BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute
for and on behalf of the City of Lubbock, Amendment No. 2 to that certain On -Call
Agreement No. 15200 for design and construction administration services in connection with
the relocation of the Customs and Border Patrol (CBP) General Aviation Facility (GAF) at the
Lubbock Preston Smith International Airport, by and between the City of Lubbock and
RS&H, Inc., and related documents. Said Amendment is attached hereto and incorporated in
this resolution as if fully set forth herein and shall be included in the minutes of the City
Council.

SCOPE OF WORK
I PROJECT DESCRIPTION
The City of Lubbock (the Airport) has requested that RS&H (Consultant) under the On -Call
Agreement no. 15200 provide a scope and fee for the design and construction administration
for the relocation of the Customs and Border Protection (CBP) facility (Project).
The City of Lubbock (the Airport) has determined it desires to relocate the Customs and Border
Patrol (CBP) General Aviation Facility (GAF). The existing facility does not meet the requirements
outlined within the current edition of the Airport Technical Design Standards (ATDS) and
General Aviation Facility Design Standard (GAFDS). RS&H was contracted in Amendment No 1
to review the viability of 6202 N 1-27 Suite 200 to house the Lubbock CBP General Aviation
Facility (GAF). The report resulted in a layout reviewed by CBP (Figure 1), evaluated the building
systems, and recommended a construction budget for the project. The report recommends a
review with City of Lubbock to confirm all interpretations, a utility survey to verify building
system assumptions, and a topographic survey to assist with airfield design for aircraft parking.
Amendment No 2 includes this scope and takes the design through to full construction
documents and construction administration. CBP requires a review at 30, 60, and 90 percent
milestones as outlined in the 2018 GAFDS (current edition) and is involved in the construction
phase including a post -occupancy review upon project completion.

The work will include further development of the relocation of the current CBP General Aviation
Facility (GAF) located at Lubbock Preston Smith International Airport. The design will be based
on the conceptual floor plan included in report dated 2/5/2021 (see Figure 1). The project will
occupy 1920 square feet of 6202 N 1-27 Suite 200, resulting in Suite 201 being occupied by CBP.
The Scope of Services include 30% design (Schematic), 60% Design (Development), 90% and
100% (Construction Documents), Bidding, Award, Construction Administration and Project
Closeout.
Exclusions from the scope:
1. Exterior building improvements beyond impact of the interior renovation.

4. Hazardous Material Assessment and evaluation of soils for hazardous materials

7. Building renderings
Funding Expectations - The Project's construction budget is estimated to be $1,900,000. The
actual cost may vary significantly as the Project design progresses and the scope is further
developed as well as the current construction climate with escalating prices. Changes to the
project cost may require changes in the Consultant's efforts and require adjustments to the
compensation indicated in this proposal.
Project Duration - The Project's schedule is defined in the accompanying Project Schedule. The
actual schedule may vary significantly as the Project design progresses and the scope is further
developed. Changes to the project schedule may require changes in the Consultant's efforts and
require adjustments to the compensation indicated in this proposal.
II PROJECT TASKS
Below identified by Task is the anticipated work provided under this work order.
TASK 1 SCHEMATIC DESIGN - 30% CONSTRUCTION DOCUMENTS
The Schematic Design Phase will define the general design parameters of scope, scale, and
relationship of components of the Project. Documentation will include plans, sections,
elevations, and building system information in accordance with the GAFDG. Specific task
breakdowns are as follows:
Task 1.1 Project Kick -Off Meeting
The Consultant will participate in a single (1) kickoff meeting with the Airport, attended by
members of the Consultant's team as well as CBP representatives. The workshop will define,
among others:
» Project goals and client expectations

» Describe the methods by which the project will be performed
o BIM development and submittal requirements/guidelines
» Consider budget and funding availability
» Discuss current condition of systems in question
» Understand other ongoing work that may impact the Project

)} Define invoicing requirements (both for Airport as well as processing those for
subconsultants)
Task 1.2 Existing Conditions Verification
The Airport will provide the Consultant with all available information pertinent to the design. The
Consultant will review all provided information and will forward any questions or comments to
the Airport for response and additional information.
Task 2.1.1 Site and Utility Survey
The Consultant shall coordinate the execution of a comprehensive survey covering all areas
considered as part of this study. Survey will inform utility connections as well as topographic
information for the design of aircraft parking at apron.
Task 2.2.1 Existing Building Survey and Documentation
Once the Site Survey is complete, the Consultant's team will visit the site to verify outstanding
information. Tasks will include confirming of measurements and building systems elements. The
Consultant will update a baseline BIM/Revit model to be used and updated throughout the
design process towards the development of the construction documents. The Building
Information Modeling (BIM) model will be prepared to Level of Development (LOD) 300 which is
appropriate for construction document level of design and data integration.
Task 1.3 Architectural Design
The CBP-approved layout (Figure 1) will be further developed to meet all the GAFDS
requirements and narrative elements will be documented in construction document format
while incorporating comments from the kick-off meeting.
Task 1.3.1 Code and Permitting Research with AHJs
Concept design assumptions will be reviewed with authority having jurisdiction (AHJ) to ensure
code and zoning compliance. Permission will be obtained to split the tenant space and general
approval to proceed will be confirmed. Impacts on project scope and strategies to
accommodate requirements will be defined.
Task 1.4 Meetings
No further work will be initiated until approval has been received by the CBP and airport. See
below for anticipated meetings.
Task 1 A.1 Federal Agency Coordination
The Consultant shall coordinate with CBP regarding design development, FFE, and Signage. The
Consultant shall coordinate and attend one (1) meeting with CBP to review this Schematic
Design phase submittal. Within two weeks of the meeting, the CBP will provide any additional
written comments to the Consultant that may affect the direction of the project.

Task 1 A.2 Schematic Design Submittal Review Meeting
The Consultant will prepare and submit the following electronic files to the Airport: 30%
Schematic Design level Construction Documents in pdf format. The Consultant shall coordinate
and attend one (1) meeting at the Airport to review this Schematic Design phase submittal.
Within two weeks of the meeting, the Airport/Stakeholders will provide any additional written
comments to the Consultant that may affect the direction of the project.
Task 1.5 Project Management and Discipline Coordination
Consultant will oversee scheduling, resource allocation, monitoring, oversight, direction, and
control for all aspects of the team's efforts including assembly and coordination of all
documentation. Schedule, develop agenda, conduct review meetings, issue minutes, and
monitor concurrence with stakeholders.
TASK 2 DESIGN DEVELOPMENT - 60% CONSTRUCTION DOCUMENTS
Performance of this Task will be based on the approved Schematic Design documents and shall
further refine the design. With the architectural elements defined in the Schematic Design
documents, the engineering disciplines will develop their documents. Specific task breakdowns
are as follows:
Task 2.1 Prior Phase Drawing / Comment Incorporation
The Consultant shall review all comments received from (the Airport/COP) regarding the prior
submittal review and incorporate applicable comments into plans and specifications during this
construction document phase. A written response will be provided on how each comment will
be incorporated or why it was not applicable.
Task 2.2 Architecture and interior Design Development
Design development level documentation of the space layout, functional features, envelope,
exterior and interior appearance and related plans, sections, and details for the Project.
Life/safety elements of the Project will be accounted for and addressed. Design elements
should describe and illustrate the aesthetic character of the building and associated
components.
Interiors and FFE design services during this phase consist of continued development of interior
design outline specifications or materials lists to establish final scope and preliminary details
relative to: Interior construction of the project; special interior design features; furniture, fixtures
and equipment selections; materials, finishes, and colors.
Design of signage and wayfinding elements per GAFDS will be identified.

Schematic design considerations for areas being considered for demolition as part of the
project.
The Consultant shall continue coordination with Authorities Having Jurisdiction (AH)s) relative to
Building Code, Fire Code and life Safety. Impacts on project scope and strategies to
accommodate requirements will be further refined.
Task 2.3 Civil/Site/Airfield Design Development
Design development level documentation of the geometry and utilities plans as well as airfield
design relative aircraft parking positions and access taxilane.
Task 2.4 Mechanical HVAC Design Development
Design development level documentation of heating, ventilation, and air conditioning system.
Task 2.5 Plumbing Design Development
Design development level documentation of water supply system and sanitary system.
Task 2.6 Electrical Design Development
Design development level documentation of power service and lighting.
Task 2.7 Security Design Development
Design development level documentation of security, fire alarm, communication and premise
distribution systems.
Task 2.8 Structural Design Development
Design development level documentation of the structural systems impacted by the renovation
including framing and related plans, sections and details for the Project.
Task 2.9 Quality Control Review
The Consultant shall conduct in-house quality control reviews of this construction document
stage submittal. The review shall cover the design plans and technical specifications prior to
submittal to the Airport. The Quality Control review will be performed as follows:
y� Independent QC Review - An independent Architect/Engineer not actively involved in
the Project will review for readability, accuracy, appearance, and acceptability
» Independent Technical Peer Review - for each discipline associated with the Project an
Architect/Engineer not actively involved will review the documents for alignment with
design methodologies, calculations, and code compliance
Constructability Review - a comprehensive look at the Project to ensure alignment
between plans and specifications, phasing impacts, [potential conflicts, etc.
» Discipline Coordination Review - an interdisciplinary review to ensure coordination of
elements between disciplines

» BIM Manager Review — review and assessment of the status of the Revit model and
ensure proper coordination.
Task 2.10 Meetings
The Consultant shall attend coordination meetings with the Airport/Stakeholders during this
stage of document preparation. Two (2) meetings are expected and used as the basis of scope
and fee preparation. No further work will be initiated until approval has been received by the
COP and Airport. The intent of the meetings will be to resolve any issues impeding the furthering
of the construction documents.
Task 2.10.1 Federal Agency Coordination
The Consultant shall coordinate with COP and attend one (1) meeting to review Design
Development phase submittal. Within two weeks of the meeting, the COP will provide any
additional written comments to the Consultant that may affect the direction of the project.
Task 2.10.2 Design Development Phase Design Review Meeting
The Consultant shall coordinate and attend one (1) meeting with the Airport to review Design
Development phase submittal. Within two weeks of the meeting, the Airport will provide any
additional written comments to the Consultant that may affect the direction of the project.
Task 2.11 Project Management
Consultant will oversee scheduling, resource allocation, monitoring, oversight, direction, and
control for all aspects of the team's efforts including assembly and coordination of all
documentation.
Task 2.12.1 Design Coordination Meetings
The design team will meet weekly to coordinate design progress in order to meet the
established deadline.
TASK 3 CONSTRUCTION DOCUMENTS - 90% DESIGN
The 90% Construction Documents Phase will be based on the approved Design Development
Phase documents. The documents will include Drawings and Specifications that establish, in
detail sufficient for production of shop drawings and construction, the configuration and quality
of the materials, components and systems required for the Project. Consultant shall prepare
drawings, technical specifications, calculations, necessary to effectively identify, evaluate, and
resolve specific elements of the project for a technically sound and economically complete
project. Specific task breakdowns are as follows:

elevations, building sections, wall sections, and details. All life safety considerations will be
completed at this stage. The construction documents shall describe and illustrate the final
development of the aesthetic character of the building, associated components, and details.

and details.
Task 3.3 Civil/Site/Airfield Construction Documents
Design and final documentation of the geometries, drainage and utilities systems, and plan and

Task 3.9 Quality Control Review
The Consultant shall conduct in-house quality control reviews of this construction document
stage submittal. The review shall cover the design plans and technical specifications prior to
submittal to the Airport. The Quality Control review will be performed as follows:

One (1) meeting is expected and used as the basis of scope and fee preparation. Attendees at
those meetings will include the Consultant team members (Project Manager, Project Architect,
and Lead Engineers), Stakeholders, and Airport Staff. The intent of the meetings will be to
resolve any issues impeding the furthering of the construction documents.
Task 10.1.3Texas Accessibility Review
The 90% documents will be reviewed by a local accessibility review entity to meet Texas
requirements.
Task 3.11 Comment Incorporation -100% Documents
The Consultant shall review all comments received from the Airport and CBP regarding the prior
submittal review and incorporate applicable comments into plans and specifications during this
construction document phase. A written report will be provided on how each comment will be
incorporated or why it was not applicable.
Task 3.12 Project Management
Consultant will oversee scheduling, resource allocation, monitoring, oversight, direction, and
control for all aspects of the team's efforts including assembly and coordination of all
documentation.

Task 3.12.1 Design Coordination Meetings
The design team will meet weekly to coordinate design progress in order to meet the
established deadline.
Task 3.12.2 Submittal
The Consultant will prepare and submit .pdf and .rvt electronic drawing files to the Airport as
well as .pdf specification files. The deliverables will be submitted to the City of Lubbock for
permit.
TASK 4 BIDDING PHASE SERVICES
Following the completion of the construction document phase, these efforts will occur during
the process of bidding and permitting. Specific tasks are as follows:
Task 4.1 Pre -Bid Preparation/Meeting
The Consultant shall coordinate with the Airport to participate in the Pre -Bid Meeting with
potential contractors. The intent will be to review the project and direct any questions to be
submitted in writing for official response. The meeting will be conducted at the Airport and will
include a site inspection.
Task 4.2 Conformed Document Preparation
The Consultant shall update construction documents to include all required modifications
indicated during the bidding and permitting processes. This conformed set of documents will
be provided to the contractor and the Airport as the baseline for construction activities.
Task 4.2.1 Inquiries/Clarifications and Addenda
The Consultant will respond to questions, clarifications, requests for information (RFIs) and
substitutions from bidders and will issue addenda to clarify and modify the project. All addenda
will be approved by the Client prior to being issued.
Task 4.2.2 Permitting Submittal and Clarifications
The Consultant will provide documents for permitting; respond to questions, clarifications, and
code considerations from permitting officials; and issue addenda as necessary.
Task 4.3 Project Management and Project Coordination
Consultant will oversee scheduling, resource allocation, monitoring, oversight, direction, and
control for all aspects of the design team's efforts including assembly and coordination of all
documentation.
TASK 5 CONSTRUCTION ADMINISTRATION SERVICES
The scope (and fee) proposed under this task is based upon an estimated total construction
duration of 7 months. The scope and fee may need to be modified should the construction
duration exceed this time. Specific task breakdowns are as follows:

Task S.1 Meetings
Task 1.1.5 Pre -Construction Conference
The Consultant shall attend one (1) pre -construction conference meeting at the Airport to be led
by RS&H. The Consultant is to prepare the agenda, take notes and prepare meeting minutes.
Task 1.2.5 Construction Meetings/Site Visits
Members of the Consultant Team shall participate in bi-weekly construction coordination
meetings throughout the duration of construction (14 meetings total including 2 punchlist walks
per Task 5.4). The consultant will attend the one on -site construction meeting in person midway
through construction and will participate in the remaining meetings via teleconference.
Task 5.2 RFI/Substitutions/Submittal Review
The Consultant shall review and respond to Request for Information (RFI's), substitution
requests, shop drawings, samples, and other submissions furnished by the contractor and
submitted to the Consultant. The Consultant Project Manager shall review and approve as
required. The Consultant will utilize Newforma for tracking, reviewing, and responding to RFIs
and submittals. Submittal review will be limited to the initial review and a single resubmittal.
Task 5.3 Change Directives and Change Notices
The Consultant will prepare documentation to issue Change Directives and Change Notices with
the approval of the Airport. Changes that require additional design and documentation effort
from the Consultant will be handled through an amendment to the contract. No changes will be
executed, and no work progressed associated with those changes without prior approval from
the Airport and CBP.
Task 5.4 Punchlist and Final Observation
The Consultant shall perform, together with the Airport's authorized representative(s), a
substantial completion observation of the project. The Consultant shall prepare a punchlist of
items that must be completed or that are deficient. The Consultant shall perform a final
observation to determine if the project has been completed in accordance with the contract
documents and if the contractor has fulfilled all of their obligations thereunder so that the
Consultant may recommend approval (from Airport) if applicable, in writing, the issuance of a
Certificate of Substantial Completion and final payment to the contractor.
Two (2) on -site meetings will be held for punchlist and final observation. They will be attended
by a representative from each discipline: Architecture, Mechanical/Plumbing, Electrical/
Technology.
Texas also requires a walkthrough by an Accessibility consultant to ensure compliance with the
Texas Accessibility Standard.

Task S.S Record Documents
The Consultant shall obtain red -line as -built drawings from Construction Contractor and prepare
"Record Drawings", which shall become the property of the Airport corrected to show significant
changes made in the work during the construction of the project. Such corrections shall be the
"as -built" prints, drawings, field sketches and other data furnished to the Consultant by the
Airport and the contractor, and any amendments issued during construction.

Task 5.6 Project Management and Discipline Coordination

control for all aspects of the design team's efforts including assembly and coordination of all

III SPECIAL SERVICES
The Consultant's architecture and engineering WE) services are generally divided into two
categories: Basic Services and Special Services. Basic Services are listed in Section 2.
Task B 1.0 On -Site Resident Project Representation (RPR)
The proposed schedule is based upon 8 hours days totaling 40 hours per week. The RPR will be
stationed at the site and will be responsible for assisting A/E in administration of the contract.
Through the observations of the RPR architect/engineering services, the A/E shall endeavor to
provide further protection for the Airport against defects and deficiencies in the Work. Apart
from such further protection, the rights, responsibilities, and obligations of the A/E as described
in the Master Agreement between the Airport and A/E shall not be modified by the furnishing of
such Resident Engineering staff. Staffing makeup and durations are estimated as itemized in the
attached Project Proposal section.

VI PROPOSED PROJECT SCHEDULE

Task 1 through 4 anticipated to take 7 months. As noted by asterisks, per direction from the CBP
a 2-week review is anticipated though not guaranteed and total schedule may adjust. Task 5
duration is estimated to take 7 months but will be determined by the Contractor.
VIIASSUMPTIONS AND EXCLUSIONS
The following assumptions have been made for this Scope of Work:
>> Assumption 1: City, Airport, and CBP will complete reviews in 14 days. Reviews will be
comprehensive and design will not progress until comments are received.
» Assumption 2: The program is to meet the requirements of the 2018 version of the
GAFDS and the adjustments/variants as directed by CBP and accommodated in the
approved layout. Additional time and compensation may be required if there are

signification changes based on CBP or AH1 requests beyond the 60916 design
development review.
f? Assumption 3: Bidding and construction phases will proceed immediately after the
design phase without delay.
The following items are excluded from this Scope of Work unless otherwise noted:
» Concept alternatives beyond the evolution of the approved program configuration.
» Fees associated with permitting.
VIII PROFESSIONAL SERVICES FEE AND FEE TYPE
RS&H will provide Task 1-4 services for a Fixed Lump Sum Fee of $235,000 and Task 5 services
and Part B Special Services for a Not to Exceed $339,000 for a total fee of $574,000. See
Attachment B for a breakdown of costs.
Should scope items/activities/efforts/durations be modified at the request of the Airport, or
need to be adjusted based on design/construction scheduling, the Consultant Team will need to
modify the fee to accommodate the changes. Such changes will be compensated through an
amendment (through Additional Services requested by the Consultant) to the Task Order or
similar vehicle. Effort, fee and schedule adjustments resulting from a change in scope will be
assessed and approved by the Airport prior to the execution of the change.
