RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown Fagade Grant program or expenditure of the Corporation, in the
amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be
provided to Louise Hopkins Underwood Center for the Arts, is hereby approved pursuant to
Section 5 of the Amended and Restated Bylaws of the Corporation.

RESOLUTION APPROVING LOUISE HOPKINS UNDERWOOD CENTER FOR THE ARTS

DOWNTOWN FACADE GRANT
THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT
CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, February 24, 2021, held in conformity with the
bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously
adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and
Contract to Louise Hopkins Underwood Center for the Arts for renovations to the property at 511 Avenue K, located within
the downtown TIF.
The scope of facade work will include new signage, painting, landscaping and electrical work totaling $20,715 in
expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and
conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as
follows, to wit:
Grant Louise Hopkins Underwood Center for the Arts, a Downtown Fagade Grant totaling $10,358 for the project at
511 Avenue K, which is located within the Downtown TIF, once proof of payment has been submitted.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the
incentive for providing assistance to renovations to their property, meet and comply with the qualifications and purposes of the
Corporation for the granting of such Economic Development Grants and Contracts.
Upon Motion by Director, Dr. John Opperman and Seconded by Director, Mr. Brett Cate, with Mr. Matt Bumstead
abstaining,
IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with
Louise Hopkins Underwood Center for the Arts for the improvements to the building at 511 Avenue K, Lubbock, Texas. This
Economic Development Grant and Contract will be on the normal terns and conditions of such Downtown Grant Program and
Contract offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all
documents related to the Economic Grant and Contract.

The Louise Hopkins Underwood Center for the Arts (LHUCA) is renovating their building at 511 Ave K,
located within the Downtown TIF.
LHUCA began as the Lubbock Regional Arts Center (LRAC) in 1997. The City of Lubbock deeded the
vacant Fire Department Administration Building to LRAC in 2000, in alignment with its goal to create an
arts and entertainment district in the downtown area. A capital campaign was launched, and the facility
was enlarged and renovated between 2003 and 2005. LRAC was renamed the Louise Hopkins
Underwood Center for the Arts in honor of our co-founder in 2004.
Today, LHUCA is recognized as a driving force behind the downtown revitalization plan using the arts to
stimulate economic development. Creating this visual and performing arts center in the heart of the
future Lubbock Cultural District helped foster a thriving arts community. LHUCA has a broad -based
constituency, due in part because it is the organizer of the First Friday Art Trail, a 15-year community -
wide event that brings 3,000 plus people each month to the LHUCA campus. The center also partners
with numerous departments at Texas Tech University, local non -profits, and local K-12 programs. Each
year, 55,000 people benefit from our programs and services.
The scope of fagade work will include new signage, painting, landscaping and electrical work totaling
$20,715 in expenses.
The MLI Board is being asked to consider a Downtown Fagade Grant for the Louise Hopkins Underwood
Center of the Arts totaling $10,358 at 511 Ave K.

LHUCA is updating the front fagade of our main building which faces Ave K. This project will begin by April 1,
2021. We are replacing an existing sign which bares our name in our old logo with a sign in the style of our new
logo. The old signage is greatly tarnished from years of roof runoff. The new sign will be mounted in a different
way so roof runoff will not an issue going forward. The new sign will also be lit so as to be visible at night.
Additionally, we are painting the stucco behind the sign a darker color so the sign is more visible during the day.

Overview
• An Applicant must be a valid Owner or Tenant (Lessee) of the property needing improvements
• Properties must fall within the Lubbock Downtown TIF boundaries (Central Business District TIF)
• Single -Family residences and duplexes are excluded.
• An Applicant is eligible to receive a permittable grant and/or fagade grant per property (LCAD R#
or Development Lot), per enterprise, per year. Must wait one year from approval to apply again for
the same property. (Expenses used in one application cannot be used in another application.)
• Applicant is not eligible for grant program funding if delinquent in property taxes according to
LCAD records - includes all LCAD properties listed in the applicant's name
• MLI disbursements are characterized as "reimbursable grants" - Applicant pays expenses first
• Expenses eligible for reimbursement must relate to reasonable costs or expenses.
• Receipt of an application is not a guarantee of grant approval.

• The permittable grant reimburses 10% of approved expenses up to a $100,000 grant

• The fagade grant reimburses 50% of approved expenses up to a $25,000 grant

b) Paint brick behind bamboo (bamboo trim by others): $3,375.00
c) Provide power for new signage at lower fascia of left fagade: $5,790.00
TOTAL:
All prices include provisions for gross receipts tax and insurance. Item C does not include the signage
itself as I understand you will purchase that directly.
