RESOLUTION
WHEREAS, the Charter of the City of Lubbock, Texas, as a foundational document for
governance of the City, is over 100 years old; and
WHEREAS, it is necessary to conduct a review of the Charter from time to time to insure that
any outdated and antiquated provisions thereof are revised and that the Charter conforms to the
current needs for the City of Lubbock; and
WHEREAS, the last review of the Charter was conducted in 2010 (the "Previous Committee")
wherein the Previous Committee recommended numerous charter amendments; and
WHEREAS, the City Council of the City of Lubbock (the "City Council") finds that in addition
to the Previous Committee's recommendations, there is a need for further review of the Charter
to consider items for a possible future charter amendment election; and
WHEREAS, the City Council finds that it is in the best interest of the public to create a Charter
Review Committee (the "Committee") as set forth herein; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT a Charter Review Committee is hereby created for the purpose of
reviewing the current City Charter for possible amendments and reporting any such
recommendations to the City Council; and
SECTION 2. THAT the number of members serving on the Committee shall be seven (7), with
each member of the City Council appointing one (1) member and the Mayor appointing the
Committee's chair; and
SECTION 3. THAT the members are as follows:
Chairperson: James Arnold
Jimmy Gomez
Shannon Spencer
Mike McDougal
Bill Curnow
Karen Gibson
Jeff Lansdell
SECTION 4. THAT the Committee submit a report with recommended charter amendments to
the City Council on June 8, 2021 in order for the City Council to timely consider the
recommendations for a potential charter amendment election; and
SECTION 5. THAT prior to issuing a report, the Committee shall hold at least two (2) public
hearings regarding possible charter amendments, with at least one (1) of such public hearings
occurring in the evening; and
SECTION 6. THAT the Committee members shall serve until such time they deliver the
Committee's final report to the City Council. At such time, the Committee shall terminate and
disband
