Unfortunately, funding considerations often mean that this component is not fully utilized. Citibus believes that a coordinated, community -wide approach to educating potential passengers will reap rewards. Citibus intends to use New Freedom funds to assist members of our community in learning how the use of transit can impact their lives by giving them additional mobility options and freedom of travel. Citibus' program focuses on awareness, knowledge, and skills, each of which builds upon the other. Key components include travel instruction and travel training. The position of Mobility Manager reflect the South Plains Region's Regional Coordination Plan finding that travel training and/or bus familiarization was an unmet need in the region. In developing the regional plan, all agencies and transportation providers agreed that getting information and instruction to transit users and potential users was an area where a great deal of improvement was needed. One of the earliest concerns the South Plains group had was how to teach consumers to know which vehicle they were supposed to board in the event that coordination of transportation services meant that more than one provider would have vehicles in specific areas. Additionally, given the fact that large numbers of our current passengers have various disabilities that makes learning a transit system a challenge, it has become increasingly obvious that a targeted approach to mobility instruction would be benefit in our area. Because of the broad community reach represented by the participants in the regional process, Citibus feels strongly that the members of the public who can benefit from a Mobility Manager at Citibus have been represented during the process. CONSENT AGENDA ITEM WSUBJECT: # Consider a resolution authorizing the City of Lubbock's Chief Financial Officer to execute a FY 2011 New Freedom Mobility Management Grant (Citibus). BACKGROUND DISCUSSION: The Federal Transit Administration has allocated $28,805 to The City of Lubbock/Citibus for a fiscal year 2011 New Freedom Mobility Management Grant. The funds will be used to fund a Mobility Manager position (Director of Transportation) at Citibus, to provide paratransit trips outside of the ADA a/ mile service area, and the Nite Ride Program. Citibus intends to use New Freedom funds to assist members of our community in learning how the use of transit can impact their daily lives by giving them additional mobility options and freedom of travel. The position of Mobility Manager reflects the South Plains Region's Regional Coordination Plan finding that travel training and/or bus familiarization was an unmet need in the region. The $28,805 that has been awarded is five months of the FY 2011 allocation. New Freedom funds are based on a formula using data from the FY 10 National Transit Database reports. Federal Transit Administration regulations require that all grants must be applied for and executed electronically. Therefore, the grant will need to be executed electronically by the City of Lubbock's Chief Financial Officer once it is approved by the City Council. FISCAL IMPACT: The $15,411 local match for this grant has already been included in the FY 2011 Citibus budget. Acceptance of this grant will result in no additional cost to the City of Lubbock. SUMMARY/RECOMMENDATION: The Transportation Advisory Board and Citibus recommend the approval of a resolution authorizing the City of Lubbock's Chief Financial Officer to execute the Federal Transit Administration FY 11 New Freedom Mobility Management Grant.
