RESOLUTION
IM A RESOLUTION URGING THE CITY COUNCIL TO DIRECT STRONGER
i AND MORE STRICT ENFORCEMENT OF EXISTING LIQUOR LAWS PERTAINING
j TO YOUTHFUL OFFENDERS.
WHEREAS, Lubbock City Youth Council, as established by resolution
of the City Council on July 26, 1962, has been given the purpose and responsibi�
lity of carrying on continuing studies of the needs of all children in the community
and of seeking to focus public attention on major needs; and,
WHEREAS, after instituting a study of teenage leisure -time activities
more than two years ago, the Youth Council was made immediately aware of
teenage liquor violations in Lubbock, and a continuing concern has caused the
Youth Council to review records and statistics of the various local agencies
dealing with youth, which study and review has led the Youth Council to believe
that teenage drinking is an increasing problem in Lubbock; and,
WHEREAS, the Youth Council acknowledges that many factors contribute
to a problem of this nature, and while parental control, healthy mokal convictions
and adult attitudes are certainly necessary in developing the spiritual, mental,
and physical resources necessary for complete youthful citizenship responsibility,
;any laxity in enforcement by local law enforcement communicates to youth a
condoning attitude and a general lack of respect for the law; and,
. WHEREAS, it is the desire of the Youth Council to bring such findings
and recommendations as herein contained to the attention of the City Council of
the City of Lubbock; NOW THEREFORE:
BE IT RESOLVED BY THE LUBBOCK CITY YOUTH COUNCIL:
'SECTION 1. Policy: THAT there should be a policy established where
juveniles in Lubbock would be assured equal, impartial, and strict enforcement
of all law violations and particularly those violations involving liquor laws.
SECTION 2. Areas: THAT enforcement should not be limited to any
individual areas or gathering places but should be Citywide; provided, however,
should priorities be necessary in a program of strict enforcement, attention_
should be concentrated on public and private areas where youthful groups Custom-
arily gather.
