HomeMy WebLinkAboutResolution - 2021-R0174 - Downtown Facade Grant to Sally Blair, LLC 5.11.2021Resolution No. 2021-R0174 Item No. 8.15 May 11, 2021 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Fagade Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to Sally Blair, LLC, is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Market Lubbock DT Facade Expenditure Sally Blair, LLC 04.22.21 Resolution No. 2021-R0174 RE 21-23 RESOLUTION APPROVING SALLY BLAII , LLC 132019'b STREET DOWNTOWN FACADE GRANT THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, April 21, 2021, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to Sally Blair, LLC for renovations to the property at 1320 191' Street, located within the downtown TIF. The scope of facade work will include demolition of the existing facade structure, new garage doors, reglazing of windows, awning repairs and zeroscape landscaping totaling $40,500 in expenses for renovations for the project. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant Sally Blair, LLC, a Downtown Fagade Grant of $20,250 for the project at 1320 191i Street, which is located within the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Mr. Brett Cate and Seconded by Director, Mr. James Conwright, IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with Sally Blair, LLC, for the improvements to the building at 1320 19`h Street, Lubbock, Texas. This Economic Development Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all documents related to the Economic Grant and Contract. She produces contemporary ceramic vessels. Each dish is hand -painted and made out of a high -fire porcelaneous stoneware. Every piece is a canvas for a one -of -a -kind painting. They go through many firings and the surface imagery is slowly built up until the composition is complete. Inspired by the Bauhaus, these architectural objects are aiming to blend art, life, and craft. Ms. Blair is renovating the facade at 1320 19th St., located within the Downtown TIF. The scope of work will include demolition of the existing fagade structure, new garage doors, reglazing of windows, awning repairs and new zeroscape landscaping totaling $40,500 in expenses. Must wait one year from approval to apply again for the same property. (Expenses used in one application cannot be used in another application.) • Applicant is not eligible for grant program funding if delinquent in property taxes according to LCAD records - includes all LCAD properties listed in the applicant's name • MLI disbursements are characterized as "reimbursable grants" - Applicant pays expenses first • Expenses eligible for reimbursement must relate to reasonable costs or expenses. • Receipt of an application is not a guarantee of grant approval.
