RESOLUTION APPROVING AND ADOPTING CITY OF LUBBOCK STAEMLO SPECI--
FICATIONS FOR THE HISCELLANMUS CONSTRUCTION OF STREET CURBS AND GUTTERS.
WHEREAS, in connection with sidewalk., driveway, and building
construction, reconstruction, or repair, the street curb and gutter is often
repaired reconstructed or constructed by various firms corporations, and
fed
individuals and said street curb and gutter work is not covered by a
standard city paving contract with its approved plans and specifications, and
such miscellaneous street curb and gutter construction,, reconstruction, or
repair is desirable and often a requirement of the City Building Inspector,
and such miscellaneous street curb and gutter work should be governed by a
standard -set of specifications, THEREFORE.1
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:

CITY OF LUBBOCK
STANDARD SPECIFICATIONS
FOR THE CONSTRUCTION
OF STREET CURB AND GUTTER AND STREET GUTTER
DESCRIPTION
Street curb and gutter find/otlatreet gutter shall consist of 30" portland cement
concrete curb and gutter or separate gutter as shown on plans or as directed by
the Engineer. Separate gutter will be placed only across alleys and driveways.
Gutters across alleys or 'driveways shall be equal in length to the width of the
alley or driveway plus the radii of the return curbs. Street Curb and Gutter will
be continued around alley returns to property line as indicated on plans.
FORD
Forms may be of wood or metal, of a section satisfactory to the Engineer,
straight, free of warp, and of a depth equal to the depth of the concrete section
formed. Forms shall be constructed accurately to the line and grade as established
in the field, shall be adequately braced so that they will not move during the
placing of the concrete, and shall remain in place at least twelve (12) hours after
placing o8n6bete. Forms shall be oiled with a light oil before each use and forms
which are to be re—used shall be cleaned immediately after use and maintained in
good condition. The forms shall be such that the face of the curb can be formed
by use of a face form held in place by steel templates. Forms used for curb radii
of the face form on curb radii be allowed. In no case will a concrete pour be
started without the Engineer's approval of the forms as placed.
CONCRETE MATERIALS
a. Cement
Portland Cement for the curbs and gutters shall conform to the Standard
Specification for Portland Cement, A.S.T.M. Designation C-150, Type I. High Early
Strength cement may be used upon specific approval by the Engineer and shall conform
to the provisions of A.S.T.M. Designation C-150, Type III. Plant tests and
certificates of conformity shall be furnished with each carload of cement.
Cement from different mills, though tested and approved, shall not be mixed.
Cement shall be stored and handled in a manner which will protect it from dampness
and any cement which has become partially set or which contains hard lumps or cakes
shall not be used. Cement salvaged from discarded or used bags shall not be used.
b. Fine Aggregate
Fine aggregate shall be a natural nand or mixture of such sands and shall
consist of clean, hard, durable, uncoated grains, free from lumps. Deleterious
substances shall not exceed the following percentages by weight:

The aggregate shall be free from a harmful amount of salt or alkali,
and when subjected to the color test for organic impurities shall not have a
color darker than Fig. No.2 (Test in accordance with A.S.T.M. Designation C-1+0).
Fine aggregate shall be well graded from fine to coarse and shall meet
the following requirements:
Retained on 3/8 — inch screen . . . . . . . . . . 0%
Retained on 1/4 — inch screen . . . . . . . . . . O to 5%
Retained on 20 mash sieve . 15 to 50%
Retained on 100 mesh sieve . 85 to 100%
c. Coarse Aasrecate
Coarse aggregate shall consist of crushed stone, gravel or crushed gravel,
or any combination of them, and shall be composed of hard, tough and durable
particles free from adherent coating. It shall contain no salt, alkali, vegetable
matter nor soft, friable, thin or elongated particles and the substances listed
below shall not be present in excess of the amounts indicated:

(* 1 if consisting essentially of crusher dust).
The total deleterious substances shall not exceed 5% by weight.
Grading of coarse aggregate shall conform to the following requirements:
Maximum size — 2 inch
Retained on 1* inch screen . .0 to 5%
Retained on 3/4 inch screen .. . .25 to 60%
Retained on 1/4 inch screen .95 to 100%
d. Water
Water for this project will be furnished from a metered source of City
Water.
e. Expansion Joint Material
Bituminous premolded expansion joint material shall conform to Item No.
402.2 (b) of the Texas State Highway Department Specifications adopted by the
State Highway Department of Texas, January 13, 1938.

PROPORTIONING
The exact amounts of all materials entering into the concrete 'shall be determined
in the field in order to produce the desired durability, density, uniformity,
workability and the specified strength. One bag of cement will be:considered as
ninety-four (94) pounds and one gallon of water as eight and thirty-three
one -hundredths ($.33) pounds. Water contained in aggregates shall be taken into
account in determining the amount of water to add to the mixture. The percentage
of fine to total aggregate shall be between 33% and 45%: ,
Concrete for Curb and Gutter and Gutter shall conform to the following:

Cement mortar used for top in g curb and gutter or gutters shall be composed
of one (1) part cunt to two (2 parts of approved sand. The materials shall be
measured by methods approved by the Engineer.
PLACING, MAKING JOINTS AND FINISHING
Before any concrete is placed, the subgrade shall have been shaped to the line,
grade and cross-section desired, and if necessary hand tamped and sprinkled for
proper compaction. If dry, the subgrade shall be thoroughly moistened (not
made muddy. Concrete shall be deposited in place in such a manner as to require
the minimum of rehandling and so as to obtain a uniformly dense section, free of
honeycomb and conforming to the grade, thicknesses and shapes shown on the plans.
If topping is to be used, the concrete basafcourse shall be°formed to the true
section as shown on the plans for the various sections allowing for the correct
mortar topping to finish to the final section. If no topping is used, the con-
crete shall be formed slightly above the true section in order to allow for
shrinkage from working and finishing operations.
The cement mortar topping, if used, shall be applied as soon as the concrete
base course has been finished or as soon as the concrete has set sufficiently
to allow removal of the curb face form. The operation of placing the base course
and the topping shall be carried on in such a manner so that in -no case shall
a period of more than one (1) hour elapse between the placing -of the base course
and the application of the topping. After placing the topping on the base course
in the proper thickness, it shall be shaped with floats and trowels to the
approximate section to insure a bond between the two courses. The section shall
then be shaped by the use of a metal screed shaped to the true cross-section.
At the option of the Contractor, this mortar topping may be omitted and a
homogenous type of curb and gutter be. placed. Sufficient concrete shall be
placed to allow for shrinkage and extra material for finishing, and the concrete
shall be floated and troweled to the approximate section, and after the concrete
receives a partial set the face forms shall be removed. The section shall then
be shaped to the true cross-section by the use of a metal -screed which is shaped
to the true cross-section.
Curb and gutter shall be constructed with an expansion Joint at the
tangent point of each return at intersections and at intervals of not more
than fifty (50) feet between the intersections. Expansion joints shall
be of the material hereinbefore xcified. Construction Joints formed by
removable metal plates (templateaccurately shaped to the true cross-
section of the curb and gutter shall be located at the mid-point of each
section between expansion Joints or as directed by the Engineer. Contraction
Joints shall be placed at ton-foot intervals. All Joints shall be perpen-
dicular to the surface of the concrete and to the axis of the section.
Curb and gutter shall be finished uniformly by floating with a wood float
and by trowelling to an accurate cross-section. The final finish will be
accomplished with a brush, the last stroke being one from the bask of curb to
the lip of gutter. Both sides of all joints, the lip of gutter, and the back
edge of the curb shall be finished with an approved edging tool before the
final brushing. Curves at the top and bottom of the curb section shall be
accurately shaped and finished and the finished curb and gutter shall present
a uniform appearance without "wavesu in the face of the curb or "pockets"
in the gutter.
PROTECTING AND CURING
All concrete work shall be covered with burlap or other suitable material
as soon as it has set sufficiently to prevent marking and kept wet continuously
for at least four (4) days. Care shall be taken to prevent mechanical injury
during this period and until the work is accepted. Any work damaged prior to
acceptance shall be repaired by the Contractor at his own expense and to the
satisfaction of the Engineer.
In lieu of the above method of curing, the curb and gutter may be cured
by applying a liquid membrane coating to all exposed surfaces, provided such
material and method is first approved by the Engineer.
Immediately after the removal of forms, the curb and gutter shall be
backfilled with top soil and a roll of excavated material placed against the
inside face of the gutter.
Concrete shall be protected against low temperatures of not less than 50
degrees F. for five (5) days after placement. If aggregate and water are heated,
they shall not be heated above 175 degrees F. Concrete shall not be placed
when the ambient temperature is less than 40 degrees F and falling or 35 degrees
F and rising. It shall be the responsibility of the Contractor to anticipate
as nearly as possible changes tt weather conditions which would affect the
placement and protection of the concrete, and to be prepared to protect freshly
placed concrete when sudden changes in the weather make such protection necessary
