HomeMy WebLinkAboutResolution - 030978B - Creates The Housing Advisory Committtee - 03/09/1978RESOLUTION WHEREAS, a large segment of the o ulation o the Ci,t of Lubbock, particular) 9 9 P p f Y Y families of modest means, is experiencing increasing difficulty in obtaining decent, safe and sanitary housing; and, WHEREAS, the City recognizes that the strong American tradition of homeownership is worthy of encouragement but is becoming increasingly difficult to attain; and, WHEREAS, the City desires that all of its citizens have the opportunity to occupy adequate housing; and, WHEREAS, there are local, state and federal resources and programs that can help satisfy housing needs; and, WHEREAS, proper use of complicated housing programs demands a high level of expertis and coordination; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT a Mayor's Housing Advisory Committee be, and is hereby, created to be composed of the individuals who serve in the following capacities: the Mayor of the City of Lubbock, who shall act as Chairman of the Committee; the Mayor Pro -Tempore or his designee, who shall act as the Vice -Chairman; the Community Development Coordinator; the Director of Planning; the Urban Renewal Agency Chairman, Executive Director and Relocation Director; the Lubbock Housing Authority Chairman and Executive Dir- ector; the President of the South Plains Mortgage Lenders Association; the President of the West Texas Homebuilders Association; the President of the Lubbock Board of Realtors; the President of the Lubbock Chapter of the American Institute of Arch- itects; the Chief Underwriter in the Lubbock Office of the Department of Housing and Urban Development; a designee of the Lubbock Community Services Commission; a designee of the Lubbock Apartment Association; and an ex -officio representative of the City Manager's office. The Committee shall adopt rules and procedures necessary to conduct business, including the creation of subcommittees as needed. The basic purposes of the Mayor's Housing Advisory Committee are to develop an under standing of the many housing tools available and to inform, and encourage action by, the public, private and non-profit organfzattons; including especially the organiza- tions from which the Committee members are drawn, which are in a position to increas the production of owner and renter housing in Lubbock for families of modest income. Other duties of the Committee include the provision of guidance in the development of the City's Housing Assistance Plan and in the attainment of the housing goals set forth in the Plan. The Committee shall exist for as long as the City Council determines a need for its services. Members of the Committee may be removed by the City Council at any time for just cause by majority vote.
