RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Chief Financial Officer of the City of Lubbock, Andy Burcham, is
hereby authorized and directed to execute for and on behalf of the City of Lubbock, an
application for the Federal Transit Administration FY 2010 Section 5309 Discretionary
Grant # TX -04-0069-00 in the amount of $750,000.00 to be used to fund one replacement
vehicle for Citibus' fixed route fleet with the Federal Transit Administration, and all
related documents. Said application is attached hereto and incorporated in this
Resolution as if fully set forth herein and shall be included in the minutes of the Council.

This project will fund one replacement vehicle for Citibus' fixed route fleet. The vehicle that is being replaced is a
1996 RTS. The new vehicle will be a 35, low -floor, hybrid electric bus. The remaining funds from this project will
be combined with other monies to be used to purchase additional vehicles in the future.
The funding for this project comes from an FY2010 Section 5309 earmark.
Citibus will use Transportation Development Credits as the local match for this project. These TDCs have been

previously awarded in Minute Orders 108381 and 108795; these minute orders are attached. The amount of the
TDC request is calculated as follows:
Total Amount of Grant - $750,000 (83/17)
FTA Amount = $750,000 x .17 = 127,500
Total TDC's to be used = 127,500
The transportation development credit balance for minute order 108795 is now 36,114 which will be used on a
grant at a later date.
This project has been programmed in the TIP, which is attached.

credits as cited by Minute Order 108795.
The amount of the TDCs is calculated as follows:
Total Amount of Grant - $750,000 - $556,811 = $193,189 (83117)
Price of Hybrid/Electric Bus - $556,811 (83117)
Price of Hybrid/Electric Drive - $210,000 (90/10)
FTA Amount = $193,189 x .17 = 32,842
$556,811 - $210,000 = $346,811
$346,811 x .17 = 58,957
$210,000 x.10 = 21,000
