RESOLUTION AUTHORIZING APPLICATION FOR PUBLIC
OUTDOOR RECREATION FACILITY GRANT; APPOINTING
OFFICER TO EXECUTE GRANT CONTRACTS; APPOINTING
PROJECT DIRECTOR AND GIVING ASSURANCE OF COMPLIANCE.
WHEREAS, the Texas Parks and Wildlife Department has been authorized,
by Senate Bill 165 of the 59th Texas Legislature, 1965 RS, (V. A. C.S. 6081r), to
make grants to municipalities and counties to assist them in carrying out prograrr.
of outdoor recreation to preserve an adequate amount of disappearing available
land; and
WHEREAS, the City Council finds that a need exists in the City of Lubbock
for a program of public outdoor recreation; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized to ex-
ecute for and on behalf of the City of Lubbock, an application to be filed with the
Texas Parks and Wildlife Department for a Public Outdoor Recreation Facility
Grant under authority of Senate Bill 165, 59th Texas Legislature, 1965 RS (V.A.0
S. 6081r), as amended, for $ 3,168,131.00 for the cost of undertaking a.nc
carrying out a public outdoor recreation facility program, designated locally as
the Canyon Lakes Project, which cost is now estimated to be $ 6,850,963.00
in the area or areas described in such application;
THAT the Mayor of the City of Lubbock BE and is hereby authorized to ex-
ecute for and on behalf of the City of Lubbock, such contracts as may be necessar;
to carry out the Grant applied for, after such contracts have been approved by for.
mal action of the City Council and the Director of Finance is designated as the
authorized fiscal representative of the City of Lubbock in such program;
THAT Steve Fanning is hereby designated as project director with authori
to provide such additional information and documents as may be required by the
Texas Parks and Wildlife Department;
THAT assurance is hereby given to the United States of America and to the
Texas Parks and Wildlife Department, that the City of Lubbock will fully comply
with the regulations of the Texas Parks and Wildlife Department effectuating
Title VI of the Civil Rights Act of 1964 and applicable Executive Orders.

belt from Comanche Canyon Park site in northwest to Hodges Park to Mac-
kenzie Park to Mae Simmons Park to Southeast Treatment Plant. Rim of
Canyon generally coincides with park boundary to prevent environmental
encroachments.
Reclaimed sewage water will support much -needed water -oriented recreatic
Project will reclaim and conserve significant relief feature in plains area.
Landscaping will beautify areas scarred by man. Other benefits include pol-
lution control, water conservation, urban beautification, and establishment of
urban open space and habitats for fish and wildlife.
