Resolution - 102562A - City Commission Commends Efforts Of Kelly, Mcleod, & Hyer, Low-Income Housing - 10/25/1962
RESOLUTION OF CITY COMMISSION % QZT42 * 01 CITY OF LUBBOCK. TEXAS 1 WHEREAS, at a regular meeting of the Mayor and City Commission of Lubbock, Texas, held at Municipal Building, at the hour of 10 �a, m. on the 25th day of October, 19 62., at which meeting the Mayor and all members of the City Commission were present and participating; and WHEREAS, it was explained to the meeting that the Messrs, H. L. Kelly, William O. McLeod and H. A: Hyer have caused to be formed Weber Arms Incorporated, a non-profit corporation, for the purpose of providing decent living quarters for the low income population of Lubbock; and �j WHEREAS, said non-profit corporation intends to obtain financing for the construction of the housing project with a 100016 mortgage loan insured under Section 221 (d) (3) of the National Housing Act, as amended, and in order to facilitate the obtaining of such financing, the corporation, in accordance with the wishes of the Federal Housing Administration desires to make provision in its Charter a Id/©r''by-laws for the appointment or designation of a member of the City Commi8si of. the City of Lubbock to be appointed or designated by the City Commission, or in the alternative, such other responsible official of the City Government who serves in the capacity as chief or head of a Division or Department having some responsibility for the housing of low income family groups°:.and the chairman of the Board of Commissioners of the Urban Renewal Agency of City of Lubbock, i to be members, ex officio, of the Board of Directors of the said corporation. WHEREAS, this body is acutely aware of the need for providing available housing for low income groups as a means of improving the social and economic structure of Lubbock; and WHEREAS, the corporation formed by the aforesaid eminent citizens has as its sole purpose the erection of a multi -family structure to house low income family groups; and WHEREAS, this group has undertaken this worthwhile endeavor without possibility of profit to any one individual but solely to benefit the families of Lubbock; NOW THEREFORE, BE IT RESOLVED THAT: (a) the Mayor and City Commission commend the efforts of the, Messrs, H. L. Kelly, William O. McLeod, and H. D. Hyer in causing to be erected a multi -family housing project for low income families in Lubbock, and pledge whole hearted support and cooperation to these sponsors and Weber -Arms, Incorporated, a most worthwhile civic enterprise which will aid in eliminating the housing problems of Lubbock, by means of this non-profit housing project from which they can derive no personal gain; and (b) the Mayor and City Commission are willing to comply with the request of the corporation and the Federal Housing Administration, and find that the service of a member of the City Commission or the Chief or head of a Division or Department of the City Government and the chairman of the Urban Renewal Agency of City of Lubbock as members of the Board of Directors of the corporation would not be in conflict with the duties or responsibilities of such city officials, and it is the sense of this body that any such official i may serve in the capacity designated, in his individual capacity without his actions however having any binding effect, either directly or indirectly upon I the City or representing an official act by or in the name of the City. l a "r.
