RESOLUTION
WHEREAS, the City Council of the City of Lubbock hereby declares its intent
consider the designation of a Reinvestment Zone within the City of Lubbock, wh
Reinvestment Zone is more fully described in the "Notice of Intent" attached hereto
Exhibit A and made a part hereof for all purposes; and
WHEREAS, the City Council of the City of Lubbock is authorized to establis:.
Reinvestment Zone by authority of Chapter 312 of the Tax Code; and
WHEREAS, the Tax Code requires a Notice of Intent to be sent to the governing
body of each tax unit that levies real property taxes on the property described in Exhibit
A (except school districts, which may not participate in Chapter 312 tax abatements) not
less than seven (7) days before a hearing on creation of a Reinvestment Zone; and
WHEREAS, the City Council of the City of Lubbock does hereby authorize a
public hearing to be conducted upon the establishment of said Reinvestment Zone be
conducted at 9:30 A. M. on October 13, 2011, in the City Council Chambers of the City
of Lubbock at 1625 131h Street, Lubbock, Texas, after proper notice is given in
accordance with Chapter 312, Tax Code; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council hereby orders that a public hearing be
conducted at 9:30 A. M. on October 13, 2011, at the City Council Chambers of the City
of Lubbock at 1625 13th Street, Lubbock, Texas, pertaining to the proposal of the City
Council to establish a Reinvestment Zone as indicated on the Notice of Intent attached
hereto as Exhibit A.
SECTION 2. THAT the Notice of Intent attached hereto as Exhibit A be delivered
by the City Manager or his designee to the governing body of all taxing units levying real
property taxes on the property described in said Exhibit A not less than seven (7) days
prior to the date of the public hearing.
SECTION 2. THAT the City Manager, or his designee, cause publication of
notice of the public hearing on this proposed designation of a Reinvestment Zone not less
than seven days prior to the date of the hearing in a newspaper of general circulation in
the City of Lubbock.

NOTICE OF INTENT
TO
DESIGNATE REINVESTMENT ZONE
WHEREAS, the City Council of the City of Lubbock hereby declares its intent to
consider the designation of a Reinvestment Zone within the City of Lubbock, which
Reinvestment Zone is more fully described in the property description described herein;
and
WHEREAS, the City Council of the City of Lubbock is authorized to establish a
Reinvestment Zone by authority of Chapter 312 of the Tax Code; and
WHEREAS, the Tax Code requires a Notice of Intent to be sent to the governing
body of each tax unit that levies real property taxes on the property described below and
depicted on the map labeled A -I (except school districts, which may not participate in
Chapter 312 tax abatements) not less than seven (7) days before a hearing on creation of a
Reinvestment Zone; and
WHEREAS, the City Council of the City of Lubbock has hereby authorized a
public hearing to be conducted upon the establishment of said Reinvestment Lone be
conducted at 9:30 A. M. on October 13, 2011, in the City Council Chambers of the City
of Lubbock at 1625 13`h Street, Lubbock, Texas.
The proposed boundaries of said Reinvestment Zone are as follows:
METES AND BOUNDS DESCRIPTION OF TWO TRACTS OF LAND THAT MAKE
UP THE LUBBOCK RAILPORT REINVESTMENT ZONE.
METES AND BOUNDS DESCRIPTION of a 170.53 acre tract of land located in Section
38, Block D, Lubbock County, Texas, being further described as follows:
BEGINNING at a "PK" nail found at the Southwest corner of this tract which bears N.
88133'49" W. a distance of 5287.13 feet from the Southeast corner of said Section 38;
THENCE N. 1 °04'04" E., along the centerline of a paved county road, (old U.S. 87) a
distance of 1825.72 feet to a point of intersection;
THENCE Northeasterly, along said centerline, along a curve to the right, said curve
having a radius of 2864.60 feet, a central angle of 10°07'00", a chord bearing of N.
6°08'40" E., and a chord distance of 505.14 feet to a point of intersection;
THENCE N.11012'08" E., continuing along said centerline a distance of 309.80 feet to a
point of intersection;

38, Block D, Lubbock County, Texas, being, the North portion of that 301.648 acre tract
of land recorded in Volume 7108, Page 73 Real Property Records of Lubbock County,
Texas, being further described as follows:
BEGINNING at a cross chiseled on concrete found in the centerline of a paved county
road, (old U.S. 87) at the Southwest corner of this tract which bears N. 88°33'49" W. a
distance of 5179.77 feet and N. 01°26' 11" E. a distance of 2813.69 feet from the
Southeast corner of said Section 38, Block D, Lubbock County, Texas;
THENCE Northeasterly, along said centerline, along a curve to the left, said curve having
a radius of 2864.99 feet, a central angle of 05°54'38", a chord bearing of N.04°38' 18" E.,
and a chord distance of 295.42 feet to a point of intersection;
THENCE N. 1 °44'07" E., continuing along said centerline a distance of 343.52 feet to a
point of curvature;
THENCE Northeasterly, continuing along said centerline, along a curve to the right, said
curve having a radius of 1432.39 feet, a central angle of 25 °00'00", a chord bearing of

Notice is further given that the tentative plans for development and the estimate of
the general impact of the proposed zone on property tax revenue are as follows:
This location is the same as the location of the LIA North Reinvestment Zone
designated by the City of Lubbock Ordinance No. 2006-00108 which expires October
27, 2011. Lubbock Economic Development Alliance (LEDA) continues to be interested
in obtaining and developing marketable sites in Lubbock for industrial businesses. The
investment will vary according to the business recruited and therefore the estimated
annual tax revenues from real and personal property on this development inclusive of all
taxing entities is unknown. It is possible that tax abatements may be proposed for a
portion of the increased value.
