RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown Fagade Grant program or expenditure of the Corporation, in the
amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be
provided to Flips 806, LLC, is hereby approved pursuant to Section 5 of the Amended and
Restated Bylaws of the Corporation.

DOWNTOWN FACADE GRANT
THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT
CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, February 24, 2021, held in conformity with the
bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously
adopted:
WHEREAS, MLI staff presented to members of the Board the proposal of a possible Economic Development Grant
and Contract to Flips 806, LLC for renovations to the property at 1406 Avenue Q, located within the downtown TIF.
The scope of facade work on the west side of three buildings connected to 1406 Avenue Q, which is located within the
Downtown TIF, will allow patrons to access the properties from both the east and west sides and will enhance the appearance
of these buildings and improve security. The scope also includes re-routing the exterior electrical lines underground and
attaching to a new electrical box at the alley, new parking lot and fencing, repairing existing brick and building new dividing
walls, new doors and the construction of two, smaller secondary buildings totaling $56,495 in expenses. The terms and
conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all
such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit:
Grant Flips 806, LLC, a Downtown Fapade Grant for $25,000 for the project at 1406 Avenue Q, which is located
within the Downtown TIF, once proof of payment has been submitted.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the
incentive for providing assistance to renovations to their property, meet and comply with the qualifications and purposes of the
Corporation for the granting of such Economic Development Grants and Contracts.
Upon Motion by Director, Dr. John Opperman and Seconded by Director, Mr. Matt Bumstead,
IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with
Flips 806, LLC, for the improvements to the building at 1406 Avenue Q, Lubbock, Texas. This Economic Development Grant
and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract offered by MLI to
existing businesses and business prospects and authorize the CEO to enter into and execute all documents related to the
Economic Grant and Contract.

Overview
• An Applicant must be a valid Owner or Tenant (Lessee) of the property needing improvements
• Properties must fall within the Lubbock Downtown TIF boundaries (Central Business District TIF)
• Single -Family residences and duplexes are excluded.
• An Applicant is eligible to receive a permittable grant and/or fagade grant per property (LCAD R#
or Development Lot), per enterprise, per year. Must wait one year from approval to apply again for
the same property. (Expenses used in one application cannot be used in another application.)
• Applicant is not eligible for grant program funding if delinquent in property taxes according to
LCAD records - includes all LCAD properties listed in the applicant's name
• MLI disbursements are characterized as "reimbursable grants" - Applicant pays expenses first
• Expenses eligible for reimbursement must relate to reasonable costs or expenses.
• Receipt of an application is not a guarantee of grant approval.

The purpose of this letter is to confirm that a permit is not required of a fence not over 7 feet in height nor
replacement/repair of an existing rear entry driveway as per the 2015 International Residential Code Section
R105.2 (adopted by City of Lubbock Code of Ordinances 2019-00091):
R105.2 Work exempt from permit.
Exemption from permit requirements of this code shall not be deemed to grant authorization for any
work to be done in any manner in violation of the provisions of this code or any other laws or
ordinances of this jurisdiction. Permits shall not be required for the following:

Overview
Three locally owned and operated businesses, Flips Tavern, Inkfluence, and Electric lofts
are joining together to prepare our corner for the future foot traffic and customer surge
from surrounding developments. Specifically the Buddy Holly performing arts center, the
addition of South Plains students to the former city hall building, the Cotton Court Hotel
just to name a few! We are excited to be a part of the growing downtown area and we want
to welcome new visitors with well lit and safe areas to enjoy our festivals, weekly live music,
first friday, and daily ventures to our three home grown businesses . Our vision with this
project is to integrate our facilities further and provide free flowing access between the
three locations. The owners of these 3 businesses and the 3 buildings are one in the same,
so we are invested on both fronts. The patrons can access and enjoy our facilities from
multiple areas, we want these businesses to intertwine and create an overall great
downtown experience!
Goals
1. Bury electrical and all service lines that run across our parking and festival areas.
This will drastically improve curb appeal and will improve safety for future projects
as these power lines and service lines are running directly overhead and hinder
access to our building while making improvements.
2. Remove cracked and pitted asphalt and pour NEW CONCRETE to create safe clean
access for patrons, festival attendants, music acts to perform and generally enjoy
our facilities fresh new look.
3. We want to emulate what already exists in the downtown Lubbock Art District by
creating an "Industrial Artistic" scene using materials that achieve that goal. We use
locally owned contractors and artists to help us improve our block.
4. Our overall mission with this improvement is to give people a safe, well lit area to
mingle between our three businesses whether they are enjoying a first friday art
trail, one of our music/art festivals, or just visiting us on a tuesday.

Specifications
Bury all electrical and other wired services to ALL THREE businesses and create a
central service hub in the alley where all meters and disconnects are new and safely
installed away from foot traffic and public use buildings-$24,000
Removal of old broken asphalt. Replace with NEW CONCRETE to support the new
courtyard brick structure and industrial metal accessory buildings (custom built
accessory structures like the ones already in the downtown art district)-$13,140
III. Two custom built accessory buildings (8x15). These will be placed on the new
concrete. This will create a functional "Industrial Art" addition that was inspired
frorn the existing buildings that are located in the downtown art district-$13,000
IV. Two new exterior access doors on the main building that will open from the interior

Airbnb location. Two Commercial Metal framed doors with glass window-$2,100
V. Labor and Materials to cut in the new doors, and build two 7x15ft brick walls
outside the new exterior doors. This will create a small gated courtyard for the
Airbnb that will also be used during festivals and first friday events at that
location-$4,200
VI. Two custom swinging metal gates for the courtyard made by local artist-$850 each.

milestone type gatherings.
