Resolution No. 2021-R0080 Item No. 7.6 March 9, 2021 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for and on behalf of the City of Lubbock, Change Order No. 01 to that certain Contract No. 14965 by and between the City of Lubbock and MH Civil Constructors, for the North Water Treatment Plant Improvements Project No. 3 and South Water Treatment Plant Uprating, and related documents. Said Change Order No. 01 is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. Adjustments to "Estimated Quantities" to a line time in a Unit Price Contract do not require a Change Order. All work that alters the nature of the construction or that is not an integral part of the project objective must be let out for public bid. Description of Change (alteration, deviation, addition, or deletion) caused by conditions encountered during construction not covered by the s ecitications and drawings of the project, attached additional pages is necessary: The purpose of this Change Order is to address 6 construction modifications at the North and South WTPs, each incurring various reasons for a change needed. Potential Change Modifications (PCM) item 1 was due to added rebar post -design for the new backwash basin. PCM item 2 is a maintenance item to repair a filter at the North WTP. PCM item 3 is to remove and replace 2 valves on the filter backwash system at the North WTP that were not in working condition prior to the project start. PCM item 4 is to remove and replace corroded metal baffles inside the plate settler basins that were expanded during this project. PCM item 5 and PCM item 6 collaborate with item 3 above, this work is to repair and replace Filter 16 at the North WTP with a new underdrain system and media. Where the Change Order is negotiated, the Change Order must be fully documented and itemized as to costs, including material quantities, material costs, taxes, insurance, employee benefits, other related costs, profit and overhead. Where certain unit prices are contained in the initial Contract, no deviations are allowed in computing negotiated change order costs. CONTRACTOR'S MODIFICATION REQUEST ATTACHMENT A SCOPE OF WORK 1. MH Civil Constructors to perform the work to remove the existing underdrains and install the below listed materials. 2. LEOPOLD UNIVERSAL TYPE XA UNDERDRAIN: Under this section, we propose to furnish Leopold Universal Type XA Underdrain of the Dual/Parallel Lateral type, manufactured from corrosion resistant, high density polyethylene for installation in two (2) filter cells (one (1) dual cell filter). Each filter cell measures 13'-4" lateral run x 40'-0". The total filter area is 1066 square feet. The blocks shall be arranged end -to -end and mechanically joined with an 0-ring to form continuous underdrain laterals approximately equivalent to the length of the filter cell. The joints shall be gasketed, bell and spigot type with internal alignment tabs for proper alignment, and be air and water tight. Joints shall be snap -lock type so that the blocks are joined with integral interlocking snap lugs and lug receptors for ease of assembly and installation of the laterals. Epoxy, sealant, bonding agents, or other similar materials used during installation are not included and to be provided by others. Each lateral shall be fitted with an HDPE insert which will be sealed to the underdrain and the filter wall. The inserts will be leveled with a 316 stainless steel angle and attached with 316 stainless steel hardware. I.M.S 200 MEDIA RETAINER: Under this section, we propose to furnish 1066 square feet of I.M.S 200 media retainer. The scope includes molded thermoplastic I.M.S 200 media retainer factory installed onto the proposed Leopold Universal Type XA Underdrain block prior to shipment. AIR HEADER PIPING REPLACEMENT HOSES: Under this section, we propose to furnish new double walled nylon braided flexible PVC hoses and adjustable stainless steel band hose clamps to replace the existing hoses and clamps. Joints shall be snap -lock type so that the blocks are joined with integral interlocking snap lugs and lug receptors for ease of assembly and installation of the laterals. Epoxy, sealant, bonding agents, or other similar materials used during installation are not included and to be provided by others. Each lateral shall be fitted with an HDPE insert which will be sealed to the underdrain and the filter wall. The inserts will be leveled with a 316 stainless steel angle and attached with 316 stainless steel hardware. The cartridges will need 4x top cap pieces each to be replaced and it looks like you have 16 cartridges worth of top caps. You will need 64 pcs of "top cap" and 32 connectors to complete this replacement. Based on city 64 the price would be $2489. I also noticed in the original job we shipped all 64 pcs as 96" which is probably best so you can cut the second piece exactly to length. There is +/- 1" of assembly tolerance in our cartridges so if I ship you the exact length some may not fit quite right. Final note, it looks like the original baffles you show in the picture were epoxy coated but on this new installation we provided 304 stainless. I think the epoxy has gotten stained and is peeling a bit based off the pic. Just want to be sure you know the new baffles will not be painted. Sorry for having to reopen this when you have already gotten approval.
