RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized to approve on
behalf of the City of Lubbock, those certain Civic Lubbock, Inc. first period grants for
2011, in the amounts recommended and set forth as such in Exhibit "A" attached hereto
and incorporated fully herein by reference.
The City Manager or her designee is further authorized to complete and execute any
routine documents required in connection therewith.

1106-001 National Cowboy Symposium & Celebration, Inc.
National Cowboy Symposium & Celebration
Amount Requested: $25,000
Amount Recommended: $15,000
The National Cowboy Symposium & Celebration requested $25,000 to assist with bringing
in nationally recognized headline entertainers Sons of the San Joaquin and other performers
and presenters for the 23`d Annual Cowboy Symposium and Celebration to be held on
September 8-11, 2011 at the Lubbock Memorial Civic Center. In addition, these funds will
assist with the advertising and promotion. Over 100 performers and participants (poets,
musicians, storytellers, panelists, chuck wagon cooks, and special presenters) will appear at
this year's Celebration.
Committee Comments:
• Project has strong artistic and cultural merit
• There is a good history of bringing tourists to Lubbock and generating room nights
• Applicant has partnered with two local hotels
• Application indicates new event components, such as the Youth Wild West Day and
special activities dedicated to the Sons of the Pioneers, which keeps the event fresh
and encourages past attendees to come back as well as generate new attendees
• Application indicates strong marketing plan for outside the area and region;
Applicant is working with Visit Lubbock to develop new advertising and
promotional opportunities to encourage additional tourism
• Cultural Arts Grant funds recommended ($15,000) will be used towards the cost of
Promotion/Publicity ($5,000) and Professional Services — Artist Fees ($10,000)
1106-002 Lubbock Moonlight Musicals, Inc.
Moonlight Dinner Theatre Series
Amount Requested: $28,000
Amount Recommended: $20,000
Lubbock Moonlight Musicals requested $28,000 to assist with costs associated with the
presentation of the Moonlight Dinner Theatre Series to be held on various dates between
September 2011 and April 2012 at the Lubbock Memorial Civic Center. Last year the
performances of While Christmas were so successful, Moonlight Musicals decided to
expand the offerings to four different productions throughout the year. The large-scale
musical theatre productions to be presented include Forever Plaid, White Christmas, Songs
for a New World and Camelot. Funds requested are to cover the cost of Costume and Set
Designers, Facility Rental, Security and Set Materials.
Committee Comments:
• Project has strong artistic merit
• Great concept — a combination of family -friendly musical theatre and a dining
experience
• Application indicates a plan to market the performances to tour bus companies to
generate tourism; also includes advertising in statewide publications and on state
tourism websites
• These musicals will be a good replacement for the First United Methodist Church
annual musical that will no longer take place
• Cultural Arts Grant funds recommended ($20,000) are to be used to towards the cost
of Professional Services — Costume and Set Designers ($8,000), Supplies/Materials —
Set Materials ($5,000) and Facility Rental ($7,000)
1106-003 Ballet Lubbock
The Nutcracker 2011
Amount Requested: $ 9,000
Amount Recommended: $ 6,500
Ballet Lubbock requested $9,000 to assist with the production of "The Nutcracker 2011",
which will be performed December 9-11, 2011. The funds requested are for costs associated
with advertising and choreography fees. The production features original choreography and
is a full length, classical ballet with guest artists and approximately 150 local and regional
dancers. Guest artists will include New York City Ballet Soloist, Amar Ramasar and Ballet
Lubbock alumna, NaTalia Johnson.
Committee Comments:
• Project has strong artistic merit
• Guest artists provide mentoring and educational opportunities for the younger local
dancers
• Application indicates a good marketing plan outside the region
• Applicant has partnered with a local hotel
• Application indicates strong foundation and corporate support
• Applicant plans to use the zip code data provided by Select -a -Seat to help track
tourism
• Cultural Arts Grant funds recommended ($6,500) will be used towards the cost of
Promotion/Publicity and/or Choreography Fees

1106-004 Lubbock Community Theatre, Inc.
Lubbock Community Theatre Fail Season 2011-2012
Amount Requested: $ 7,000
Amount Recommended: $ 4,000
The Lubbock Community Theatre requested $7,000 to assist with various production costs
associated with the presentation of three productions for their Fall Season of plays for 2011-
2012. The three productions will consist of two (2) season productions and one (1)
children's production and will take place at the Boston Ave Theatre. The requested funds
would cover costs associated with actors, directors and designers, production supplies and
materials and advertising/promotion.
Committee Comments:
• Project has strong artistic merit
• Applicant uses audience questionnaires to plan marketing strategies and track out of
town attendees; their ticketing system also helps track visitor information using zip
code information
• Application indicates they will continue to post all performances on the Visit
Lubbock website and other tourism websites
• Applicant needs to include the names of the productions in future grant applications,
which may require earlier planning by the organization; this information helps the
Committee when reviewing and evaluating the application
• Cultural Arts Grant funds recommended ($4,000) are to be used towards the cost of
Promotion/Publicity
1106-005 Lubbock Roots Historical Arts Council
The Arts Roast of TJ Patterson
Amount Requested: $4,200
Amount Recommended: $1,500
The Lubbock Roots Historical Arts Council requested $4,200 to assist with the presentation
of "The Arts Roast of TJ Patterson" to be held on September 25, 2011 at the Lubbock
Memorial Civic Center. In addition to the Roast of TJ Patterson, the event will feature the
Black Creativity on the Plains Traveling Exhibit. This exhibit will showcase the work of
more than 30 local African American artists and include over 60 works of art. It is the
largest collection of works by African American artists living in Lubbock ever assembled.
There will also be performances by several nationally recognized performing artists
originally from Lubbock
Committee Comments:
• Project has strong artistic merit
• This is a first time event with no history of generating room nights, however
attendees are expected from all over the state due to TJ Patterson's involvement and

leadership with various state organizations; good opportunity to generate tourism and
room nights
Committee encourages the applicant to make sure the event is promoted within the
Lubbock community in addition to their plans to market the event outside the
Lubbock area
Committee would like the applicant to think about creating an opportunity for the art
work to be exhibited longer than one night, perhaps at the Underwood Center for the
Arts or the Buddy Holly Center, if exhibition space is available
Cultural Arts Grant funds recommended ($1,500) are to be used for
Promotion/Publicity ($1,200) and towards Professional Services — Artist Fees ($300)
1106-006 Louise Hopkins Underwood Center for the Arts
First Friday Art Trail
Amount Requested: $13,589
Amount Recommended: $10,000
The Louise Hopkins Underwood Center for the Arts requested $13,589 to fund marketing
efforts for the First Friday Art Trail. This event will be held monthly from September of
2011 through August of 2012, is free to the public and provides artists an opportunity to
present their art form to patrons of all ages. The requested funding would be used to
showcase Lubbock's cultural scene, provide information to travel planners, enhance
offerings to convention goers, and promote our regional artists.
Committee Comments:
• Project has strong artistic component; unique event
• Event has grown significantly since its inception in 2004; Over 32,400 individuals
per year are participating in the event
• Tourism numbers as shown on the application continue to indicate steady growth
• Project creates great exposure for the venues and the artists
• Application indicates strong marketing plan for advertising outside the region as well
as strong use of websites and social media
• Cultural Arts Grant funds recommended ($10,000) will be used towards the cost of
Promotion and Publicity
• Grant funds were considered for the entire year long program; future applications for
this timeframe may not be considered

1106-007 Lubbock Christian University
Master Follies 2012
Amount Requested: $ 5,300
Amount Recommended: $ 2,500
Lubbock Christian University requested $5,300 to assist with the funding of professional
musicians for the presentation of "Master Follies" which will be held on February 3-4, 2012.
Master Follies involves over 100 college age students who participate in creative
performances including 8-10 musical numbers and 8 five-minute parodies involving show
themes, lyrics, choreography, costuming, and plot development.
Committee Comments:
• Project has strong artistic merit
• Application indicates a good history of attendance as well as a good history of tickets
sold to out-of-town attendees
• Marketing to alumni and families of current students creates a good opportunity for
overnight stays; the Committee would recommend that applicant also promote the
event to the general public, both locally and in area towns
• Applicant plans to block rooms at several local hotels
• Cultural Arts Grant funds recommended ($2,500) will be used towards the cost of
Professional Services — Professional Musicians
1106-008 Lubbock Christian University
Rodgers and Hammerstein's "Cinderella" Musical Production
Amount Requested: $ 6,050
Amount Recommended: $ 3,000
The Theatre area within the Community/Fine Arts Department of Lubbock Christian
University requested $6,050 to assist with costume/wig rental and shipping for the fall
musical production of Rodgers and Hammerstein's "Cinderella" which will be held on
October 7-8, 2011. The production will be held in conjunction with LCU's Parent/Family
Weekend festivities and will include a cast and crew of over 45 and an orchestra of 22-25
musicians.
Committee Comments:
• Project has strong artistic merit
• Presenting a production that has appeal to children will help introduce more children
to live theatre
• AppIication indicates a good marketing plan outside the region to include travel
websites and area newspapers in our region and in New Mexico
• Application indicates a good plan to track tourism and overnight stays
• Cultural Arts Grant funds recommended ($3,000) will be used towards the cost of
Rentals — Costumes and Wigs

1106-009 Fiestas del Llano, Inc.
Fiestas Patrias 2011— A Celebration of Art and Culture
Amount Requested: $10,000
Amount Recommended: $ 4,700
Fiestas del Llano requested $10,000 to assist with costs associated with providing the stage,
sound system and crew necessary for the performance of local and national performers.
Fiestas Patrias 2011 will be held September 15-18, 2011 and will celebrate and emphasize
Hispanic history, music, art and culture. The event will also feature a photographic display
and children will have the opportunity to create their own traditional art projects.
Performances will feature traditional Ballet Folklorico dance and Mariachi music as well as
Tejano, Norteno and Salsa style music performed by local, regional and nationally known
artists.
Committee Comments:
• Project is a multi -day festival which has the potential to generate overnight stays
• Project has strong cultural components, including art, photography, music and dance
• The opportunity for youth to create art projects is a good component to the event
• Application indicates strong in -kind support from local and area media; indicates
plan to promote the project statewide through several tourism websites and in
Midland/Odessa, Amarillo and Eastern New Mexico
• While the outdoor festival component of Fiestas Patrias was cancelled in 2010, the
Committee is still concerned with the significant drop in event attendance and
tracked room nights generated over the last few years prior to 2010 as reflected in the
application. The Committee recommends that the applicant continue to look for new
and fresh ideas to reinvigorate attendance
• The Committee is recommending that grant funds awarded go towards the cost of
Promotion and Publicity rather than the sound/stage equipment
• Cultural Arts Grant funds recommended ($4,700) are to be used towards the cost of
Promotion and Publicity
1106-010 The American Wind Power Center
The Flowerdew Hundred Post Mill Documentary Film
Amount Requested: $25,000
Amount Recommended: $15,000
The American Wind Power Center requested $25,000 to assist with the costs associated with
the production phase of a documentary film on the Flowerdew Hundred English Post Mill
now located and operational at the American Wind Power Center. The Flowerdew is the
only working post mill in North America. The documentary will illustrate the significant
history of the post mill dating back to the 1100's as well as show how this particular mill
was disassembled, moved from Virginia and rebuilt at The American Wind Power Center.
The last part of the documentary will show the actual operation of this working post mill.
The film will be utilized for historical and educational purposes.

• Project has strong artistic merit with the production of the documentary film, which
will be used for historical and educational purposes
• The Museum itself has a very good history of attracting thousands of visitors
annually on a state, national and international level; the documentary film will be an
enhancement to the Museum and to the newly acquired Flowerdew Post Mill
• Applicant has a good marketing plan that includes state and national publications
• Cultural Arts Grant funds recommended ($15,000) will be used towards the cost of
Professional Services (Script Writing, Cinematography, Film Assembly and Editing,
and Post Film Production)
1106-011 Lubbock Arts Alliance, Inc.
151° Annual Take In the Local Color! Lubbock Artist's
Studio Tour
Amount Requested: S 10,000
Amount Recommended: S 7,000
The Lubbock Arts Alliance requested $10,000 to assist with advertising and production
costs associated with the "rake in the Local Color! Lubbock Artist's Studio Tour" which
will be held on November 12-13, 2011. The goals of the project are to provide community
awareness and education in the visual arts, offer a venue for local artists to showcase their
works, facilitate a quality visual art program for students to attend, and attract
visitors/tourists to the region. This event allows audiences the unique opportunity to observe
the artists in their working environment, many of which are private homes. Approximately
six artists are showcased at each studio location and display original art such as painting,
drawing, pottery, fiber, jewelry, glass, leather, wood and sculpture.
Committee Comments:
• Project has strong artistic merit
• Application indicates strong marketing plan for outside the Lubbock area
• Project historically generates good attendance as well as good tourism numbers;
tracking methods are in place to determine out of town attendees and room nights
generated
• Project provides access to some artists whose work can only be seen at this event
• Cultural Arts Grant funds recommended ($7,000) will be used towards the cost of
Promotion/ Publicity

1106-012 Science Spectrum
Da Vinci — The Genius, An Exhibition of Science and Art
Amount Requested: $10,000
Amount Recommended: $ 6,000
The Science Spectrum has requested $10,000 in marketing assistance for the major traveling
exhibition "Da Vinci -The Genius, An Exhibition of Science and Art" which will be on
display from mid -January to mid -April of 2012 at the Science Spectrum. The approximately
10,000 sq. ft. exhibition brings to life many of Leonardo Da Vinci's famous inventions and
showcases the legacy in many other fields of study, such as anatomy, painting and sculpture.
It is not an exhibition of original artifacts, but will provide a tangible and easy to understand
exploration into the diversity of ideas of Da Vinci. The inter -active exhibit will include 75
large scale machine inventions, reproductions of anatomical drawings, reproductions of
many famous artworks in actual size, facsimiles of the Codices and battle drawings, and
"The Last Supper" and "Mona Lisa" in 3D animations. Lubbock will be the first city in
Texas to host this exhibition. Its popularity in Rome, Moscow, Buenos Aires, Washington
D.C, San Francisco and Portland attests to its success and interest by the visiting public.

• Project has strong educational and artistic merit
• Unique one -of -a -kind Exhibition that should generate a lot of interest and tourism,
especially since Lubbock is the only location in the Southwest currently scheduled to
host the Exhibition
r The span of time that the Exhibition will be on display will be an advantage and will
provide a good opportunity to generate tourism
• Applicant is working with Visit Lubbock on marketing approaches; the Committee
encourages the applicant to advertise in Southwest Magazine and Texas Monthly as
well as publications in New Mexico
• Cultural Arts Grant funds recommended ($6,000) will be used towards the cost of
Promotion/ Publicity
1106-013 University Interscholastic League — TTU
UIL One -Act Play Director's Workshop
Amount Requested: $ 4,600
Amount Recommended: $ 2,500
The University Interscholastic League requested $4,600 to assist with costs associated with
the UIL One -Act Play Director's Workshop that will be held October 21-22, 2011. The
workshop is designed for theatre educators and will provide training on such topics as
selecting scripts, casting parts, designing sets/costumes and marketing/advertising. Region
3A and 5A engages schools from El Paso to McKinney and from Perryton to Junction.
Theatre teachers from all over the state will be invited to attend. The funds requested are to
cover presenter fees.

1106-014 Lubbock Symphony Orchestra
2011/2012 Classical Masterworks Season and Holiday Pops
Concert
Amount Requested: $40,000
Amount Recommended: $30,000
The Lubbock Symphony Orchestra requested $40,000 to assist with Musician Fees and
Guest Artist Fees associated with the presentation of the 2011/2012 Classical Masterworks
Season and Holiday Pops Concert. The theme for this season is entitled "Unforgettable".
Performances will be held on various weekends beginnil in September of 2011 and ending
in May of 2012. This will be Lubbock Symphony's 65 Anniversary Season and Maestro
Tomasz Golka's final season as Music Director of the LSO.
Committee Comments:
• Project has strong artistic merit
• Organization has a history of strong foundation and corporate support
• Application indicates- a good history of generating tourism and room nights
• Application indicates a good marketing plan to include easily accessible media such
as social networking websitcs and providing promotional and event videos through
LSO's YouTube channel
• Cultural Arts Grant funds recommended ($30,000) will be used towards the cost of
Professional Services — Musician Fees and Guest Artist Fees
• Grant funds were considered for the entire season; future applications for the Season

Dear Mr. Chavez,
The Cultural Arts Grant Review Committee for the City of Lubbock's Cultural Grants Program
has determined its recommendations for the first granting cycle of 2011. This recommendation
was presented to the entire Civic Lubbock, Inc. Board of Directors on June 27, 2011 and was
approved as recommended. All applicants recommended for grant awards are in good standing
with the City of Lubbock and Civic Lubbock, Inc.
The Hotel Occupancy Tax allocation for the 2011 Cultural Arts Grant Program provided for
$240,922.87 to be granted over two granting cycles. In addition, interest earned in the amount of
$3,628.73 is available for the 2011 program, making the amount designated for the 2011 Cultural
Arts Grant Program a total of $244,551.60. The Board of Directors elected to absorb all
expenses related to administering the program, therefore no administrative expenses will be
deducted and the entire allocation will be available for the 2011 Cultural Arts Grant Program.
The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock,
Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City
Council. They are as follows:

In reviewing requests and developing funding recommendations for each application, the
Cultural Arts Grants Review Committee followed the approved Cultural Arts Grant Guidelines
and Procedures. A Grant Workshop was held on May 2, 2011 for all organizations wishing to
apply for a Cultural Arts Grant. Included among the workshop presenters were representatives
from Visit Lubbock (the Lubbock Convention and Visitors Bureau).
Accompanying this document are the results of the Cultural Arts Grant Review Committee
meeting held on June 14, 2011. Fourteen (14) applications were received for this first grant (June
2011) funding cycle and fourteen (14) are recommended for partial funding.
The total amount of funding requested for this grant cycle was $197,739.00 of which
$127,700.00 is recommended for funding from the City of Lubbock Cultural Arts Grant
Program. Of the fourteen grant awards recommended, three of the grant awards cover an entire
season (or year) of events. Those organizations chose to submit one application for an entire
season rather than submit an application for each of the two granting cycles. With that in mind,
the Committee recommended an amount that is approximately 52% of the Hotel Occupancy Tax
and interest allocated for the 2011 Cultural Arts Grant Program.
The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of
the Cultural Arts Grant allocations in the amount of $127,700.00 as recommended by the
Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board.
