A RESOLUTION APPROVING AN URBAN RENEWAL PLAN.FOR THE MEMORIAL
CENTER URBAN RENEWAL PROJECT IN THE CITY OF LUBBOCK.
WHEREAS, it is desirable and in the public interest that the Urban
Renewal Agency of the City of Lubbock, herein called %the "Local Public Agency"
undertake and carry .out the urban renewal project, herein called the "Project"
identified as the "Memorial Center Urban Renewal Project" and encompassing the
area in the City of Lubbock, bounded as follows:
Boundedon the north by 4th Street, bounded on the east
by. Avenue K, bounded on the south by loth Street, .and
bounded on the west by Avenue Q.
and
WHEREAS, there has been prepared and referred to the City Council
of the City of Lubbock, herein called the "Governing Body" for review -and
approval an Urban Renewal Plan for the Project area, dated October30 , 1970,.
and consisting of nineteen (19) pages and four (4).Exhibits; and
WHEREAS, the Urban Renewal Plan has been approved by the Governing
Body of the Local Public Agency, and
WHEREAS, a General Plan has been prepared and is recognized and used.
as a guide for the general development of the locality as:a whole, and the
Memorial Center Urban Renewal Project conforms to -the -General Plan for the
City as a whole; and
WHEREAS, survey and planning is underway for an Urban Renewal Project
under the provisions of Title l' of the Housing Act of 1949, as amended,
and the making of application foradditionalFederal financial assistance
for the undertaking and carrying out of such Project is contemplated; and
WHEREAS,. the Governing Body is cognizant of the conditions that are
imposed in the undertaking and carrying out of urban renewal projects with
Federal financial assistance under Title I., including those prohibiting
discrimination or segregation because of sex, race, religion, color, or
national origin.
NOW, THEREFORE, BE IT RESOLVED.BY THE CITY COUNCIL OF THE CITY OF
LUBBOCK:
That it is hereby found and determined that the Project is a slum,
blighted, deteriorated or deteriorating area and qualif'es as an eligible
Project area under the Urban Renewal Law of the State of Texas.
. That the Urban Renewal Plan for .the Project be and the same is here-
by approved and the City Secretary Treasurer is hereby.directed to file a copy
of said Urban Renewal Plan with the`minutes of this meeting.
. THAT it isherebyfound and determined in the areas designated and storm
clearance and redevelopment section that at least fifty percent (50%) of the
structures are dilapidated beyond the point of feasible rehabilitation, or
are otherwise unfit for rehabilitation, and that there exist other blighting
characteristics, such as overcrowding of structures'on the land, mixed.uses
of structures, narrow, crooked, inconvenient, congested, unsafe, or otherwise
deficient streets or deficiencies in public utilities or recreational and
community facilities.
THAT it is hereby found and determined.that the residential structures
are infeasible of rehabilitation because they do -not conform with objectives
of the Urban Renewal Plan and the plan for the Memorial Center Complex.
THAT it -is hereby found and determined that the Urban Renewal Plan
for the Project area conforms to the General Plan of the City.
THAT the redevelopment of the Urban Renewal Area for predominately
nonresidential uses is necessary for the proper development of the community.
.THAT it is hereby found and determined that the Urban Renewal Plan
for the Urban Renewal Area will afford maximum opportunity consistent with
the sound -needs of the locality as.a whole, for the urban renewal of the
area by private enterprise.
