RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, an Amendment to a Contract, by and between the City of
Lubbock and Catholic Family Services from the Comprehensive Energy Assistance Program
(CEAP) for the Co -pay Utility Assistance Program, and all related documents. Said amendment
is attached hereto and incorporated in this resolution as if fully set forth herein and shall be
included in the minutes of the City Council.

STATE OF TEXAS
CONTRACTOR OF LUBBOCK
AMENDMENT TO COMPREHENSIVE ENERGY ASSISTANCE PROGRAM
LEAP AGREEMENT BETWEEN THE CITY OF LUBBOCK AND
CATHOLIC FAMILY SERVICES
This amendment to Agreement is entered into this 28th day of April, 2011 between
the City of Lubbock, a Texas municipal corporation (hereinafter called "the City") and
Catholic Family Services, a non-profit organization (hereinafter called "Contractor").
WHEREAS, the Contractor and the City have previously entered into an Agreement
dated February 10, 2011 (hereinafter called "the Agreement"); and
WHEREAS, the City and the Contractor hereby desire to amend said agreement.
NOW THEREFORE, the City and the Contractor hereby agree to amend the
Agreement as follows:
1) Paragraph II. B. 1.
City agrees to provide Contractor assistance from Comprehensive Energy
Assistance Program (LEAP) funds in an additional amount not to exceed
$34,800 in CEAP funds in addition to the $40,600 in CEAP funds previously
granted in the agreement in return for Contractor performing the activities set
forth in this Contract as consideration for said funds.
2) Paragraph II. B. 2. 2nd paragraph,
The Community Services Block Grant (CSBG) funds shall be disbursed in the
amounts and at the time the funds are disbursed to the City by the State of
Texas. The City is not responsible for any amounts not distributed by the
State of Texas. CSBG funds shall be disbursed in the amount and at the time
funds are disbursed to the City by the State of Texas. The State of Texas has
made available an additional 21.11 percent of funds in addition to the 21.35
percent previously granted in the agreement. Therefore, the City shall
disburse to the contractor up to 42.46 percent of the total amount of CSBG
funds or $4246.
3) This amendment to the Agreement shall be effective upon execution. The

changed herein.
