RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE. CITY OF LUBBOCK:
THAT the Director of fiscal Policy of the City of Lubbock is hereby authorized
and directed to execute for and on behalf of the City of Lubbock, the FY 2011 Section
5308 Clean fuels Grant #TX-58-0007-00 with the federal Transit Administration, and all
related documents. Said grant is attached hereto and incorporated in this Resolution as if
fully set forth hercin and shall be included in the minutes of the Council.

This funding will subsidize the purchase of four (4) 35' Gillig Hybrid Electric buses, which will replace four (4)
1996 NovaBus RTS buses that have surpassed their useful lives. These buses will be utilized in Citibus' fixed
route service.

released on November 17, 2011. Specifically, the project is identified under the Clean Fuels program and entails
a $2,000,000 federal award. See attachment for scan of FTA awards.
Citibus will utilize Transportation Development Credits (TDCs) as the local match for this project. It is anticipated
that these TDCs will be awarded by the Texas Transportation Commission during their January 2012 meeting; a
minute order is forthcoming. The amount of TDCs will be calculated and awarded as follows:
Total Amount of Grant - $2,000,000 (83% Fed/17% Match)
FTA Amount = $2,000,000 x 17% = 340,000
Total TDCs to be used = 340,000
This project has been programmed in the Lubbock Metropolitan Planning Organization's TIP, which is attached.

Department of Labor certification is requested no later than two weeks prior to that date.
We request that DOL fax the 13(c) certifications when they have been issued, as the mail
delay can be a week or more. Please establish a time schedule for negotiations pursuant

# Consider a resolution authorizing the City of Lubbock's Chief Financial Officer to
execute a Federal Transit Administration FY 2011 Section 5308 Clean Fuels Grant,
#TX-58-0007-00. (Citibus)
BACKGROUND DISCUSSION:
The Federal Transit Administration has allocated $2,000,000 to The City of
Lubbock/Citibus as part of a Section 5308 Clean Fuels Program Grant, #TX-58-0007-00.
The fiends will be used to purchase three hybrid -electric buses, which will replace route
buses that have exceeded their useful life. The new buses will be used for the Texas Tech
University service. Citibus will replace six 35' RTS buses with the 35' low -floor, hybrid -
electric buses. The remaining funds left in the Section 5308 grant will be combined with
other grant funds to purchase a fourth bus once those funds are identified.
The clean fuels program has a two -fold purpose. First, the program was developed to
assist nonattainment and maintenance areas in achieving or maintaining the National
Ambient Air Quality Standards for ozone and carbon monoxide (CO). Second, the
program supports emerging clean fuel and advanced propulsion technologies for transit
buses and markets for those technologies. Grants under this section are to assist recipients
to finance eligible projects such constructing or leasing clean fuel bus facilities or
electrical recharging facilities and related equipment or projects relating to clean fuel,
biodiesel, hybrid electric, or zero emissions technology buses that exhibit equivalent or
superior emissions reductions to existing clean fuel or hybrid electric technologies. Funds
made available under this program cannot be used to fund operating expenses or
preventive maintenance.
Federal Transit Administration regulations require that all grants must be applied for and
executed electronically. Therefore, the grant will need to be executed electronically by
either the City of Lubbock's Chief Financial Officer or the Citibus General Manager once
it is approved by the City Council.
FISCAL IMPACT:
Transportation Development Credits from the Texas Department of Transportation will
allow for the Federal Transit Administration funds to be used at 100%, meaning no local
match will be required.
SUMMARY/RECOMMENDATION:
The Lubbock Public Transit Advisory Board and Citibus recommends the approval of a
resolution authorizing the City of Lubbock's Chief Financial Officer to execute the
