BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed
to sign and submit a Step III Grant Application for Water Reclamation Improve-
ments under Federal Grant C-48-1252-13, a copy of which is attached herewith
and made a part hereof.
Passed by the City Council the 23rd day of October 1980.

steps to secure DHUD Flood Insurance coverage before applying for Step 3 grant assistance?
5. Will a Federal facility discharge to this wastewater treatment plant? (Refer to 40 CFR
35.925-16)
6. Does your waste discharge permit require treatment more stringent than secondary?
7. a. Is a pretreatment program required to be developed for this facility under 40 CFR

b. If a pretreatment program must be developed then the items required by 40 CFR
35.907(d)(1)-(9) must be submitted at this time, for grantees who will receive Step 3

payment should be no greater than the Federal share of costs incurred at the time the

NARRATIVE STATEMENT

1. All applicable federal, statuatory and regulatory requirements
as set forth in 40 CFR Part 30, Subpart C will be complied with.
2. The name, address and telephone number of the prime consultant
is listed below.

3. The City of Lubbock intends to utilize the consulting engineer-
ing firm of Parkhill, Smith & Cooper, Inc., as prime consultant for the
Step 3 phase of the project. This firm provided Step 2 engineering
services on the project and updated a Facility Plan prepared by the
City of Lubbock, and retaining the same firm for Step 3 work is in
accordance with 40 CFR 35.937-2(b) (2). A contract between the City
of Lubbock and Parkhill, Smith & Cooper, Inc., will be negotiated
in accordance with applicable portions of 40 CFR Part 35, including
appendices; the contract will be negotiated and submitted to the
Texas Department of Water Resources. EPA Form 5700-41, Cost or Price
Summary Format for Subagreements under U.S. EPA Grants will be submitted
along with the engineering contract.
Parkhill intends to subcontract construction testing to Terra
