HomeMy WebLinkAboutResolution - 2021-R0105 - Ratification of Work Orders for Citizens Tower RepairsResolution No. 2021-R0105 Item No. 6.24 March 23, 2021 RESOLUTION WHEREAS, on March 12, 2021, the municipal building known as Citizen's Tower experienced a flood event that damaged various mechanical and electric systems throughout the building, including elevator equipment (the "Flood Event"); and WHEREAS, due to the damage to Citizen's Tower, much of citizens' access to city operations and employee access to their work spaces have been compromised; and WHEREAS, it is necessary to enter into various contracts in order to quickly repair the damage to Citizen's Tower; and WHEREAS, it is necessary to delegate certain contracting authority to the City Manager in order to promptly complete the necessary repairs to Citizens Tower for health safety and welfare of the citizens' and employees' of the City of Lubbock; NOW THEREFORE: 5I1117 .Y177li1D] 7 3•ry0lxyllr'LKIIIJ�►[Ili1[I]I111 ID[yI1 Y�]I11I1 : Gon 1. THAT the Mayor of the City of Lubbock is hereby authorized and directed to ratify the acts of the City Manager in executing for and on behalf of the City of Lubbock, a work order for the restoration of two passenger elevators and the freight elevator in Citizens Tower, by and between the City of Lubbock and Otis Elevator Company. and related documents. Said Contract is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. 2. THAT the Mayor of the City of Lubbock is hereby authorized and directed to ratify the acts of the City Manager in executing for and on behalf of the City of Lubbock a work order to repair electrical equipment damaged as a result of the Flood Event, by and between the City of Lubbock and Temple Electric, Inc., and related documents. Said Contract is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. 3. THAT City Manager is authorized to enter into any contract on the behalf of the City of Lubbock that is necessary for the timely repair of damage to Citizens Tower. New oil buffer and associated stand will be installed. NEW COUTERWEIGHT BUFFERS FOR ALL 3 ELEVATORS The existing counterweight buffer was damaged by water shall be removed. New oil buffer and associated stand will be installed. NEW GOVERNOR TAIL SHEAVE FOR IELEVATOR The existing governor tail sheave sustained damage due to water. A new tail sheave will be installed. NEW GOVERNOR ROPE FOR IELEVATOR The existing governor rope sustained damage due to water. A new rope will be installed. It is the manufacture recommendation to replace all hoist ropes that have been exposed to water. PAINTING PIT EQUIPMENT —SCRAPE AND PAINT FOR ALL 3 ELEVATORS We shall scrape existing rust and clean the pit of any residual debris. All pit equipment will be painted with a rust resistant coating to prevent future damage to the equipment. If the pit equipment has been exposed to water and starts rusting it may need to be replaced in the future which will be a significant cost and safety risk. This is not limited to counterweight pit channels, counterweight buffer stands, counterweight buffer assemble, counterweight rail bottoms, applicable counterweight guarding, car rail bottoms, car pit channels, car buffer stands, car buffer assembly, and pit ladder. NEW PIT OPERATING DEVICES AND LIMITS FOR ALL 3 ELEVATORS The existing limit switches and operating devices damaged by water shall be removed. New limits, operating devices, piping and wiring shall be installed and adjusted for proper operation. NEW PIT STOP SWITCH FOR ALL 3 ELEVATORS The existing pit stop switch damaged by water shall be removed. New selector reader boards and associated sensors will be installed in the existing selector cabinet. PLEASE NOTE 1.) The work quoted in this proposal is water related. Unfortunately, water damage is a problem that may not be uncovered during an initial survey. While making the aforementioned repairs and troubleshooting the equipment prior to turnover, we may uncover other water related issues. Should other items be uncovered, they shall be quoted and once approved, we will move forward with that work. Additionally, problems may arise over a period of time and we caution you that other items may have also been exposed to water and future issues may arise. 2.) The scope proposed herein represents the entire scope that we are contracted for, if additional work is required by others to allow for completion of this work and/or for the inspection to occur, that work is not included. 3.) If we are able to place the unit back in service this does not indicate that there is not further damage caused by water. If later damage is discovered, Otis Elevator Company cannot be held responsible for the cost of those repairs. 4.) The payments of these repairs are per the terms contained herein. Your payment Otis Elevator Company for these repairs is independent of any reimbursement from your insurance company. Customer UNDERSTANDS and agrees that payment for our services shall not be predicated, CONTINGENT, CONDITIONED UPON, OR OTHERWISE RELATED TO any reimbursement from any insurance company OR ANY OTHER THIRD PARTY. 5.) The price quoted below is based on all work being performed during the normal working hours of the elevator trade. 6.) Any work you authorize to be performed on overtime will be billed as an extra to this contract at our normal billing rates. 7.) Materials will be ordered and this work will be scheduled following our receipt of the executed proposal and payment. A local Otis representative will then contact you to schedule the work. 8.) Upon commencement of this work, should there be an interruption in our ability to complete the work due to issues beyond our control (loss of power, etc.), applicable re -mobilization costs will be billed as an extra at our normal billing rates. 9.) Damaged components that are replaced will be left on -site for your reference and use on any insurance claims. It will be the responsibility of others to secure and retain the damaged components. 10.) The price quoted below does not include sales tax and is valid for 30 days from the date specified above. Please add any applicable tax to the price quoted below. 11.) The price quoted below assumes the work will be scheduled based on the availability of material and manpower to complete the job efficiently. A local representative will contact you to schedule the work. 12.) In the event a third party inspection agency is required to "inspect" the completed project prior to returning the equipment to normal operation payment in full is due prior to scheduling the final handover/turnover of the equipment. PRICE: $ 79,438.78 Seventy-nine thousand four hundred thirty-eight dollars and seventy-eight cents This price is based on a one hundred percent (100 %) downpayment in the amount of $ 79,438.78, PAYMENT TERMS: • The base proposal price is contingent upon receiving a pre -payment of 100% of the base contract amount. • The pre -payment amount is due in full prior to ordering material and/or mobilizing. • If you choose the alternative down -payment amount listed below, the corresponding Add shall be applied to the base contract amount.
