RESOLUTION
A RESOLUTION OPPOSING ANY ATTEMPT BY THE CONGRESS TO MANDITORILY INCLUDE
ALL NON -COVERED EMPLOYEES INTO THE SOCIAL SECURITY SYSTEM.
WHEREAS, a proposed amendment to the Social Security Act is currently
under study for consideration at the 1980 session of the Congress; and
WHEREAS, the proposed amendment would require universal participation in
the Social Security System; and
WHEREAS, pension plans for federal, state, and local government employees
and for employees of non-profit organizations have long provided excellent
service and security for many members of our community and for a great number
of people throughout the United States; and
WHEREAS, the proposed amendment to the Social Security Act, if enacted
would severly modify, or eliminate entirely, many good pension plans now in
existence which are of great benefit to federal, state, and local government
employees and to employees of non-profit organizations; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby goes
on record as opposing any attempt by the Congress to manditorily include all
non -covered employees into the Social Secruity System; and
SECTION 2. THAT a copy of this Resolution be forwarded to the Honorable
Mr. John Tower, U.S. Senator from Texas, the Honorable Mr. Lloyd Bentsen, U.S.
Senator from Texas, and the Honorable Mr. Kent Hance, U.S. Representative from
the Nineteenth Congressional District of Texas.

Dear Dirk:
Thank you for your recent correspondence
and the enclosed resolution expressing
the opposition of the Lubbock City Council
to proposals to mandate participation in
the social security system by those cur-
rently covered under other public
retirement systems. As you know, such
legislation is currently in the House
Ways and Means Subcommittee on Social
Security. It is my belief that such a
proposal would be of no significant help
to the social security system at this
time; therefore, under present circumstances,
I will oppose any such efforts.
