RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to
execute for and on behalf of the City of Lubbock, an Enhancement Proposal related to
that Master Support Agreement dated May 26, 2005, by and between the City of Lubbock
and Tiburon, Inc. for the purchase and maintenance of a software upgrade for the public
safety computer system used by the Police Department Said Enhancement Proposal is
attached hereto and incorporated in this resolution as if fully set forth herein and shall be
included in the minutes of the City Council.

Subject: Enhancement Proposal (EP) -266236D: CopLogic Desk Officer Online Reporting System
Reference: The Master Support Agreement between City of Lubbock and Tiburon. Inc. dated May 26
2005.

Tiburon, Inc. is pleased to present the City of Lubbock (hereinafter, referred to as the "Client') with this
Enhancement Proposal to provide the CopLogic DORS (hereinafter, referred to as the "Proposal").
Scope Description and Responsibilities
Tiburon in conjunction with Coplogic will provide the Desk Officer Online Reporting System from
CopLogic. The CopLogic products and services to be provided are:

1 Setup for D :skOfftcer Online Reporting System (DORS)
1 Annual DORS Usage, Support, and Maintenance
The attached Exhibit 1, Statement of Work describes in detail each project task and associated completion
criteria and the responsibilities for each party.
Price Description
1) Firm Fixed Price:
Setup for DeskOflicer Online Reporting System (DORS) $17,500
• Implementation Assistance
• Setting up the interface to RMS/Report Writing Software
• Training
Annual DORS Usage, Support, and Maintenance $15,625
• Unlimited users, incident types, and report intake
• Unlimited customer support (phone and e-mail)
• Every update and upgrade released for DORS
• Hosting on Servers located at client site
TOTAL: $33,125

2) This Enhancement Proposal includes a one (I) year warranty per the terms of the CopLogic
Maintenance Agreement. The warranty begins on the date of installation.
3) The Tiburon Annual Maintenance amount will increase by $15,625 for the Desk Officer Online
Reporting System annually effective the next maintenance period. The $15,625 will be included with
the annual maintenance invoice. This amount may be subject to an annual increase not to exceed 5%.
4) This Proposal does not include any taxes levied by a government agency. Taxes, if applicable are the
sole responsibility of the Client.
Effective Date and Payment Schedule
I) The work described herein will be scheduled to commence at a mutually agreeable date after Client's
acceptance of this Proposal.
2) Payment Schedule:
• 50% Upon Tiburon receipt of the signed acceptance of the Enhancement Proposal.
• 50% Upon achievement of the Completion Criteria.
3) The proposed application is hosted by CopLogic on CopLogic servers in one or more CopLogic
facilities.
4) The connection to the Tiburon application is into ARS. Any mention in any CopLogic
documentation to a connection to RMS is incorrect. There is no RMS connection; the connection is
to ARS.
5) The Client must provide any/all table extract data required by CopLogic. If necessary, Tiburon can
extract the data at additional cost.
6) The CopLogic maintenance agreement will be delivered as a part of this project. A signed
maintenance agreement will be required at project completion.
7) CopLogic is the point of contact for technical issues related to the Desk Officer Online Reporting
System. Tiburon does not provide technical support for the Desk Officer Online Reporting System.
8) Client's acceptance of this Proposal in the signature block provided below, authorizes Tiburon to
proceed with the work described herein and cunfums funding will be obligated. Any requisite
contractual documents required by Client's purchasing procedures are the responsibility of the Client.
9) The terms and conditions of this Enhancement Proposal and the Agreement referenced herein prevail
regardless of any conflicting or additional terms on any Purchase Order or other correspondence.
Any contingencies or additional terms obtained on any Purchase Order are not binding upon Tiburon.
All Purchase Orders are subject to approval and acceptance by Tiburon.
10) This fixed price Proposal is valid through April 30, 2011 unless otherwise modified by Tiburon in
writing prior to Client's acceptance.

Completion Criteria
This work will be considered complete once Tiburon/CopLogic has provided the Client with the initial
HTML pages. If Client does not confirm completion with a sign off letter presented by the Tiburon
project manager within ten (10) business days of submittal of such letter, or otherwise notifies Tiburon in
writing why completion sign -off has not been provided any final invoice(s) will be issued and will be
payable in accordance with the payment terms of this Enhancement Proposal.

Tiburon & CopLogic Responsibilities
1) Set-up Reference Data within Desk Officer Online Reporting System.
2) Provide sample Operational Directives and Deployment Strategies.
3) Test the ARS interface connection.
4) Install Client Agency onto Production Servers.
5) Build the Automatic Report Bridge.
6) Training Web Session: Administrator (3 hours).
7) Training Web Session: Train -the -Trainer for Review Module (2 hours).
8) Provide initial HTML pages.
Client Responsibilities
1) Designate a person to be the principal point of contact for all technical questions and administrative
arrangements relating to this Enhancement Proposal.
2) Provide servers in accordance with CopLogic specifications.
3) Provide VPN access to Tiburon development personnel.
4) Assist CopLogic with Set-up of Reference Data within Desk Officer Online Reporting System.
5) Test the ARS interface connection with CopLogic.
6) Provide input to CopLogic for building the Automatic Report Bridge.
7) Test the Automatic Report Bridge.
8) Assign staff to participate in Training Web Session: Administrator (3 hours)
9) Assign staff to participate in Training Web Session: Train -the -Trainer for Review Module (2 hours).
10) Launch application.

TITLE: Yearwood — Software purchase for enhancement of Tiburon
CopLogic Application.
SUBJECT: Consider a resolution authorizing the Mayor to execute Contract
IC134with Tiburon, Inc., for Enhancement Proposal 266236D for
the CopLogic DeskOfficer Online Reporting System for the Police
Department.
ITEM SUMMARY: The Police Department uses Tiburon software for records
management and dispatch functions. Tiburon in conjunction with
CopLogic provides the Desk Officer Online Reporting System
(DORS) from CopLogic. CopLogic was created to assist agencies
in becoming more efficient and make better use of available
resources. CopLogic assists citizens and law enforcement agencies
by allowing citizens to self-report low priority incidents (gas theft,
rental property theft, stolen property, etc). These reports are
reviewed by police supervisors and are either approved for entry
into the police records systems or returned to the citizen for
additional required information. The total project includes license
fees, training, services, and equipment as specified in the
agreement.
FISCAL IMPACT: Funding for the purchase of this software is through the FY 2010
Edward Byrne Memorial Justice Assistance Grant (JAG) for
$33,125. The Tiburon Annual Maintenance amount will increase
by $15,625 annually effective the next maintenance period. The
$15,625 will be included with the annual maintenance invoice.
This amount may be subject to an annual increase not to exceed
5%.
