RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LUBBOCK
APPROVING THE URBAN RENEWAL PLAN FOR THE CORONADO URBAN
.r- RENEWAL PROJECT AREA.
WHEREAS, the Urban Renewal Agency of the City of Lubbock (herein called
"Local Public Agency") has undertaken and proposes to carry out an Urban Re-
newal Project identified as "Coronado Urban Renewal Project" (herein called the
"Project"), situated in the City of Lubbock.. Lubbock County, Texas, and describe
as follows,, to -wit:
BEGINNING at a point at the intersection of the Panhandle and Santa Fe Rail-
road Southwest right-of-way and/or the Northeast right-of-way line of
Southeast Drive with the Northeast right -of -.way line cf the, Fort Worth
gnd.P Denver City Railroad.-
THENCE
ailroad;
THENCE North 710 31t West a distance of 2102. 1 feet along said Fort
Worth and Denver City Railroad right-of-way line to a point at the inter-
section of said line with the West line of Juniper Avenue;
THENCE North a distance of 877 feet along the West line of Juniper Ave-
nue to a point at the intersection of said West line with the North line of
East -28th Street;
THENCE East a distance of 78 feet along the North line of East 28th
Street to a point at the intersection of said North line with a 100 29" 01"
curve to the left,, said 'curve being a continuation of the proposed South-
east right-of-way line of a proposed overpass street, said curve having its
point of curvature 239. 1 feet West of and 55 feet South of the said inter-
section of the curve and :the ;North line of East 28th Street, .said curve having
an internal angle of 390 39t, and tangent length of 197. 3 feet, and a radius of
547. 3 feet;
THENCE along said 100 29t 01" curve to the left an arc distance of 131. 3 feet
to a point of tangency for said curve, said point of tangency being in the
proposed Southeast line of proposed overpass street;
-THENCE North 500 21t East a distance of 360 feet to a point at the inter-
section of the saidproposed Southeast line of the proposed overpass street
with the Southwest right -of -,way line of Panhandle and Santa Fe Railroad
and/or the Northeast line of Southeast Drive;
THENCE South 390 39t East a distance of 2, 395. 2 feet along the NGrtheast
line of Southeast Drive and/or the Southwest right-of-way line of Panhandle
and Santa Fe Railroad to the POINT OF BEGINNING, said area containing
34.8 Acres more or less.
WHEREAS, the Local Public Agency is now receiving financial assistance
and proposes to receive additional financial assistance under, Title I of the
Federal Housing Act of 1949, as amended,, for undertaking and carrying out the
said Urban Renewal Project; and,

WHEREAS, the Local Public Agency has made or caused to be made detailed'
studies of the location,, physical conditions of structures,, land use, conditions
of slum and blight existing within such Project Area and has determined that the
area is, a. slum area as defined in the Urban Renewal Law of the State of Texas and
that said area constitutes a serious and growing menaces injurious and inimical
to the public health, safety,, morals and welfare of the residents of this community,
and the State; and,
WHEREASI Resolution NO. 27 of the. Local Public Agency dated.May 7, 1958
made certain findings and determinations concerning the slum and blight conditions
in the Project Area, which Resolution is incorporated herein by reference; and,
WHEREAS, there has been prepared and submitted to the City Commission of
the City of Lubbock (herein called "The Governing Body") by the Local Public
Agency for review and approval an Urban Renewal Plan for the Project Area
dated March 24, 1958, and entitled the "Urban Renewal Plan for the Coronado
Urban Renewal Project Areal's, which Urban Renewal Plan is,incorporated herein
by reference; ands
WHEREAS.,; the Planning and Zoning Commission of the City of Lubbocky which
the duly designated and official planning body.for the City of Lubbock, has approve,
said Urban Renewal Plan and found that said Urban renewal Plan conforms to the
General Plan for the. City of Lubbock as a whole and has recommended approval
and adoption of said Urban Renewal Plan by the City Commission; and,
WHEREAS,_ the Governing Body on May 8, 1958 held a public hearing on the
Urban Renewal plan, after notice duly given., all in accordance with the Urban
Renewal Law of the ;State of Texas; and,
WHEREAS, it is necessary and desirable that the Governing Body now take
appropriate official action respecting the said Urban Renewal Pian for said
Projects in conformance with the Urban Renewal Law; . ands
WHEREAS, the Governing Body having considered all the evidences, testimony,,.
and documents presented at the said public hearing and being fully advised in
the premises; and,
WHEREAS, said Urban Renewal Plan for the Project area prescribes certain
land uses for the Project area and will require among other things, :(changes in
zoning, the vacation -and removal of streets, alleys 'and other public waysp,
the e'stabli shment of new street patterns, the location and relocation of sewer and
water mains and other public facilities, and other public action); and,
WHER.EASp the Local Public Agency has prepared a plan for the relocation of
families that may be displaced as a -result of carrying out the Project in accorda
with said Urban Renewal Plan and has submitted to the Governing Body a Relo-
cation Plan for the Project; and,
WHEREAS, there has also been presented to the Governing Body information
and data respecting the Relocation Plan which has been prepared by the Local
Public Agency as a result of studiesr surveys,; and inspections in the Project
area and the assembling and analysis of the date and information obtained
from such studies, surveys, and inspections; ando
WHEREAS, the members of this Governing Body have general knowledge of the
conditions prevailing in the Project area and of the availability of proper ,housing
in the locality for the relocation of families that may be displaced from the Project
area and:, in the light of such knowledge of local housing conditions, have carefully
considered and reviewed such Relocation Plan; and,
WHEREAS,, it is necessary that the Governing Body take appropriate official
action respecting the Relocation Plan and said Urban Renewal Plan for the Project,.;,
in conformity with the contract or contracts for financial assistance between the
Local Public Agency and the United States of America acting by the Housing and
Home Finance Administrator;
NOWs; THEREFORE,, BE IT RESOLVED BY THE CITY CONl11aSSION OF THE
CITY OF LUBBOCK, AS FOLLOWS:
1. THAT the Said Urban Renewal Plan for the Project Area having been duly
reviewed and considered is hereby approved and adopted in all respects.
2. THAT it is hereby found and determined that the Project Area is a "slum
area" as defined in the Urban Renewal Law in that it is an area in which there is a
predominance of residential buildings or improvements which are in a state of
dilapidation,; deterioration., or obsolescence due to their age, or for other
reasons and in which inadequate provisions have been made for open spaces and
which is thus conducive to high population densities and overcrowding of population
and in which conditions exist' due to any of the hereinabove named causes, or any
combination thereof,, which endanger life or property by fire or by other causes?, o
which is conducive to the ill -health of the inhabitants of the area: or to the transmi
of di seasex; and to the incidence of abnormally high rates of infant mortality
or which is conducive to abnormally high rates of crime and juvenile delinquencyx,
and is thus an area which. ie�.ietrimental to the public health,, safety,, morals or wel
fare of the city. That the Project Area contains other blighting characteristics
such as physical deterioration, inadequate street system and insanitary conditions
which constitute a social and economic liability menacing the public health
and safety of the community.
3. THAT it is hereby found and determined that the entire Project Area is a
"Slum clearance and redevelopment section" as defined in the Urban Renewal
Law in that the rehabilitation of such area without clearance would be impractical,
infeasible and ineffective„ as at least fifty per cent (50%) of the structures in
such area are dilapidated beyond the point of feasible rehabilitation, or are other-
wise unfit for rehabilitation, and that there exist other. blighting characteristics,.,
such as overcrowding of structures on the land, mixed uses of, structuresi,, narrow'
crooked, inconvenient, congested,unsafe or otherwise deficient streets, or
deficiencies in 'pubiic utilities or recreational and community facilities.

4. THAT it is hereby found and determined that the seven (7) standard
residential structures in the project Area, being located. upon Lots 10 and 150,,
.-. Block 73 Lots 1 and 16p Block 74,, Lot 6, Block 75; Lotsil and 6., Block 78., Whee
Second Addition to the City of Lubbock., identified by appropriate symbols on
Exhibit R- 302-C, an exhibit filed as apart and in -support of the Urban Renewal
Project Plan for the Project .Area,, are not so located that the said structures can
be incorporated into the Urban Renewal Plan for the Project Area; the acquisition
of said residential structures is essential to complete an adequate unit of
redevelopment.
5. THAT the findings and determinations concerning the slum and blight
conditions in the Project Area included in: the aforesaid Resolution of the
Local Public Agency dated May 7, '1958, are hereby adopted and confirmed by
the Governing <Body.
6. THAT it is hereby found and determined that the financial aid provided
and to be provided pursuant to Title I of the. Federal Housing Act of 1949,. as
amended,, is necessary to enable the Project to be undertaken and carried out
in accordance with the Urban Renewal Plan.
7. THAT it is hereby found and determined that the Urban Renewal Plan for
the Project Area is feasible and conforms to the General Plan for the develop-
ment of the Community as a whole.
8. THAT it is hereby found and determined that the Urban Renewal Plan
for the Project Area will afford maximum opportunity,, consistent with the
sound needs of the City of Lubbock as a whole.,, ° for the redevelopment of such are
by private enterprise.
9. THAT it is hereby found and determined that the proposals set forth in
the Relocation Plan .prepared by the Local Public.Agency and made a part of the
Urban Renewal Plan for the proper relocation of families and individuals dis-
placed as a result of carrying out the Project in decent, safe and sanitary
dwellings in conformity with acceptable standards are feasible and can be
reasonably and timely effected to permit the properprosecution and completion
of the Project; and that such dwellings available or to be made available to such
displaced families or individuals are at least equal in number to the number of
displaced families or individuals., are not generally less desirable in regard to
public utilities and public commercial facilities than the dwellings of the displace
families or individuals in the Project Areas, are available to them at rents or
prices within the financial means of displaced families or individuals and are
reasonably accessible to their places of employment.'
10. THAT it is hereby found and determined that the proposed land uses
and building requirements for the Project Area are designed within the general
purpose of accomplishing,, in conformance -with city planning objectivess a
coordinated,, adjusted and harmonious development of the community and its
environs which will, in accordance with presentand future needs, promote healt
safety, good morals, orders convenience, prosperity and the general welfare.,
as well as efficiency and economy in the process of development; including amor

other things, adequate provision for traffic,, vehicular parking.,, the promotion of
safety from fire,, panic and other dangers, adequate provision for light and air,
the promotican.of the healthful and convenient distribution of population, the pro-
vision of adequate transportation, water, sewerage aril other public utilities,.
schools, parks, recreational and community facilities and other public require-
ments, the promotion of; sound design and arrangement., the wise and efficient
expenditure of public funds., the prevention of recurrence of insanitary or unsafe
dwelling accommodationsx, slums or conditions of blight, and the provision of
adequate,, safe and sanitary dwelling accommodations.
11. THAT .it is hereby found and determined that the said Urban Renewal
Plan is sufficiently complete to indicate zoning and planning changes., building
requirements, land uses, maximum densities, such land acquisition and redevelop-
ments,, and demolition and removal of structures as may be proposed for the Projecl
Area; -and to indicate its relationship to local objectives respecting ,public trans-
portation,,. traffic conditions;, public utilities, recreational and community facilities
and other improvements.
12. THAT the City Commission of the City of Lubbock commits the agencies,
departments and resources of the City to cooperation with the Urban Renewal
Agency of the City of Lubbock in the undertaking and completion of said Urban
Renewal Project in accordance with said Urban -Renewal Plan; including the
relocation of families that may be displaced.
13. THAT the City Commission of the City of Lubbock authorizes and directs
the transmission of this action to the City Secretary for immediate certification
to the Urban Renewal Agency for execution.
14. THAT this Resolution shall take effect immediately.
On motion of Commissioner Nixey , seconded by Commissinne
Casey a the above and foregoing resolution was passed on the 8th
