RESOLUTION
WHEREAS, the Coronavirus Disease 2019 ("COVID-19") pandemic caused numerous
public health and economic issues throughout the United States, including in the City of Lubbock
("City"); and
WHEREAS, on March 27, 2020, the President signed into federal law the Coronavirus
Aid, Relief, and Economic Security Act ("CARES Act"), which established the Coronavirus
Relief Fund; and
WHEREAS, on March 11, 2021, the President signed into federal Lm the .\i:icrican
Rescue flan Act ("ARPA"), which established the Coronavirus State Fiscal Recovcry l .u: l and
C�oro;la. iris Local hiscal Recovery Funds ("CLFRF Fund"), which together mai:c tr) the

WHEREAS, pursuant to the SLFRF program, the United States Department n:`lrc�t�t.ry
has provided the City with a direct payment from the CLFRF Fund to cove:- certain ::opts, «lii:::1
includes the requirement of the obligation of funds by December 31, 202,1 :or follo\t ing uses:
(1) To respond to the public health emergency with respect to the Coronavirus Disease
2019 (COVID-19) or its negative econot-nic impacts, including assistance to hoti� 11olc'.s,
small businesses, and nonprofits, or a:d to impacted industries such pis tourism, irm cl,
and hospitality;
(2) To respond to workers perforirEi�; c scntial work during the CC\1:)-19 public
emergency LN 1�.ovlding premium pad :o clis-ilile workers of the nictropolitan city, r.o:l-
entitlement r:.ut oc,,d government, or ccnu.ity that are performing such esscn'Ua Nvorlt
or by provicii'I r, .n's tr; r'Illflovcrs that have eligible workers who perfor_11
essential work;
(3) For the provision of"�Iov� rnment services to the extent of the reduction in revenue of
such metropolitan c;t}, non-c:.titicanent of local government, or county due to [lie
COVID-19 public health resat: % e to revenues collected in the most rec: at Mal
fiscal year of the met-opolitan cit) , non -entitlement unit of local government, or county
prior to the emergency; and
(4) To make necessary investments in water, sewer, or broadband infrastructure; and
WHEREAS, the City is a metropolitan city as defined by section 5302(a)(4) of the
IIousing and Community Development Act of 1974 (42 U.S.C. § 530 (a)(4)); and
WHEREAS, the City of Lubbock has experienced significci:ii jowth and development
in the western most areas of the Lubbock municip I lim:ts includino the area surrounding the
Reese Center that exceeded expectations of the City 's vti atcr :it,.stcr �l .n creating the necessity
to design and develop major water utility infrastructure upgrades to meet the growing population
and water distribution needs ("West Lubbock Water System Expansion Project"); and
WHEREAS, the West Lubbock Water System Expansion Project, as a water distribution
infrastructure expansion project, qualifies as a water infrastructure project that qualifies under
the American Rescue Plan Act and the SLFRF program;
WHEREAS, the City believes it to be in the best interest of the City of Lubbock to have
a policy to first allocate all remaining ARPA funds to the City to the West Lubbock Water System
Expansion Project. NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT it is the policy of the City of Lubbock to allocate all ARPA funding expended
after December 31, 2024 to the West Lubbock Water System Expansion Project.
T1 IAT the City Manager is hereby directed to take the appropriate and necessary action
to iinll k mcn' tLi� policy ensuring that all ARPA funding not previously allocated, and to be
cxpc:icicd after December 31, 2024, be allocated to the West Lubbock Water System Expansion
Project.
