HomeMy WebLinkAboutResolution - 2021-R0121 - Downtown Facade Grant to Plains Realty 4.13.2021Resolution No. 2021-R0121 Item No. 7.20 April 13, 2021 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Fagade Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to Plains Realty Investments, LLC, is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Market Lubbock DT Facade Expenditure Plains Realty 03.25.21 Resolution No. 2021-R0121 RE 21-18 RESOLUTION APPROVING PLAINS REALTY INVESTMENTS, LLC 513 BROADWAY DOWNTOWN FACADE AND PERMITTABLE GRANTS THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, March 24, 2021, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to Plains Realty Investments, LLC for renovations to the property at 513 Broadway, located within the downtown TIF. The scope of facade work will include a new parking lot and landscaping totaling $41,831 in expenses. The scope of permittable work includes a new roof at $18,972 for a grand total of $60,803 in total renovations for the project. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant for Plains Realty Investments, LLC, a Downtown Fagade Grant of $20,916 and a Downtown Permittable Grant of $1,897 for the project at 513 Broadway, which is located within the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Ms. SuzAnn Kirby and Seconded by Director, Dr. John Opperman. IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with Plains Realty Investments, LLC, for the improvements to the building at 513 Broadway, Lubbock, Texas. Plains Realty Investments, LLC is a two member local real estate company formed in 2013. Chris McNeese is a lifelong Lubbock resident that is actively involved in residential and commercial projects across the city. Dustin Jones is a real estate broker an appraiser originally from Floydada. Both are graduates of Texas Tech University and have solid roots in West Texas and Lubbock specifically. Chris and Dustin began purchasing residential rent property in 2007 and continue to purchase and construct residential and commercial properties across the city. The scope of facade work will include a new parking lot and landscaping totaling $41,831 in expenses.
