WHEREAS, the Texas Tech University desires to create a National Science Foundation (NSF)
Engineering Research Center called the Center for Advancing Sustainable and Distributed
Fertilizer Production ("CASFER") if awarded grant funding; and
WHEREAS, CASFER's vision is to enable resilient and sustainable food production by
developing next generation, modular, distributed, and efficient technology for capturing,
recycling, and producing nitrogen -based fertilizers and transforming agricultural practices in
the United States; and
WHEREAS, CASFER is looking to find membership and participation from the various
manufacturers, feedstock providers, fertilizer producers, ag industry service providers,
investors, agricultural cooperatives, regulatory agencies, environmental organizations, and
wastewater treatment facilities; and
WHEREAS, if the City of Lubbock supports the creation of CASFER, it could gain public
benefits, such as the development of cost effective technologies that could create a revenue
source from the City's wastewater sludge, elimination of sludge hauling costs to the landfill,
reduction of treatment costs at its wastewater treatment facilities, and creation of various
economic development; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock does hereby support Texas Tech University's
efforts to create CASFER and authorizes the Mayor or his designee to sign a letter of support
for said efforts to the National Science Foundation.
