HomeMy WebLinkAboutResolution - 2021-R0177 - East Side Permittable Grant to MacKenzie Village 5.11.2021Resolution No. 2021-R0177 Item No. 8.18 May 11, 2021 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the East Side Permittable Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to Mackenzie Village Shopping Center, is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Market Lubbock ES Pennittable Expenditure — Mackenzie Village SC 04.22.21 Resolution No. 2021-R0177 RE 21-25 RESOLUTION APPROVING MACKENZIE VILLAGE SHOPPING CENTER 1708 PARKWAY DRIVE EAST -SIDE FACADE AND PERMITTABLE GRANTS THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, April 21, 2021, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to Angelina Moses, owner/Mackenzie Village Shopping Center, for renovations to the property at 1708 Parkway Drive, located within the East Lubbock Neighborhood Empowerment Zone as designated by the City of Lubbock. The scope of work includes new aluminum doors and windows, removal and disposal of required existing glass work, new framing and drywall system, new E.F.I.S. system, canopy repair, exterior painting and new lighting totaling $50,000 in fagade expenses and $167,919 in permittable expenses for a grand total of $217,919 in expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant for Angelina Moses, owner/Mackenzie Village Shopping Center, an East -Side Fagade Grant totaling $25,000 and an East -Side Permittable Grant totaling $16,792 for renovations at 1708 Parkway Drive, which is located within the East Lubbock Neighborhood Empowerment Zone as designated by the City of Lubbock, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance to renovate their facility, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Mr. Brett Cate and Seconded by Director, Mr. James Conwright, IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Econoric Grant and Contract with Angelina Moses, owner/Mackenzie Village Shopping Center for the renovations at 1708 Parkway Drive, Lubbock, Texas. This Economic Development Grant and Contract will be on the normal terms and conditions of such East -Side Grant Program and Contract offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all documents related to the Economic Grant and Contract. Ms. Moses and her husband Sid purchased the property in 1979. Ms. Moses continued to operate the center on her own until 2011. At that time, Edward Musa, her nephew, began managing the center for her. Although at age 97, Ms. Moses still oversees and is involved with the property. At the time of purchase in 1979, the anchor tenants where United Supermarket and TG&Y Department store. In 1992, Ms. Moses acquired a lease with the Texas Department of Health and Human Services, which remains in place today. Currently, the shopping center is home to several local businesses including T-Mart Varity store, Sweet Tooth Donut Shop, Nut'n Butt Smokes and a Domino's Pizza franchise, all of which have been in the same location for over fifteen years. Proposal for Additional Services: During site visits we noted that the existing strip lighting on the underside of the Walkway canopy is rusting and in need or some repairs. While not on the provided Architectural drawings we are providing as an Owner elective addition the option to remove the existing lighting and replace it with new LED lighting fixtures.
