ORDINANCE NO. 2021-00060
AN ORDINANCE AMENDING THE FY 2020-21 BUDGET FOR MUNICIPAL PURPOSES
RESPECTING THE GENERAL FUND TO APPROPRIATE FUNDING FOR REPAIRS TO
THE CITY OF LUBBOCK UTILITIES CUSTOMER SERVICE CENTER; PROVIDING FOR
FILING; AND PROVIDING FOR A SAVINGS CLAUSE.
WHEREAS, Section 102.010 of the Local Government Code of the State of Texas
authorizes the City Council to make changes in the budget for municipal purposes; and
WHEREAS, in accordance with the City Budget Ordinance the City Council shall
approve all transfers between funds; and
WHEREAS, the City Council deems it advisable to change the FY 2020-21 Budget for
municipal purposes and reallocate funds as follows; and
WHEREAS, on March 12, and March 13, 2021, the City experienced a flood event
disaster that severely damaged its municipal building complex and impacted essential municipal
operations, such as its utility billing and customer service for the City of Lubbock Utilities; and
WHEREAS, in accordance with Article IX, Section 16 of the City of Lubbock Charter,
the City Council finds that there is an emergency situation and must ensure that this Ordinance
is passed on first reading; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes
to the City of Lubbock Budget FY 2020-21 (Budget Amendment #28) for municipal purposes,
as follows:
I. Amend the FY 2020-21 General Fund Operating Budget by increasing the Facilities
Management Budget by $2,852,294.88, from $3,699,869 to $6,552,163.88. The
funding will be cash from General Fund Balance.
SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock
as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of
this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.
SECTION 4. THAT this Ordinance shall take effect and be in effect immediately after its
passage as an emergency measure.
AND IT IS SO ORDERED
Passed by the City Council by unanimous vote on the first and only reading as an emergency on
May 25 2021.
