2) years' service in the classification
and division immediately below in salary of the classification and
division for which the examination is to be held; except where there
is not a sufficient number of employees in such next lower classifi-
cation and division to provide an adequate number of persons to take
the examination in question, then the Commission may, at its option
and discretion, (1) waive the 2 -year minimum service requirement with
regard to the next lower clawsification and division and extend eligi-
bility to employees currently holding positions in such classification
and division, or (2) extend eligibility to employees in the second
lower classification in salary and division for Which the examination
in question is to be held, or (3) permit and authorize the provision,5
of both items (1) and (2) of this paragraph.

(c) Eligibility for promotional examinations in the Police
Department for classifications involving duties and/or supervi—
sion in more than one division of the department, shall be dem
termined by the Commission and stipulated in the required notice
of such examinations.
And that an official copy of this resolution be transmitted, through
the City Manager to the City Commission of the City of Lubbock, with the
recommendation that same be duly and properly ratified.
