HomeMy WebLinkAboutResolution - 721 - Establishes Citizens Advisory Committee & Subcommittees - 02/12/1981JB:bs RESOLUTION RESOLUTION #721 - 2/12/81 WHEREAS, the City Council has received, in the past, the contributions of the Citizens Advisory Committee in studying capital improvement programs for the City of Lubbock; and WHEREAS, the services of the Citizens Advisory Committee can best be utilized if its composition and operation is clarified; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the previous resolutions establishing and governing the Citizens Advisory Committee are hereby repealed and replaced by this resolution. THAT a Citizens Advisory Committee is hereby created to be composed of a Chairman, appointed by the Mayor; the Chairman or his appointed representative of the following Boards which represent Departments of the City that are pri- marily involved in capital projects: Airport Board Cemetery Board Health Board Electric Utilities Board Library Board Civic Centers Board Parks and Recreation Board Transit -Advisory Board Water Resources Board in addition to the above, each Council member shall appoint six (6) members to the Committee one of whom shall be from the Water Resources Board, for a total complement of 40 members. THAT an Executive Committee of the Citizens Advisory Committee is es- tablished, to be composed of the Chairman of the Citizens Advisory Committee and the Chairman of each sub -committee listed below. The Executive Committee shall review reports from the sub -committees, establish rules of procedure for the Committee and sub -committees with the approval of the City Council and make a report to the City Council in such form and depth as may be requested by the City Council to assist the Council in the study of proposed capital improvement programs for the City of Lubbock. THAT sub -committees of the Citizens Advisory Committee are created as follows: Transportation Community and Municipal Facilities Public Health and Safety Finance Water Utilities The Chairman of the Citizens Advisory Committee shall appoint members to each sub -committee from the membership established by this resolution. Each t sub -committee shall elect one of its members as Chairman of the sub -committee who shall serve on the Executive Committee. The Citizens Advisory Committee, or any of its sub -committees, may from time to time invite interested citizens and elected or appointed officials of the City of Lubbock to participate in discussions concerning the Committee's work. The City Council shall establish the programs or subjects which the com- mittee is to study and the Council shall establish the date the study is to be completed and the dates that various reports are to be made to the Council. The Citizens Advisory Committee shall be activated for the period of time required to complete the study and make the recommendations requested by the City Council. The City Council may appoint a new Committee at any time, in its discretion, it feels a study and recommendation as to capital improvements for the City of Lubbock is needed. Appointments as Chairman and members of the Committee shall be for the duration of the activation of the Citizens Advisory Committee. The City Manager shall appoint a member of his staff to act as secretary of the Citizens Advisory Committee, other staff to act as liason for the sub- committees and shall provide all possible assistance to the Committee.
