HomeMy WebLinkAboutResolution - 709 - Recommend Route 15, I-27 Project - 02/12/1981AA:pc RFgnTJ1TT0V RESOLUTION #709 - 2/12/81 WHEREAS, construction is being completed on Interstate -27 to North Loop 289 in the City of Lubbock; and, WHEREAS, the extension of Interstate -27 through the City of Lubbock would alleviate traffic problems for persons coming to Lubbock, travelers using the highways passing through Lubbock, and would generally benefit -the traffic flow within the City of Lubbock; and, WHEREAS, the study and development of this project has continued and a route has been defined by the Texas Department of Highways and Public Trans- portation as "Route 15"; and, WHEREAS, the selection and development of Interstate -27 along "Route 15" is in the best interest of the citizens of Lubbock; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT completion of Interstate 27 is considered by us to be an essential element of Lubbock's transportation network and is included as a part of our Lubbock Comprehensive Plan and also part of the Lubbock Urban Transportation Plan. THAT "Route 15", subject to final cost -benefit analysis, appears to represent the most economic route in terms of land acquisition and relocation. It further represents a route that holds neighborhood splits to a minimum by utilizing a great deal of existing right-of-way and/or many large tracts of vacant land. THAT "Route 15" reduces necessary and subsequent urban renewal action adjacent to the project due to minimal disruption of residential neighborhoods as noted above. THAT "Route 15" as shown will create some excellent permanent boundaries for future Community Development assisted projects as might be planned by the City. THAT due to required traffic movements and to eliminate as much driver confusion as possible, and to insure the best compatibility with existing and proposed thoroughfare improvements, we recommend that full access -service roads and ramps be approved for the entire project. More specifically, we would recommend the following on "Route 15": a. We recommend on and off ramps (1/2 diamond) north of Municipal Drive. These ramps will provide the most direct and least confusing access from points north including the existing Loop 289 to the Central Business District. The inclusion of these ramps will allow in -bound traffic from the north full non-stop access to downtown Lubbock, as otherwise traffic will encounter (over a 2 mile distance on service roads off of the main lanes) stops at Erskine, Loop 289 and one set of railroad tracks. Further, necessary traffic signals and related equipment would have to be installed. Likewise, for outbound traffic from the south, without the ramps, stops would be required at 4th Street, Canyon Lake park road, Municipal Drive, one set of railroad tracks, Erskine and the frontage roads at Loop 289. Additionally, without these ramps, we substantially lose the effect- iveness of our Texas Avenue and Avenue H one-way pair system into and out of the Central Business District. The Texas Avenue and Avenue H one-way pair system is a recently completed improvement as part of our transportation improvement program. In addition, without these ramps, all coordination and effective implementation of the proposed 3rd Street and 4th Street one-way pair system would be lost, or at best, diminished. Considerable time and money has already been spent by both the City and the Texas Department of Highways and Public Transportation on the Texas Avenue and Avenue H and 3rd and 4th Streets systems. b. We recommend that egress from the main lanes (northbound) be routed to exit onto 14th Street instead of 13th Street as shown on "Route 15". This movement occurs in that section of the Interstate between Broadway and 19th Street. The basis for this recommendation is for better access to our existing one-way pair system that serves the interior of the Central Business District as well as to help eliminat the traffic congestion that will be occuring at Broadway and Avenue E. THAT the City Council of the City of Lubbock does hereby support and approve the selection and development of "Route 15" together with the suggest for development as hereinabove set forth.
