HomeMy WebLinkAboutResolution - 2011-R0455 - Approve Recommendtions Of Board Of Health - 10/27/2011Resolution No. 2011—RO455 October 27, 2011 Item No. 6.12 RESOLUTION WHEREAS, the City Council of the City of Lubbock on August 25, 2011 voted to request that the City of Lubbock Board of Health (the "Board of Health") to explore certain issues related to the services provided by the City of Lubbock Health Department (the "Health Department"), and present its findings to the City Council; and WHEREAS, the Board of Health created a subcommittee that explored such issues related to the Health Department by reviewing facts, researching various proposals, and taking public comments, and WHEREAS, on October 21, 2011, the Board of Health reviewed the findings and recommendations of its subcommittee and passed its recommendation to the City Council on public health issues for the City of Lubbock, which said recommendation is attached hereto as Exhibit "A" and is incorporated as fully set forth herein (the "Recommendations"); and WHEREAS, the City Council has heard a presentation by the Board of Health reporting the Recommendations and desires to implement said Recommendations; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock, Texas does hereby approve and adopt the Recommendations and does hereby direct the City Manager to take necessary actions to implement the Recommendations. assed by the City Council this 27th day of October , 2011. TOM MARTIN, MAYOR TTEST: Garza, City Secretary ROVED AS TO nide' , Assistant City Manager toard of Health Recommendations. res 0.19.11 Resolution No. 2011-R0455 EXHIBIT A - RESOLUTION WHEREAS, The City Council determined that a 90 day moratorium concerning changes to the Lubbock Department of Health's provision of services for Sexually Transmitted Diseases, Immunizations and Surveillance of Infectious Diseases, was appropriate, AND WHEREAS, The City Council specifically charged the Lubbock Board of Health to provide a recommendation to the City Council on the best and most practical way for the Lubbock Department of Health to provide services for Sexually Transmitted Diseases, Immunizations and Surveillance of Infectious Diseases, AND WHEREAS, The Lubbock Board of Health appointed a Health Board Committee composed of knowledgeable professionals to study the specifics of the Lubbock Board of Health's charge from City Council, and thereafter make a recommendation to the said Board of Health, AND WHEREAS, The Health Board Committee has made its recommendation and reported to the Board of Health, and the Board has discussed and considered said recommendation and report. lKe-l"IA464 KIR a IM "A BE IT RESOLVED THAT, the Lubbock Board of Health RECOMMENDS that: 1. Immunization Services and Sexually Transmitted Disease Clinical services are essential public health services necessary to protect the citizens of Lubbock against disease, and these services will continue to be administered by and through the City of Lubbock and its designees (e.g., Health Authority, Board of Health Executive Director, etc.), AND FURTHER 2. The City of Lubbock, through its designee, will be an integral partner in the delivery of public health services to the citizens of Lubbock through direct administrative and functional oversight, including establishment of measurable quality assurance standards, AND FURTHER 3. The City of Lubbock will make every effort to locate and facilitate the delivery of public health services to the citizens of Lubbock in the most efficient and effective manner possible. 4. The City should give full financial and policy support to the completion of the steps needed for integrating the Health Department's surveillance programs and making available comprehensive community health profiles at the lowest feasible geographic level, which could call for a return to a fully staffed surveillance team in order to meet the minimal standard of care to carry out its mission. The Board does not support any fragmentation of Health Department services and believes that the STD, surveillance, and immunization should be restored to one central location. 6. If the present Health Department location at 19"' and Texas Avenue is determined to be insupportable in continued clinical operations the Board is supportive in identifying a new centralized location for services to be operated from.
