KoCarty, I r with the' Texaco Highway Department at Lubbock, dated May 2) 1952, advising that the Highway Commission .has agreed to build the underpass structures on Texas Teich Campus provided the City or .other agencies will build the railroad structureand of the roadway iteans in accordance with the State Highway Comisasion Minute No. 320081, reading as follons lo -AW a,. LUBBOCK COUXTY District ,Na.' 5 WHOM, in LMOM COUNTY, on LOOP ,NIGEWAY V. S. 62, through the property of the Texas Technological College at Lubbock, the local authorities desire a grade separation of the proposed highway and a road to serve the property of the College t and '4V%MASt the City of Lubbock has requested the Department to participate in thea cost of the proposed grade separation# and VIUMASO the proposed grade separation, along with the control of access to the highway through the 'texas Technological property, will contribute to the safety of .highway traffic as well as to the traffic on the campus Nadi WCW THEREF'CREt IVIS HER= CRDERED that the State Highmy Engineer tender to the proper officials of the City of Lubbock the following proposal= Provided that the City of Lubbock wills 1. With or without the assistance of other agencies construct the railroawd underpass structure, the campusroadway under the high- way and railroad structureaat and any other items necessary for a complete faQciilityi 2. Under the provisions of House Bill 451, 52nd legislature, the City by official action villi designate the section of the high- way from 19th Sheet to College Avenue as a freeway; 3. Maintain that portion of the work which is its construction responsibility. The State Highway Department grills 1. Construct the highway grade separation structure, at an estimated coast of $36,00ool 2. Aesigmte the section of the highway from 19th Street to College Avenue as as freeway; 3 • Construct a fence along the highway r3i ght-of-»way lisle on the east side of the highway for control of access. 0724S2.1) 4. Provide for access to than highway at or near the stadium parking area on condition that any necessary additioml right -of -may, for such access will be furnished tree of cast to the Department. + , Maintain that portion of they work which is its construction responsibility.
