RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute ror
and on behalf of the City of Lubbock, an Amendment to a Contract, by and between the City of
Lubbock and Lutheran Social Services of the South from the Comprehensive Energy Assistance
Program (LEAP) for the Energy Crisis Program, and all related documents. Said amendment is
attached hereto and incorporated in this resolution as if fully set forth herein and shall be
included in the minutes of the City Council.

STATE OF TEXAS
CONTRACTOR OF LUBBOCK
AMENDMENT TO COMPREHENSIVE ENERGY ASSISTANCE PROGRAM
(CEAP) AGREEMENT BETWEEN THE CITY OF LUBBOCK AND
LUTHERAN SOCIAL SERVICES OF THE SOUTH
This amendment to Agreement is entered into this 14th day of July, 2011 between the
City of Lubbock, a Texas municipal corporation (hereinafter called "the City") and Lutheran
Social Services of the South, a non-profit organization (hereinafter called "Contractor").
WHEREAS, the Contractor and the City have previously entered into an Agreement
dated. February 10, 2011 (hereinafter called "the Agreement"); and
WHEREAS, the City and the Contractor hereby desire to amend said agreement.
NOW THEREFORE, the City and the Contractor hereby agree to amend the
Agreement as follows:
1) Paragraph II. B. 1.
City agrees to provide Contractor assistance from Comprehensive Energy
Assistance Program (CEAP) funds in an additional amount not to exceed
$50,000 in CEAP funds for the Energy Crisis Component from unused
Heating/Cooling Component funds in addition to the $645,021 in CEAP funds
previously granted in the agreement in return for Contractor performing the
activities set forth in this Contract as consideration for said funds.
2) Paragraph II. B. 2. 2nd paragraph.
The Community Services Block Grant (CSBG) funds shall be disbursed in the
amounts and at the time the funds are disbursed to the City by the State of
Texas. The City is not responsible for any amounts not distributed by the
State of Texas. CSBG funds shall be disbursed in the amount and at the time
funds are disbursed to the City by the State of Texas. The State of Texas has
made available up to 61.82 percent of funds in addition to the 42.46 percent
previously granted in the agreement. Therefore, the City shall disburse to the
contractor an additional $1756.
3) This amendment to the Agreement shall be effective upon execution. The
Remainder of the Agreement shall remain in full force and affect except as
changed herein.
Executed the 14th of July , 2011 as first written as affected as provided
herein.
