Replacement of traffic signal controller at 22nd Street and University Avenue: This controller was hit by a car on May 21, 1980. Funds are needed to match the insurance claim which will amount to $7,500. Total cost of a new digital controller will be approximately $10,500. The existing type of controller.is no longer available. Estimated cost ..... $3,000.00 2. Traffic equipment and material storage building; because of the space limitation in our existing Traffic Signal Building, additional enclosed storage is required for traffic signal equipment and materials. Our existing building is crowded and overloaded and is not an adequate facility to serve our current needs efficiently and in a cost saving operation for today's traffic signal maintenance and service needs. Purchase of two spare traffic signal controllers for maintenance purposes - One controller would serve as a replacement in case of a malfunction or emergency for the traffic signal the State Highway Department has installed on North University and on W. 4th Street at Loop 289 Service Roads. One controller would serve as a replacement in case of malfunction or emergency for the traffic signals the State Highway Department is proposing to install at South Quirt Avenue and the Slaton Highway (U.S. 84). Estimated cost ..... $22,000.00 4. Purchase of a replacement traffic signal controller for the intersection of 29th Drive and Brownfield Highway with the capability of being inter- connected to the adjacent railroad crossing gates. This would bring this signalized intersection up to standard as required in the State Manual on Uniform Traffic Control Devices. Estimated cost ..... $7,500.00 5. Intersection controller replacement - this is for the replacement of two actuated signal controllers that were originally installed in 1968. These controllers are beginning to become a constant maintenance problem. With this type of controller no longer being manufactured, parts and print boards are being more difficult to come by. Estimated cost ..... $22,000.00 6. Modification of the traffic signals at East Broadway and Avenue A and East Broadway and Idalou Road. We propose under this program to replace the existing span wire traffic signals to a mast arm signal installation with underground signal cable. We will be using the mast arms and the 12" signals that have been approved for removal in the downtown area. This is being recommended so that these two signal installations will be brought up to standards as provided for in the State Manual on Uniform.Traffic Control Devices. Estimated cost ..... $18,000.00 7. Updattng.Fire Station warning signals at the following: 1. On 50th Street Just West of Ave. U 2. On 50th Street just West of Utica Avenue 3. On University Avenue at 3rd Street. We propose to standardize the Fire Station warning signals at all three locations using equipment that is to be removed from the CBD area. This would bring the Fire Station warning signals up to standard as provided for in the Uniform Traffic Control Devices Manual. Estimated cost ..... $18,000.00 8. Traffic Street Markings: tnstallatlon of traffic buttons and vinyl street markings. This type of street and lane markings provide an increased traffic visibility and permanencythat will afford a greater degree of traffic safety. Also, we can expect less overall maintenance as to our street markings using this type of material. Estimated cost ..... $50,000.00 installation of railroad crossing protection devices at Santa Fe Railroad Crossing on Avenue U just North of Clovis Road. This pr¢ject was selected and is being recommended by the State Highway Department for modification or upgrading as to the railroad crossing devices. Since this crossing i's not on a designated urban Highway, the City will be required to pay 5% of the total installation cost. Estimated cost ..... $4-,000.00 10. Installation of.a flashing beacon at FM 2641 and North Quirt Avenue. This project has been approved by the State Highway Department as per the City's request. Estimated cost.....$3,000.00 11. installation of a separate Southbound right turn lane at 34th Street and Avenue Q. The State Highway Department has agreed to do the re- construction if the City would acquire the necessary additional right of way and relocate the traffic signal. D-5RR Enclosed herewith are two copies of a plan layout sheet and agreement with the railroad covering the installation of automatic grade crossing protec- tion devices at the above identified location. Also enclosed are two copies of the detailed estimate of cost in the total amount of $77,700.00. The estimate includes all material and labor required by the railroad and State forces to complete this installation. Please forward this estimate along with the above agreement and plan layout sheet to the local government and advise them that their contribution based on the total estimated cost is $3,885.00. The local government should for- ward their check, made payable to the State Treasurer, Account of Trust Fund No. 927, at this time. WITNESSETH: WHEREAS, the STATE and the RAILROAD propose to install highway - railroad grade crossing warning systems at the crossings shown on the lists marked EXHIBIT L, attached hereto and made a part hereof, NOW, THEREFORE, in consideration of the mutual undertakings as herein set forth .the 'parties hereto agree as follows: 1. RIGHTS. The RAILROAD hereby gives the*STATE and certain MUNICIPALITIES the right to install the grade crossing warning systems and to use the crossings across its property at the intersections of the track, highways and streets listed on EXHIBIT L.. 2. CONDITIONS. These rights, given hereby, shall not in any way conflict.or interfea with any'prior'or existing rights of the RAILROAD at the crossings. It is agreed that if there are future track modifi- cations at the crossings, the RAILROAD will restore the highways or streets to proper conditionaand restore the functional operation of the warning systems. 3. PLANS AND DESIGN. The STATE and the RA-ILROAD agree jointly to prepare plans and estimates based on specifications approved by the.STATE for the proposed grade crossing warning systems and after having been approved in writing by the STATE, 'said plans and estimates are to be marked EXHIBIT B which, by reference to, are to be made a -part hereof. 4. RESPONSIBILITIES. a. The RAILROAD, unless otherwise provided, shall make changes or alterations in the tracks, wire lines, drainage or other facilities located in the crossing rights-of-way which may be required by construction 1 D-5RR 5-11-79 Such.work will include continuous rail and road operation and'restoratibn'' to former condition upon completion of the projects. b. The STATE shall furnish the MUNICIPALITIES (with juris- diction over streets and roads not on the State Highway System as shown in EXHIBIT L), appropriate plans which shall be approved by signature upon these plans by the duly:authorized official representing the MUNICIPALITY, prior to any work done at the site of the project. c. The STATE shall make reimbursement to the RAILROAD for all approved work performed, as specified under paragraph 6, "PAYMENTS." The STATE will be reimbursed from Federal funds _for these projects; therefore,.the RAILROAD hereby agrees to abide by directives established under the following: (1)1. Federal Highway Administration, Federal Highway Program Manual (FHPM), Volume 1, Chapter 4, Section 3. (Reimbursement) (2) Federal Highway Administration, Federal Highway Program Manual`(FHPM), Volume 6, Chapter 6, Section 2, Subsection 1. "(Railroad -Highway Projects) (3) Federal Highway'Administration, Federal Highway Program Manual (FHPM),'Volume 6, Chapter 6, Section 2, Subsection 2. (Insurance) (4) Title VI of the Civil Rights Act of 1964. (5) State Department of Highways and Public Trans- portation current policies and practice'on.sub mission of plans, estimates. and billings.. and any supplements:thereto or revisions thereof, which, by reference hereto, are made a part hereof. 5. CONSTRUCTION. The STATE agrees to furnish such construction stakes and elevations as are.requred for the installation. The RAIL- ROAD shall commence the installation of the individual projects within two weeks after receipt of WORK ORDER.from the STATE for such individual projects, and shall proceed diligently to completion of the installation. Materials and labor required for the installation of the warning systems are to be furnished by the RAILROAD. Materials are to be of the kind and quality detailed in. the EXHIBIT B. Assembly of materials should be undertaken sufficiently in advance to assure prompt delivery to the job site. Payment for any expense whatsoever in connection with the project will be contingent upon issuance, of a WORK ORDER. D-5RR 2 5-11-79 a ,[ 6. PAYMENT - ACTUAL COST. Estimates for each individual projects shall be furnished to the STATE for review and approval prior to any installation work. These estimates shall be sufficiently detailed to show the work to be done and the materials to be installed. The RAILROAD may submit monthly bills of at least .$500.00.prepared in satisfactory form for work performed and materials installed. Payment will be made forasmuch as 90% of the costs detailed onthe bill. The RAILROAD will, in any event, submit a-complete.and final bill, including all costs, when the project is completed and the STATE will pay to the RAILROAD as much as 90% of the costs detailed on the bill. After .the final audit, the STATE will make a final payment of the re- maining balance due the RAILROAD. The RAILROAD may also request,. under current STATE policies, payment for materials in reasonable proximity to project, but not in.place. The RAILROAD shall retain adequate cost accounting records for auditing purposes for three years after the final -payment. 7. MAINTENANCE. The RAILROAD shall ma°intain and operate these highway. -railroad grade crossing warning aystems as installed and in accordance with the design of operation a''s shown in the EXHIBIT.B. No changes are to be made in the design, operation or location of the warning systems without the written approval of the STATE or MUNICIPALITY of jurisdiction. 8. All provisions concerning the.STATE which are stipulated herein, shall automatically cease and terminate.upon official completion of the - projects and payments of the final bill, where the crossings covered herein are not on the State'Highway System. The MUNICIPALITIES of jurisdiction in such case shall assume the rights of the STATE after payment of the final bill. 9 PROJECT ADDITIONS AND CANCELLATIONS:." Individual projects may. be added to or cancelled "from the EXHIBITS L attached hereto and made a part hereof with the mutual consent of the STATE and RAILROAD.
